Did a controversial U.S. airstrike kill the wrong man?

The U.S. maintains a September 2010 airstrike in Takhar province targeted and killed a "significant" Taliban leader. But independent investigators have concluded that the eight people who died were all civilians, and that they died because of "grave" intelligence flaws.
