License plate readers, like those used on the streets of Baghdad, are now being used to collect, store and analyze the movements of vehicles on the streets of Baltimore. In "Are We Safer?," the debut segment in FRONTLINE's new monthly magazine series premiering Jan. 18, The Washington Post's Dana Priest investigates the growing reach of homeland security into the lives of ordinary Americans.
