Toms River was ahead of the curve in switching from hybrid to an all virtual plan three weeks ago. Teacher and staff shortages left the district missing 25% of its workforce. Plans must be approved by the state in order for districts to open, but Toms River is among the 92 remote plans waiting for approval.
