>> THERE'S MANY LEARNING OPPORTUNITIES THAT I TOOK AND THAT I DIDN'T TAKE.
AND IN HINDSIGHT EVERYTHING IS 2020.
I THINK THERE ARE AREAS WHERE I DID A REALLY GREAT JOB.
GIVEN THERE WAS VERY LITTLE TRAINING AND VERY LITTLE SUCCESSION PLANNING AND WE HAD A PANDEMIC ALMOST IMMEDIATELY.
THERE WAS AREAS I COULD HAVE DONE A WHOLE LOT BETTER.
I KEEP HEARING COMMUNICATION.
>> NOW ONE OF THE THINGS THAT PEOPLE WANT TO KNOW.
YOU'VE COME OUT WITH A SORT OF A LIST OF THE PROBLEMS YOU FOUND IN GOING THROUGH THE COUNTY'S BOOKS AS AUDITOR.
HAS HAS THAT AFFECTED YOUR RELATIONSHIPS WITH STAFF.
>> YES AND NO.
I DO FIND IT DIFFICULT TO DEAL WITH SOME STAFF.
THERE'S ALSO OTHER STAFF WHO WELCOME THAT KIND OF IN SIGHT INTO OUR OPERATIONS.
THERE'S THE PEOPLE WHO JUST TELL ME HOW TO DO IT AND I'LL DO IT.
RESPECT TO THAT.
THEN THERE'S OTHER PEOPLE THAT WANT TO LEARN HOW TO IMPROVE.
THIS ISN'T IT FOR THEM.
THEY WOULD LIKE TO LEARN AND PERFECT THEIR SKILLS IN ACCOUNTING.
WHERE WE HAVE CHALLENGES IN COMMUNICATION FOR THE PEOPLE THAT PERSONALIZE THIS ENG WITH MY OFFICE.
SO AS THE AUDITOR CONTROLLER WE DO HAVE THAT DIFFICULT TASK LETTING DEPARTMENTS WHEN SOMETHING ISN'T DONE RIGHT.
WE HAVE THE DIFFICULT TASK OF ENFORCING RULES.
AND WHEN YOU FACE -- WHEN YOU ARE FACED WITH STAFF WHO HAVE WORKED THERE FOR 10 YEARS, 20 YEARS DOING THINGS THAT WAY, THEY OF COURSE BECOME ATTACHED TO IT.
IT'S VERY DIFFICULT TO SEPARATE THEMSELVES FROM THE TASKS THEY'VE BEEN PERFORMING.
WHEN YOU TELL THEM THIS ISN'T RIGHT.
THEY INTERNALIZE IT OR MAKE IT THEMSELVES.
THAT'S BEEN A MAJOR CHALLENGE THIS IS A SERVICE WE'RE PROVIDING TO THE PUBLIC.
WE HAVE TO DISTANCE OUR PERSONAL PREFERENCE FROM IT.
>> EXCELLENT.
AS BRIEFLY AS POSSIBLE DESCRIBE SOME OF THE THINGS AS AUDITOR THAT GAVE YOU CONCERN AND CAUSE YOU SO MUCH OF THE SCUR FULF.
>> IT TOOK ME TWO WEEKS THAT THINGS WERE NOT RIGHT.
I SAY THAT VERY GENERALLY.
THERE'S VERY MANY SPECIFIC ITEMS I WAS OBSERVING.
I HAD COME FROM A C.P.A.
WHERE THERE'S ORDER AND RULES.
THERE'S A DIRECT CONNECTION TO THE CLIENT'S MONEY.
WHAT I WAS HANDLING THE MONEY TO THE MONEY ITSELF.
AND THEY UNDERSTOOD IT WASN'T THEIRS.
IT'S THE PUBLIC.
THIS GENERAL IDEA OF THE PUBLIC.
SO THEY WERE MAYBE A LITTLE STRICT, LESS THERE WAS LESS SCRUTINY ON TRANSACTIONS.
WE WERE SEEING TRANSFERS THAT HUNDREDS OF THOUSANDS OF DOLLARS OF CASH WITHOUT ANY BACK-UP DOCUMENTATION.
IT WAS ALMOST LIKE STAFF WERE ON AUTOPILOT.
WHY ARE WE TRANSFERRING ALL OF THIS MONEY IT.
IF IT LOOKS LIKE THIS.
AND WHY IS THIS HAPPENING OUTSIDE OF THE BUDGET PROCESS.
THERE WAS ALSO THE STAFF IN THE AUDITOR CONTROLLER'S WAS DISCOURAGED FROM COLLABORATING WITH EACH OTHER.
BUT BECAUSE OF THE WORKLOAD.
THERE WAS NO TIME TO HAVE MEETINGS AND UNDERSTAND HOW YOUR TASK FEEDS INTO MY TASK.
SO EVERYONE WAS INDEPENDENTLY WORKING.
THIS CREATED A PROBLEM.
IF ANYONE WENT ON VACATION.
IF ANYONE CALLED OUT SICK.
IF SOMEBODY RETIRED.
THEN ALL OF THE INSTITUTIONAL KNOWLEDGE WENT OUT WITH THEM.
>> ONE OF THE QUESTIONS AND I THINK A LOT OF THE PEOPLE THERE'S COUNTY GOVERNMENTS AND CITY GOVERNMENTS RUN BY NORMAL PEOPLE AND NORMAL FLAWS, AND GOOD QUALITIES.
HOW MUCH DO YOU THINK IT WAS INTENTIONAL AND HOW MUCH WAS RESIDUE FROM BAD PRACTICES.
I WORK IN THE AUDITOR CONTROLLER'S OFFICE.
I NEVER GOT THE FEELING THAT THERE WAS TRYING TO INTENTIONALLY DAMAGE THE CREDIBILITY OF THE COUNTY OR THEIR COWORKERS.
WHAT I SAW WAS -- >> THE WORDS ESCAPE.
>> APATHY.
>> I DON'T WANT TO SAY THAT EITHER.
JUST THERE WAS A PASSION FOR WHAT THEY WERE DOING.
IT WAS JUST CLOCKING IN AND OUT.
AND IT WASN'T UNTIL I STARTED POINTING OUT YOU SEE HOW THIS CASH RECEIPT IT FEEDS INTO THIS REPORT AND THEN THIS REPORT GOES OVER HERE AND THAT DEPARTMENT USE IT FOR THAT GRANT.
HELPS FEED THE CHILDREN.
SHOWING THAT WORKFLOW KIND OF RE-YOUING RATE FOR THE ACCOUNTING WORK.
I ACTUALLY GOT FEEDBACK THEY WERE FINDING THEIR PASSION AGAIN ONCE THEY UNDERSTOOD THE VALUE OF THE WORK THEY WERE DOING AND THE WHY.
>> SOME OF THE ACCUSATION OF BAD BEHAVIOR.
WAS THAT INTENTIONAL FROM OTHER PEOPLE IN OTHER DEPARTMENTS.
DID YOU IDENTIFY SOME KIND OF BAD ACTING.
BAD ACTORS.
DID YOU FEEL LIKE THAT?
>> WHAT I'VE COMMUNICATED TO THE BOARD OF SUPERVISORS AND BAD PRACTICES.
WHAT'S BEEN ATTRIBUTED TO ME BY ME IN THE SOCIAL MEDIA OR IN THE COMMENTS OF LOCAL BLOGS.
THAT'S COMPLETELY SEPARATE WHAT I HAVE DONE.
WHEN PEOPLE NOTICED WHO I WAS.
I DIDN'T REALIZE PEOPLE WATCHED BOARD MEETINGS.
I SHOWED UP AT A BOARD MEETING IN 2017 AND ASKED FOR MORE STAFF.
STAFFER WAS BURNING OUT.
I SAW ACCOUNTING PRAUS THAT DIDN'T MAKE ANY SENSE.
I WAS BEING FACED WITH ACTUALLY NO WE DON'T CARE ABOUT THAT HERE.
WE DON'T HAVE TIME TO CARE ABOUT THAT.
WHEN I WENT TO THE BOARD IT WAS A REQUEST TO HELP US HELP THEM.
AND THEN LATER AS IT TURNED INTO A MOVEMENT OF PEOPLE SAYING WELL THERE'S FRAUD.
SHE'S ACCUSING THESE PEOPLE OF DOING THIS THING, NO I'M THERE COULD BE FRAUD.
THERE'S OPPORTUNITY FOR US BECAUSE THERE AREN'T ANY INTERNAL CONTROLS.
WHAT I'M ASKING ESTABLISH PROTOCOL AND PROCEDURES SO THERE ISN'T ANY FRAUD.
THERE HAVE BEEN DELAYS IN REPORTING.
IN FACT THE STATE OF CALIFORNIA HAS FILED A LEGAL ACTION WHEN I'LL A LITTLE BIT LATER.
BUT YOUR OPPONENT SHERYL DILLINGHAM SAYS SHE UNDERSTANDS THE THINGS YOU'RE POINTING.
TO A LARGE DEGREE THEY ARE WORTHWHILE TO PURSUE AND FIX.
EVEN YOU HAD A RESPONSIBILITY TO GET THE REPORTS AND EVERYTHING ELSE DONE ON TIME.
HOW DO YOU RESPOND TO THAT.
>> THERE'S A LOT OF THE DIFFERENT FACTORS TO CONSIDER WHEN THINKING WHETHER OR NOT REPORTS COULD HAVE BEEN FILED TIMELY.
SHOULD HAVE FILED TIMELY.
AND WHETHER IT WAS UP TO THE AUDITOR CONTROLLER TO FILE TIMELY.
WHAT WE'RE FINDING OUT NOW LIKE THE BUDGET SCHEDULES.
THE CAO'S HAS ATTRIBUTED TO THE AUDITOR CONTROLLER OFFICE.
WE RECEIVED A COMMUNICATION FROM THE CAO'S THERE'S NO THAT AUDITOR HAS TO DO IT.
AND WE'VE ALREADY DONE IT.
WELL IT WAS CONVENIENT TO USE OUR NAME WHEN THIS WAS DELINQUENT.
NOW WE WANT TO TAKE CHARGE OF IT IT'S NO LONGER OURS.
WHERE WE ARE GIVEN THE RESPONSIBILITY OF REPORTS THAT WE WEREN'T SPONL FOR.
THERE'S ALSO SITUATIONS WHERE WE TRIED VERY HARD TO MEET A DEADLINE.
WE TRIED TO COMMUNICATE WITH DEPARTMENTS.
WE NEED YOUR HELP TO MEET IT.
THEN A PANDEMIC HIT AND THEN DEPARTMENTS WEREN'T AVAILABLE TO HELP US.
DESPITE OUR BEST EFFORTS WE COULDN'T FILE THE REPORTS TIMELY.
THAT DOESN'T MEAN WE HAVEN'T BEEN WORKING THIS WHOLE TIME.
THERE'S THREE THAT WERE TIMELY.
THERE NEEDS TO BE A GREATER EXAMINATION OF ALL OF THE FUNCTION OF OUR OFFICE ALL OF THE REPORTS AND THE PRIORITIZATION OF THOSE REPORTS.
>> THE RELATIONSHIPS YOUR OFFICE AND THE COUNTY ADMINISTRATIVE OFFICE SEEMS LIKE IT'S BEEN DAMAGED BY ALL OF THIS.
HOW DO YOU SEE YOURSELF WORKING IF YOU GET REELECTED AND IN PARTICULAR THE CAO.
>> THERE'S BEEN A CAO AND AUDITOR CONTROLLER'S OFFICE FOR MANY YEARS BEFORE I STARTED WORKING FOR THE COUNTY.
THAT CONFLICT EXISTS IN MOST COUNTIES THROUGHOUT THE STATE SPECIFICALLY BECAUSE THEY'RE CHECKS AND BALANCES TO EACH OTHER.
ONE WANT TO DO.
ONE NEEDS ASSISTANCE TO DO THE OTHER ONE IS TO SAY SET UP NO WE CAN'T PROVIDE THAT ASSISTANCE.
I'M TALKING ABOUT THE BUDGET IN BOTH CASES.
RIGHT NOW IT'S AN INTERESTING PERIOD OF TIME BECAUSE WE'RE IN CAMPAIGN SEASON AND IT COULD GO EITHER WAY.
FOR ME IT DOESN'T MEAN WE'RE IN CAMPAIGN SEASON.
WHAT YOU'LL IF YOU LOOK AT THROUGH MY EMAILS YOU'LL SEE CONSTANT COMMUNICATION FREQUENT COMMUNICATION, YOU'LL CIDA TAILED COMMUNICATION OF WHAT THE RULES ARE.
HOW WE'RE GOING TO IMPLEMENT THEM, HOW WE'RE GOING TO FLOFRS THEM.
I CAN ONLY CONTROL MY BEHAVIORS AND MY OWN ACTIONS.
WHAT YOU'LL HEAR FROM THE STAFF IN THE AUDITOR CONTROLLER'S OFFICE EYELETS FOCUS ON CUSTOMER SERVICE BUT NEVER ABOVE PUBLIC SERVICE.
I CAN'T CONTROL WHAT THE COUNTY ADMINISTRATIVE OFFICE DOES.
THAT'S UP TO THE THE CAO.
REGARDLESS OF THEIR PERSONAL PREFERENCE OR THEIR POLITICAL LEANINGS.
>> SOME OF THE PEOPLE ON THE BOARD HAVE ACCUSED OF NOT BEING COMPHU KAWTIVE.
YOU WOULDN'T RETURN PHONE CALLS OR VOICE CALLS OR EMAILS.
WHY WOULD THEY SAY IF YOU WERE GOING TO COMMUNICATE.
IT CAN BE TRUE.
IF I'M ONE PERSON.
IF THEY'RE ALL CALLING ME AT THE SAME TIME I CAN'T TALK TO THEM AT THE SAME TIME.
WE'RE ONE CENTRAL DEPARTMENTS SERVING 50 SPECIAL DISTRICTS WHILE WE'RE HELPING ONE AND WE'RE NOT HELPING ALLOF THE OTHERS.
THAT DOESN'T MEAN WE'VE NEVER BEEN RESPONSIVE AND NOT ABOUT TO BE RESPONSIVE.
SO WHAT I WOULD SAY IS THAT IT'S -- I DON'T KNOW THAT OVERALL I AGREE WE'RE NOT COMMUNICATIVE.
WHAT I SEE IN THE OFFICE CONSTANT ANSWERING OF PHONES AND CONSTANT MEETINGS.
>> ONE OF THE -- WE MENTIONED THE LAWSUIT THAT'S BEEN FILED BY THE STATE OF CALIFORNIA AGAINST HUMBOLDT COUNTY AND YOURSELF PERSONALLY.
FOR ONE THING YOU'RE AN AUDITOR BUT YOU'RE ALSO A MOM AND A WIFE AND FAMILY PERSON AND ALL OF THAT.
HOW MUCH PRESSURE HAS TO BE PERSONALLY TO BE NAMED IN A LAWSUIT.
HOW HAS THIS AFFECTED YOU AS A PROFESSIONAL, AND WITH PERSON.
>> ONE OF THE THINGS I'VE TRAINED THE AUDITOR CONTROLLER STAFF TO REMEMBER OUR NAME HAS VALUE.
THAT'S WHY WE DON'T SIGN OFF ON THINGS THAT WE DON'T KNOW ARE TRUE.
I UNDERSTAND WHY IT HAS TO BE MY NAME ON THE LAWSUIT.
I AM THE AUDITOR CONTROLLER.
I ACCEPT THE RESPONSIBILITY ABOUT MY NAME.
I CARE VERY MUCH ABOUT MY NAME.
BECAUSE MY KIDS HAVE IT.
I HAVE CONVERSATIONS WITH THE OLDER ONES.
WHAT THEY SEE IN THE NEWS AND WHAT THEY READ ON THE INTERNET.
THEY UNDERSTAND WHO THEY KNOW AT HOME IS THEIR MOM.
THERE'S A WHOLE OTHERWORLD THEY DON'T UNDERSTAND YET.
I DO KNOW I WOULD NOT SUCCESSFUL IN THIS ROLE OR EVEN IN MANAGING THE STRESS THAT COMES WITH BEING NAMED IN A LAWSUIT WERE IT NOT FOR MY HUSBAND.
HE DEFINITELY SUPPORTS ME EVERY DAY.
AND I THANKS HEAVENS FOR THAT MAN.

ONE PEOPLE HAVE SAID BECAUSE THERE WAS SOME DROP OF ON THE DAY OF YOUR CAMPAIGN ANNOUNCEMENT THAT YOU BASICALLY WANTED UP AS GOENS THE COUNTY TO MAKE YOUR OWN CAMPAIGN A LITTLE BIT MORE APPETIZING TO THE PUBLIC.
HOW DO YOU RESPOND TO THAT.
THAT WOULD BE TRUE IF I HADN'T BEEN CONSISTENTLY SHARING THAT INFORMATION WITH THE BOARD OF SUPERVISORS AND WITH DEPARTMENTS HEADS AND WITH THE CAO BEFORE I WAS THE AUDITOR CONTROLLER.
THE FACT THAT THE RELEASE OF THOSE DOCUMENTS HAPPENED THE SAME DAY OF THE CAMPAIGN KICKOFF IS QUENT DENTAL.
BECAUSE WE ARE RELEASE PRA'S EVERY WEEK.
WE'RE CONSTANTLY PUBLISHING DOCUMENTS.
IF YOU RECALL WHEN WE WERE AT THE BOARD MEETING I THINK IT WAS THE WEEK BEFORE WHEN I TALKED ABOUT THESE THINGS, WHAT WERE THE RESPONSES.
THE CAO THERE'S NOTHING NEW HERE.
WE'VE HEARD THIS BEFORE.
EXACTLY.
SO HOW CAN THAT BE THE CASE YOU'VE HEARD THIS BEFORE AND ALSO I WAS SAFING TO RELEASE ON THAT DAY.
NO I'VE BEEN COMMUNICATING THIS CONSISTENTLY AS MUCH AS I COULD.
AS CLEARLY AS I COULD IN DIFFERENT TERMINOLOGIES WITH DIFFERENT EVIDENCE TO THE BOARD AND TO THE CAO AND THEY CHOSE NOT TO.
WHO ARE ULTIMATELY MY PUBLIC.

WE HAVE HAD TO MAKE A LOT OF CHANGES TO ADAPT TO THE BLACKOUTS AND CHILD CARE LIMITED CHILD CARE ACCESS THAT DOES REMOVE A LOT OF OUR STAFF FROM THE WORKPLACE.
I THINK IF I WERE TO WIN THIS ELECTION BECAUSE WE WOULDN'T EXPERIENCE ANOTHER TURBULENT CHANGE.
AND THEN THERE'S OF THE INTERIM AUDITOR CONTROLLER AND SHE LEFT ABRUPTLY.
AND THEN I WAS THE AUDITOR CONTROLLER.
THERE'S BEEN SO MUCH CHANGE THROUGHOUT THE COUNTY.
ALMOST EVERY DEPARTMENT HEAD HAS CHANGED SINCE I'VE BEEN WITH THE COUNTY.
I THINK THERE WOULD BE A SIGH OF RELIEF OKAY WE CAN KEEP DO DOING WHAT WE'VE BEEN FOR THE LAST FOUR YEARS.
NOW THAT WE'VE LEARNED A LOT FROM THE PANDEMIC WE HAVE ELECTRONIC RECORDING KEEPING AND MORE AUTOMATION.
SO NOW WE CAN LOOK FOR MORE INNOVATIVE TO IMPROVE WHAT WE'VE ALREADY CHANGED AND FOCUS ON PREVENTING THIS KIND OF SITUATION WHERE THINGS GET SO BAD THAT WE'RE LATE ON FILING REPORTS.

DO YOU THINK THAT I MEAN HAVE SAID EVEN SUPERVISOR BOWEN SAID THAT IT MIGHT HAVE BEEN TO GO TO THE DA'S OFFICE OR THE AG'S INSTEAD OF GOING PUBLIC.
DO YOU FEEL THAT WAS A MISTAKE.
THAT'S BASED ON AN ASHUN I DIDN'T TRY TO COMMUNICATE THESE ISSUES TO EVERY AVENUE.
