THE NUMBERS CRUNCH HAS BECOME A BURDEN FORE MANY FAMILIES.
THE AVAILABLE HOUSING STOCK IS EXTREMELY EXPENSIVE AND HARD TO FIND EVEN IF YOU DO HAVE THE MONEY.
IN ORDER TO KEEP A ROOF OVER THEIR HELEDS FAMILIES HAVE TO SACRIFICE OTHER NEEDS AND EVEN THEIR QUALITY OF LIFE.
AND GIVEN POLITICAL AND BUDGETARY CONSTRAINTS ARE WORKING TO SUPPLY MORE HOUSING.
IT'S TOO OFTEN A GUESSING GAME WHICH STEPS ARE NECESSARY AND WHICH LEAD TO FURTHER ECONOMIC INJURY OR NO MESHELABLE IMPROVEMENT INTO THIS COMPLICATED DEBATE.
TO PASS AN INITIATIVE THAT WILL HEPA MEAL RATE THESE ISSUES.
THE LACK OF PARKING IN OLD TOWN.
TWO CITY OWNED PARKING LOTS WERE DESIGNATED AS POTENTIAL SITES FOR NEW HOUSING SITES.
AS A POTENTIAL LOCATION TO BUILD MORE AFFORDABLE HOUSING.
WHICH PLAN HAS MORE MERIT.
ARE THEY MUTUALLY EXCLUSIVE.
WILL EITHER/OR BOTH MAKE A SIGNIFICANT DIFFERENCE IN THE HOUSING.

THEY COULD DECIDE TO PLACE IT ON THE MARCH 2024 BALLOT.
OR THEY COULD ASK FOR MORE INFORMATION.
AND DECIDE TO ADOPT THE TWO OR PUT IT ON THE BALLOT.

I AM NIMBYISM NOT IN MY BACKYARD.
YOU'RE PROPOSING A MASSIVE PROJECT IN THAT NEIGHBORHOOD.
DO YOU HAVE ANY SENSE WHAT PEOPLE THINK ABOUT IT.
WE DO A QUITE A BIT OF CANVASSING AFTER COLLECTING SIGNATURES AND BEFORE.
THERE'S QUITE A FEW THAT ARE IN FAVOR.
I THINK EDUCATION IS KEY HERE.
THAT LOT HAS BEEN SITTING BLIGHTED FOR DECADES.
THIS WOULD BE A MAJOR ADDITION.
WHAT WE'RE PROPOSING OVER THERE TO PROVIDE MORE OF A COMMUNITY ACCESS TYPE SITUATION.
WE'RE LOOKING AT KEEPING THE SOCCER FIELD.
MAYBE A COMMUNITY CENTER AS WELL.
ADDING THOSE UNITS OF ALL INCOME LEVELS.
NOT JUST MUCHLT BUT SINGLE FAMILY AS WELL.
WE'VE DONE A LOT OF THE DUE DILIGENCE.
THERE'S A LOT OF DEVELOPERS THAT ARE VERY MUCH INTERESTED.
BUMENT THE KEY IS GETTING IT REZONED WHERE THEY COULD GET A REZONING TO GET THE PROJECT FORWARD.
AND NOT JUST HAVE IT COMMERCIAL YARD AS WHAT THE CHP IS WHAT THEY WOULD LIKE TO DO WITH IT.
AT THAT POINT WE THINK THERE'S A MUCH BETTER USE FOR IT.
I BELIEVE THAT THE SCHOOL DISTRICT MORE HOUSING AND THEIR KIDS ESPECIALLY RIGHT NEXT TO ONE OF THEIR SCHOOLS WOULD BE MUCH FEASIBILITY FOR THEM AS WELL.

WE'RE LOOKING FOR MUCHLT.
SO IN THE MULTI-FAMILY RESIDENTIAL.
>> THERE'S NO PARTICULAR DEVELOPER IN THE HOPPER.

YOU KNOW THERE'S THAT ARE INCOME ON THEIR.
DEFINITELY THERE'S INTEREST BY THE DEVELOPMENT COMMUNITY.

I BELIEVE IT'S IN THE $4 MILLION.

AND I'M SURE THAT THE SCHOOL DISTRICT ANYTIME YOU ARE GETTING MONEY TO A SCHOOL DISTRICT THAT'S GOING TO BE HELPFUL TO THE COMMUNITY.
HOW MANY UNITS ARE LOOKING AT.
HOW MUCH WAS SINGLE FAMILY AND MIXED USE OR ANYTHING YOU COULD TELL US.
>> WE'LL LEAVE THAT OPEN TO DEVELOPMENT.
IT'S REALLY IT'S ABOUT EIGHT AND A HALF ACRES THAT COULD BE DEVELOPABLE.
PART OF THIS WOULD BE THE SOCCER FIELD.
MAYBE A COMMUNITY BUILDING.
WHETHER IT'S A GYMNASIUM OR SOMETHING TO THAT EFFECT WOULD BE DETERMINED.
THAT REALLY DEPENDS WHAT IS ECONOMICALLY FEASIBLE TO PUT FORTH.
AND BEING INVOLVED IN THE PAST TRYING TO RAISE FUNDS FOR THEM.
AND THE VISION GETS ADJUSTED A LITTLE BIT.
WHO KNOWS HOW MANY UNITS.
HUNDREDS AT LEAST.
FOR A LOT OF OUR VIEWERS THIS IS NO SLIGHT.
MOST PEOPLE IN LIFE WOULDN'T KNOW WHAT A HOUSING ELEMENT IS IN THE CITY'S GENERAL PLAN.
HOW THIS TECHNICALLY IS AN AMENDMENT TO THAT PLAN.
>> BASICALLY THE STATE PUTS FORTH A HOUSING ELEMENT DEMAND HOW MANY UNITS THEY WOULD WOULD LIKE TO SEE DEVELOPED.
RIGHT NOW IS THAT THE CITY HAS GONE FORWARD WITH THAT, AND BASICALLY THEY WANT TO PUT FORTH SO MANY AFFORDABLE UNITS.
THEY'VE IDENTIFIED PARCELS IN EUREKA.
MOST MUCH THEM IN THE DOWNTOWN AREA THAT THEY'RE GOING TO PUT OUT TO BID AT NO COST TO THE DEVELOPER.
SO THEY WOULD GET THE LAND FOR FREE.
THAT'S GOING TO LOWER THE COST FOR THEM.
BUT IT ELIMINATE A LOT OF THE INDUSTRIAL ZONE.
SO YOU KNOW, THERE'SES REASONS WHY WE HAVE RESIDENTIAL ZONES.
THERE'S REASONS WE HAVE COMMERCIAL ZONES.
WE HAVE TO HAVE A PLACE FOR BUSINESSES TO OPERATE.
AND CONSOLIDATE THEIR SERVICES.
BUT IT HAS TO BE THOUGHT THROUGH AND DONE CORRECTLY.
I THINK ELIMINATING 641 PARKING SPACES AND THEN ADDING HOW MANY HUNDREDS OF UNITS DOWN THERE AND ALL OF THE PARKING THAT WOULD REQUIRE WOULD BE VERY DIFFICULT TO MAKE BUSINESS VIABLE IN THE DOWNTOWN.
I KNOW THAT WOULD BE DIFFICULT FOR ME.
THIS IS ABOUT THE HOUSING FOR ALL.
I THINK WE CAN HAVE THAT HOUSING.
THERE'S ANOTHER PROJECT GOING ON RIGHT NOW THAT'S PROPOSING A 135 UNITS WITH PARKING.
THAT'S THE TYPE OF THING I WANT TO SEE.
THERE'S BEEN A LOT OF TALK NOT IN MY BACKYARD.
THIS IS RIGHT NEXT TO ME.
>> THAT'S GOOD.
HOW DID YOU GUYS ARRIVE AT THIS JACOBS SCHOOL SITE.
THIS ONE SEEMED THE MOST SUITABLE.
WAS IT OBVIOUSLY BECAUSE IT'S THERE AND NOT BEING USED.
>> WE SPENT A LOT OF TIME GOING THROUGH ALL OF THE UNITS.
WE IDENTIFIED EVERY POSSIBLE UNIT THAT WAS VACANT.
THEN WE TRIED TO IDENTIFY EVERY POSSIBLE UNIT THAT COULD BE DEVELOPED.
RIGHT NOW JACOBS IS AT THE TOP OF OUR LIST AS THE MOST VIABLE ELEMENT TO ADD HOUSEDS.
IT'S CLOSE TO SERVICES, BUS LINE.
IT'S A STRAIGHT SHOT TO THE HOSPITAL DOWN HARRIS.
IT JUST MAKES SENSE.
I ALSO OWN A PROPERTY IN THAT NEIGHBORHOOD.
I'M VERY MUCH FOR IT.
>> IT'S CENTRALLY LOCATED PLACE FOR THE SCHOOL.
>> THERE'S A LOT OF RESTAURANTS THAT ARE WALKING DISTANCE.
COUPLE OF SCHOOLS.
THERE'S MORE LAND TO SCHOOLS TO THE THERE'S A LOT OF ROOM FOR EXPANSION ON THAT SIDE OF TOWN THAT WOULD BE A GREAT NEIGHBORHOOD TO RAISE KIDS IN.
>> THE SOUTH SIDE DOESN'T GET ENOUGH CREDIT.
SO ONE OF THE THINGS THAT HAPPENS WITH THESE AFFORDABLE HOUSING PROJECTS OFTEN IT'S A PARTNERSHIP BETWEEN PUBLIC AND PRIVATE INTERESTS TO HELP MAKE THE UNAFFORDABLE AFFORDABLE IN TERMS OF DEVELOP URLINGS.
IS THAT SOMETHING THAT MIGHT BE IN THE OFFING HERE.
>> WELL AT THE END OF THE DAY IT'S UP TO THE DEVELOPER.
BUT THOSE PROJECTS WOULD BE FOREFRONT.
SEVERAL OTHER CONTRACTORS WHO VERY MUCH KNOW HOW TO DO THESE PROJECTS AS WELL, I THINK REALLY AT THE END OF THE DAY WHO'S GOING TO GET THE BEST ON THE PROJECT, AND WHO IF WE DO GO WITH THE JACOBS SITE WHO THE DISTRICT WANTS TO WORK WITH.

WHEN WOULD THE PROJECT GET ROLLING.

WE HAVE A GUEST WHO IS A DONOR.
OFTENTIMES THEY HAVE TO PARK IN THE MUDDY PARKING LOT DOWN BY THE BOARDWALK.

TO ME THAT IS ABSOLUTELY SLOONT BE HIGH-DENSITY LOW-INCOME HOUSING.
THAT SHOULD BE COMMUNITY PURPOSE: I'M NOT SAYING WE DON'T NEED LOW-INCOME HOUSING DOWNTOWN.
I THINK WE NEED THE PARKING TO GO ALONG WITH IT.
>> NOW THE PROJECT MENTIONS PRETTY HEAVILY DOWNTOWN RE-VITALIZATION.
DOES THAT HAVE TO DO WITH MORE THAN JUST PARKING.

WHETHER IT'S STOREFRONT SHOPS, RESTAURANTS, WHATEVER IT IS WE NEED THOSE SERVICES.
IF THEY DON'T HAVE ANY PLACE TO PARK DOWNTOWN THEY'RE NOT GOING TO COME.
I KNOW THERE'S A BIG PUSH TO GET RID OF YOUR CAR.
WE'RE NOT SAN DIEGO.
IT'S YOU RAINING.
PEOPLE COME FROM FARTHER AWAY.
TWO OF CLI LIVE IN SCOTIA, AND FORTUNA.
PARK AND RIDE AT THE END OF THE TOWN AND ADD A HALF-HOUR OR 45 MINUTES TO THEIR COMMUTE.
I KNOW I'M NOT ALONE.
AND WE NEED PARKING FOR THE EMPLOYEES AND FOR THE PEOPLE WHO'RE GOING TO LIVE DOWN THERE TO CREATE A VIABLE PAR LIVING SPACE AND TO THINK THEY'RE NOT GOING TO HAVE CARS IS UNREALISTIC.
>> WHAT DO YOU THINK CAUSES THE AFFORDABILITY TO DROP SO DRASTICALLY IN EUREKA IN PARTICULAR.
I KNOW THE REST OF CALIFORNIA HAS A LOT OF DEMAND AND BUT IT DOESN'T SEEM EUREKA HAS THOSE ISSUES AS MUCH.

LOOK AT HUMBOLDT.
WITH A DEVELOPABLE.
YOU LOOK AT OTHER AREAS LIKE SACRAMENTO OR LAS VEGAS WHERE THEY CAN KEEP EXPANDING IN EVERY DIRECTION.
IT'S NOT SO MUCH WORTH THE DIRT WORTH SO MUCH BECAUSE THERE'S NO MORE DIRT AVAILABLE.
BE A LITTLE BIT CREATIVE.
IT'S GOING TO BE URBAN RENEWAL AND SOME OF THE BLIGHTED BUILDINGS ARE GOING TO HAVE REPLACED.
THAT'S A TOUGH ISSUE TO TACKLE.
I'M A BIG PROPONENT OF PRIVATE RIGHTS AND PRIVATE OWNERSHIP.
AT SOME POINT BRINGING THE VITALITY IT'S GOING TO BE ECONOMICALLY UNFEASIBLE TO SIT ON BLIGHTED PROPERTY.

WE CAN MEET THIS HOUSING ELEMENT AND THEN SOME.
