THIS WEEK WE'RE CONTINUING THIS IMPORTANT CONVERSATION AND AGAIN TRYING TO ANSWER THE QUESTION WHETHER RECENT CHANGES TO AROUND AFFORDABLE HOUSING PROJECTS WILL BRING ABOUT THE INCREASE OF IN HOUSING SUPPLY QUICKLY.
A RECENT RELEASED CAL MATTERS INDICATES THAT A CURRENT AND FORMER LEGISLATION WILL PROVIDE FOR NEW HOUSING ACROSS THE SPECTRUM.

TO QUALIFY PROJECTS WOULD HAVE TO BE QUALIFIED IN DENSE URBAN AREAS.
SET A SIDE FOR SOMEONE EARNING LESS THAN 80% OF THE MEDIAN.
COULD IT FINALLY RESULT IN THE ULTIMATE REVERSAL OF THE HOUSING PRICES SPIKE WE'VE.

AND ALL TOLD THAT THE IDEA GREECE THE SLEDS FOR AFFORDABLE HOUSING PROJECTS IN THE FUTURE.

>> I'VE HAD 10 YEARS OF EXPERIENCED WORKING IN LOCAL GOVERNMENTS AROUND ECONOMIC DEVELOPMENT AND HOUSING POLICY.
AND ACTUALLY ARRIVED AT HOUSING HOW DO WE SUPPORT NEIGHBORHOODS AND INDIVIDUALS FACING CHALLENGES AROUND POVERTY.
HOW DO WE CREATE COMMUNITIES THAT IS THRIVING.
AND TO HAVE HEALTHY COMMUNITIES THAT ARE INCLUSIVE WE NEED AFFORDABLE HOUSING.
SO NOW I WORK WITH LOCAL NON-PROFITS AROUND THINKING ABOUT AFFORDABLE HOUSING AND HOW TO BRING COMMUNITY VOICE INTO THE HOUSING, AND IT'S A REAL PLEASURE TO TALK ABOUT THAT EXPERIENCED.
WE SHARE THIS.
BASED ON OUR LAST CONVERSATION WITHOUT AFFORDABLE HOUSING YOU REALLY CAN'T BUILD THRIVING AND HEALTHY LIFE.
IN TERMS OF REALLY THINKING ABOUT HOW HOUSING IS SO CENTRAL TO THE COMMUNITIES WE WANT TO BUILD.
>> HOW DO YOU THINK IT'S HOLDING PEOPLE BACK.
BECAUSE RENTS ARE REALLY HIGH.
MAKES YOU WANT TO GET INTO THE RETAIL MARKET.
SO HOW IS IT HOLDING PEOPLE UP.
>> ABSOLUTELY RIGHT NOW THE REALITY UNLESS YOU HAVE A LOT OF MONEY OR INTERGENERATIONAL WEALTH IT'S VERY HARD TO FEEL STABLE IN THE HOUSING.
YOU'RE A RENTER.
AND SO WHAT THAT MEANS PEOPLE ARE MAKING HARD TRADE-OFF CHANGE.
THEY FEEL STRUCK.
AND THAT PEOPLE LIVING UP FAR AWAY FROM WHERE THEY WORK.
THEY COMMUTE TWO HOURS A DAY JUST TO BE A NURSE OR TEACHER BECAUSE THE HOUSING IN THAT AREA IS NOT AFFORDABLE FOR THEM.
AND SO NOW WITH RISING GAS PRICES THAT'S BECOMING REALLY CHALLENGING FOR FOLKS AND IT'S ADDING EMISSIONS TO OUR AREA.
THAT'S NOT THE LOCAL COMMUTE WE WANT PEOPLE TO HAVE.
IT HAS ELT IMPACTS.
AND ENVIRONMENTAL IMPACTS AND FINANCIAL IMPACTS FOR THAT FAMILY.
>> DOESN'T MAKE PEOPLE HAPPY TO BE DRIVING AROUND.
>> THEY'RE CHOOSING HOUSING THAT HAS MOLD OR OTHER HEALTH CONDITIONS.
THEY'RE HAVING TO MOVE A LOT.
THERE'S SO MANY WAYS IN WHICH HOUSING CAN CREATE THIS RIPPLE EFFECT IN YOUR COMMUNITY.
WE TALK ABOUT HOMELESSNESS AND HOUSING AND SECURITY.
I WANT TO TALK ABOUT THAT HOUSING AND SECURITY PIECE.
I THINK WE SEE WHAT STREET HOMELESS LOOKS LIKE.
SOMETIMES THEY HAD TRAUMA BECOMING HOMELESS.
AND SOMETIMES HOMELESS HAS CREATED THE TRAUMA FOR THEM.
THERE'S ALL THESE PEOPLE THEY'RE LIVING IN THEIR CAR.
THEY'RE MOVING A LOT.
AND THAT IS SORT OF THE HOUSING INSECURITY.
MAYBE THEY'RE SECURELY HOUSED NOW.
CAR BREAKS DOWN.
SOMEONE IN THEIR FAMILY GETS SICK.
THEY LOSE THEIR JOB.
THEIR JOB MOVES TO PART-TIME HOUR.
SO WE'RE SEEING MORE AND MORE PEOPLE ARE ON THE EDGE NOT BE ABLE TO FEEL SECURE IN THEIR HOUSING AND THAT HAS MENTAL AND OTHER IMPLICATIONS FOR HEALTH.
IT'S OBVIOUSLY THE TECHNICAL DETAILS AND HOW MUCH HOUSING WE'RE PRODUCE.
AND WHEN YOU DON'T HAVE SECURE HOUSING IT HAS THIS HUYNHING RIPPLE EFFECT ON THIS YOUR LIFE.
BECAUSE THE RENT PRICES HAVE GOTTEN SO HIGH.
A LARGER PERCENTAGE OF THEIR INCOME THAT WOULD NORMALLY BE ADVISABLE.
WHAT DO YOU THINK THAT THE ECONOMIC IMPACTS ARE.
IF PEOPLE ARE SPENDING 50% OF THEIR INCOME TO RENT THEIR PARM.
THEY'RE NOT SPENDING THAT GOING OUT TO EAT AND SPUR THE ECONOMY.
>> ABSOLUTELY.
WHEN YOU -- SO UNDER THE FEF ANYTHINGS YOU'RE RENT BURDENED IF YOU'RE PAYING 30% OF YOUR RENT.
A LOT OF US PAY A LOT MORE THAN THAT.
I'VE BEEN WORKING AT OPEN DOOR.
ONE OF FOUR THEM PAYING MORE THAN 50% OF THEIR INCOME ON RENT.
WE DID A MATH.
THAT'S NOT A LOT LEFT OVER TO SURVIVE LET ALONE CONTRIBUTE TO THE COMMUNITY.
WHEN WE LOOK AT THE EQUATION AROUND THE HOUSING CRISIS WE DON'T HAVE ENOUGH HOUSING.
THERE'S A LOT OF PEOPLE THAT WANT HOUSING, AND BUT THERE'S THE OTHER PIECE.
WHILE HOUSING PRICES HAVE GONE UP & UP PEOPLE'S WAGES HAVEN'T.
SO YOU HAVE THIS REAL MISMATCH WHAT PEOPLE ARE EARNING AND CONSTANTLY GROWING COST OF HOUSING BOTH TO RENT AND TO OWN.
THAT'S WHERE WE'RE SEEING THIS MOMENT OF CRISIS.
THAT'S WHY THESE STUDIES FOLKS FALLING INTO HOMELESSNESS THEY'RE OLDER ADULTS AND FAMILIES.
THEY'RE THE PEOPLE WHO'RE ONE EMERGENCY AWAY FROM FACING HOUSING INSECURITY.
>> AS A FATHER OF FOUR, AND WITH MY WIFE WE'VE HAD MOMENTS WHERE WE STRUGGLED.
ALL OF A SUDDEN ALL OF THE WELL-BEING YOU THOUGHT YOU HAD ACCUMULATED IT'S GONE.
AND YOU'RE CONFRONTED WITH THIS FEAR.
THAT RUINS SO MANY OTHER ASPECTS OF YOUR LIFE.
I KNOW THAT FROM PERSONAL EXPERIENCED.
HOMELESSNESS IS A HUGE PROBLEM ESPECIALLY IN HUMBOLDT COUNTY.
BUT THAT'S A VISIBLE PROBLEM.
I THINK THERE'S A LARGE SEGMENT OF OUR POPULATION THAT IS STRUGGLING WHETHER IT'S THE COST EVEN FINDING A PLACE.
IF YOU HAVE BAD CREDIT ALL OF WHICH CAN BE STRESSFUL AND TOXIC TO YOU, AND CAUSE IMPACTS.
>> YOU WERE TALKING ABOUT THE CONSEQUENCES OF THIS.
I WANT TO PEOPLE LEAVE.
THAT IT CAUSES DISPLACEMENT AND PEOPLE HAVE TO FIND COMMUNITIES WHERE WHERE THEY CAN FIND HOUSING.
CALIFORNIA FOR THE FIRST TIME IS STARTING TO SEE POPULATION LOSS AS A DIRECT RESULT OF OUR HOUSING LOSS.
WE'VE FEELING THEY DON'T HAVE A FUTURE HERE BECAUSE OF THE PRICE OF HOUSING.
WHEN WE DID OPEN DOOR STAFF WE FOUND THAT 45% SEE THAT HOUSING COULD BE A BARRIER IN THE NEXT FIVE YEARS TO STAY IN THE COMMUNITY AND STAY AT OPEN DOOR.
THAT'S A REALLY BIG DEAL.
WE'RE NOT WHAT DOES IT MEAN TO BE INCLUSIVE AND WELCOMING COMMUNITY.
AFFORDABLE HOUSING IS A REALLY BIG PART OF MAKING A COMMUNITY ACCESSIBLE TO PEOPLE.
>> OPEN DOOR THEY MAKE DECENT WAGES.
THEY'RE NOT WORKING AT MINIMUM WAGE.
NOW ONE QUESTION I WANTED TO GET AT BEFORE WE GET INTO THE LEGISLATIVE.
ARE THERE PRESSURES IN HUMBOLDT COUNTY THAT MAKES OUR SITUATION BETTER OR WORSE.
>> I MEAN I WOULD SAY THAT THERE IS STILL YOU KNOW AN OPPORTUNITY WHERE WE'RE SEEING SUCH INTENSE SPECULATION IN OUR MARKET YET WHERE WE CAN START TO PUT SAFE YARDS AROUND PROTECTING EXISTING HOUSING.
WE TALK ABOUT THE TENANT PROTECTIONS.
IT'S THE PRESERVATION OF EXITING HOUSING.
AND WE'RE STARTING TO SEE A COMPREHENSIVE SOLUTION TO THE HOUSING.
EACH OF THOSE HAVE DIFFERENT POLICY GOALS.
IN HUMBOLDT INCLUDING PRESERVING OUR EXISTING HOUSING AND STAYS ACCESSIBLE TO FOLKS.
BECAUSE WE'RE NOT IN A PRETTY HOT MARKET.
IT'S INCREASING.
>> THE PRICES, THE INTEREST IS GROWING, WHICH I THINK IS EXCITING IN SOME WAYS AND ALSO REQUIRE US TO BE CREATE TO MAKING WE'RE PUTTING SAFEGUARDS TO ENSURE THAT PEOPLE ARE SECURE.
I THINK THAT THE OTHER PIECE WE HAVE SO MUCH WILD AND AGRICULTURAL LAND THAT MAKES THIS AREA SPECIAL.
HOW DO WE BUILD HOUSING TO ACCOMMODATE OUR PEOPLE WHO'RE HERE THAT CANNOT FIND HOUSING.
THERE IS A MOMENT OF RECKONING HOW THAT HOUSING IS GOING TO BE BUILT.
A LOT OF THE ADVOCATES WHO ALSO BELIEVE THAT THE HOUSING AND ENVIRONMENTAL CRISIS IS ENTER CONNECTED.
WE WANT TO INFILL HOUSING.
IN AREAS THAT ARE ALREADIELED DEVELOPED.
WE WANT TO SEE INCREASED DENSITY AND GROWTH THERE.
WHAT'S EXCITING ABOUT THE VISION OF THE FUTURE WHEN YOU BUILD UP A LITTLE BIT YOU CAN HAVE MORE TRANSPORTATION.
AND YOU CAN HAVE WE'VE SEEN IT IN DIFFERENT POCKETS.
IF WE DON'T ALLOW FOR INFILL THIS INTENSE OF DENSE IF I GO AREAS.
IT REQUIRES CARS.
IT'S NOT INCLUSIVE.
I THINK WE'RE AT A LITTLE BIT OF A MOMENT.
WHAT IS THE GROWTH OF HUMBOLDT.
AND THE GROUPS ARE SEEING INFILL AS THAT SOLUTION.
WHEN WE THINK ABOUT THE FUTURE THAT'S AN EXCITING IDEA BEING ABLE TO DENSIFY.
>> I MEAN ON THAT LOCAL FRONT THERE'S BEEN AN INITIATIVE ABOUT PARKING LOTS AND THERE WAS A PLAN ADOPTED BY THE CITY OF EUREKA WITH THE Y IoT T TRIBE.
DO YOU HAVE ANY THOUGHTS ABOUT THE SURFACE ABOUT THAT PROPOSAL >> ABSOLUTELY.
WE HAVE GREAT LOCALLY OF PLANNING EFFORTS THAT ARE STARTING TO DO THIS INFILL HOUSING.
SUPER EXCITING.
PARKING LOTS ARE NOT THE HIGHEST USE OF LAND AND THANKS ARE THAT COULD HOUSE HUNDREDS OF FAMILIES.
THAT'S REALLY EXCITING.
WHERE IT HAS VERY LIMITED ENVIRONMENTAL IMPACT.
SO THIS IS A REAL OPPORTUNITY.
I SEE THAT AS A REALLY PROMISING INITIATIVE.
THE FIRST ROUND OF THAT PROGRAM THE DEVELOPER LINK HOUSING JUST WON $30 MILLION TO BUILD THAT PROJECT.
SEA THEY'RE ABOUT TO SCATTERED SITE WHICH IS THREE DIFFERENT SITES.
THEY WON THIS $30 MILLION TO BUILD HOUSING.
HUGE DEAL.
AS YOU THE DISKIMA.
AND THEY JUST WON THE NEXT BID.
THESE ARE NONPROFIT DEVELOPERS WHO'RE BRINGING TRULY AFFORDABLE HOUSING.
THEY'RE RESTRICTED.
THEY'RE GOING TO BE FOUR PEOPLE MAKING THE MEDIAN INCOME AND BELOW.
DENSIFYING TO FOR A TALLER DEVELOPMENT AND MORE AFFORDABLE HOUSING.
SO WE HAVE REALLY PROMISING INITIATIVES.
I THINK WHEN WE'RE SEEING THESE INITIATIVES THERE'S ALSO A LOT OF COMMUNITY RESISTANCE.
I WANT TO TALK ABOUT THAT IN A MOMENT.
IT REALLY CONNECTS TO THE CEQA CONVERSATION.
>> YEAH.
>> KIND OF WHY IT'S IMPORTANT THAT LEGISLATORS ARE STARTING TO THINK WHAT IS SLOWING DOWN AFFORDABLE HOUSING AND HOW CAN WE SPEED UP THE PROCESS SO IT MEETS LESS RESISTANCE.
I'D LOVE TO SPEAK TO THAT A LITTLE BIT.
WHEN I STARTED WORKING IN AFFORDABLE HOUSING.
WHY IS IT SO HARD TO BUILD.
THERE'S NOT ONE ANSWER.
THE WAY WE'VE FINANCED AFFORDABLE HOUSING IN AMERICA.
IT'S A THAT INVOLVES TAX CREDITS.
IT INVOLVES THIS COMPLEX FINANCING MODEL THAT BLENDS DIFFERENT SOURCES AND TAKES A LONG TIME.
IT'S EXPENSIVE TO BUY LAND IN CALIFORNIA.
AND ALL OF THESE DIFFERENT PIECES MAKE IT HARD TO GET TO A GREEN LIGHT ON AFFORDABLE HOUSING DEVELOPMENT.
IT DOES HAPPEN.
IT TAKES A LOT OF ENERGY.
THE SO HERE WE HAVE A LOT OF NONPROFIT DEVELOPERS DOING ALL OF THAT WORK, AND THEN ALL OF A SUDDEN THEY'RE HITTING REALLY INTENSE COMMUNITY RESISTANCE THAT ADDS COSTS, AND SLOWS PROJECTS DOWN.

THESE ARE PEOPLE WHO'RE HOUSING SECURE.
SHE FOUND ONLY 15% OF COMMENTS WERE IN SUPPORT OF AFFORDABLE HOUSING.
IN THE SAME JURISDICTIONS YOU WOULD SEE 56% OF THE VOTE GO TO PRO HOUSING LEGISLATION AND BALLOT MEASURES LOCALLY.
WE'RE SEEING 15% COMING OUT IN SUPPORT OF THESE BUT THE MAJORITY OF COMMUNITY VOTING FOR PRO HOUSING OFFICERS.
>> WHO'RE WORRIED ABOUT THEIR PROPERTY VALUES OR WHICH IS ACTUALLY UNTRUE.
HAVING AFFORDABLE HOUSING IN YOUR AREA DOESN'T LOWER.
OR THEY WANT TOIC KEEP THE CHARACTER OF THE NEIGHBORHOOD.
THEY'RE SLOWING DOWN AFFORDABLE HOUSING.
WHAT I WANT TO TALK ABOUT IN THE CEQA.
CEQA IS ONE OF 9 TOOLS.
PEOPLE MEET THESE STANDARDS IN ORDER TO BUILD AND THEY WHAT THEY CONSTRUE AS VISIONS AND THAT CAN HOLD THINGS UP.
IT'S MORE FOR THE NONPROFIT DEVELOPERS TO MOVE THROUGH THE PROCESS.
CEQA IS NOT THE BOOGEYMAN.

THEN WE SHOULD DEFINITELY EXEMPT FOR AUTHORIZE INFILL AFFORDABLE HOUSING.

WE'RE NOT BUILDING IN ENVIRONMENTALLY SENSITIVE AREAS LIKE THAT.
THE FEAR I SHARE THAT CEQA IS AN IMPORTANT TOOL TO HARM COMMUNITIES.
I'M NOT ADVOCATING FOR THE REPEAL OF CEQA EVEN IF THERE'S WAY TO MAKE IT BETTER.
I THINK IT'S ONE OF THE TOOLS WE CAN TO JUST TO MAKE IT GO SLOWER TO MAKE IT LESS LIKELY TO HAPPEN.
WHAT THE LEGISLATURE OF CHAIN ARMOR IS TO JUST MAKE THOSE PRONGS HAVE MORE STRENGTH TO MOVE THROUGH AND GET BUILT.
