WHICH IS SUCH A BLESSING AND WE FEEL LUCKY TO BE LUCKY IN A BEAUTIFUL COMMUNITY.
MOST FOR THE MAYOR'S OFFICE OF LOS ANGELES AND BEFORE THAT NEW YORK CITY DEPARTMENTOF HOUSING PRESERVATION UNIT.
I CAME TO HOUSING BECAUSE I WAS WORKING ON SOCIAL JUSTICE.
HOW DO WE ADDRESS POVERTY AND INCREASED OPPORTUNITY IN OUR COMMUNITIES.
IT ALWAYS CAME BACK TO HOUSING.
WHEN YOU DON'T HAVE STABLE HOUSING EVERYTHING ELSE IN YOUR LIFE IS HARDER.
IT'S HARD TO BE A GOOD PARENT.
IT'S HARD TO TAKE CARE OF YOUR HEALTH.
SO THESE ROLES I'VE HAD IN DIFFERENT CITY AGENCIES HAVE ALLOWED ME TO UNDERSTAND THIS ISSUE FROM CERTAIN ANGLES.
AND MISSION DRIVEN ORGANIZATIONS WHO WANT TO ADDRESS OUR HOUSING CRISIS LOCALLY.
HUMBOLDT IS FACING A HOUSING CRIES.
TO HAVE NEIGHBORS WHO CAN STAY HERE AND BUILD A LIFE WE NEED TO FIGURE OUT HOW TO START ADDRESSING THIS CRISIS.
IT'S BEEN A REAL PLEASURE AND A LEARNING OPPORTUNITY FOR ME TO FIGURE OUT HOW I CAN BRING SOME OF MY EXPERTISE LOCALLY, AND HOW THIS IS PLAYING OUT IN HUMBOLDT COUNTY.
>> THERE'S PLACES THAT ARE FURTHER ALONG IN THE PROBLEM.
I MEAN LIKE THE REAL ESTATE PRESSURES IN NEW YORK CITY ARE WORLD FAMOUS.
I THINK IT'S THE MOST EXPENSIVE REAL ESTATE MARKET IN THE WORLD.
SINGLE FAMILY IS IN A SAME WAY.
AND I IMAGINE LOS ANGELES IS SIMILAR.
>> ARE YOU ABLE TO LOOK AT HUMBOLDT COUNTY IF WE DON'T ADDRESS THESE THINGS NOW THEY CAN BALLOON TO BIGGER AND BIGGER PROBLEMS.
EVEN THOUGH THEY'RE PROBLEMATIC NOW.
>> IT IS A LITTLE BIT ABOUT BEING A CRYSTAL BALL.
I KNOW WHAT HAPPENS WHEN LOCAL GOVERNMENTS AND COMMUNITIES AND JURISDICTIONS DON'T PROACTIVELY TAKE ACTION AROUND HOUSING.
I'VE SEEN WHERE IT'S GOTTEN TO THE POINT WHERE THE PROBLEM IS IMPOSSIBLE.
AND BEING IN A JURISDICTION THAT'S SORT OF WHAT I SEE ON THE EDGE OF THE CRISIS SPIRALING OUT OF CONTROL.
TO PROTECT LOCAL RESIDENTS AND REALLY START TO PLAN FOR THOUGHTFUL GROWTH AS WE SEE CLIMATE REFUGEES AND BIG INFRASTRUCTURE PROJECTS AND EXPANSION OF OUR UNIVERSITIES.
WE KNOW PEOPLE ARE COMING HERE.
WE DON'T HAVE ENOUGH HOUSING FOR THE FOLKS WHO'RE ALREADY HERE.
AND I'M HAPPY TO SHARE MORE ABOUT THAT.
I DO THINK WE'RE IN A UNIQUE POSITION.
WE CAN ACTUALLY TAKE STEPS NOW WHAT DO WE WANT THIS GROWTH TO LOU LOOK LIKE, AND HOW DO WE START TO TAKE ACTION BEFORE IT GETS TO A POINT WHERE OUR FRIENDS AND NEIGHBORS CAN'T LIVE ANYMORE.

AS SOMEONE HAS TRIED TO RENT.
I KNOW REAL ESTATE PRICES ARE GOING UP.
THERE'S ENOUGH RENTALS PERIOD.
CAN YOU TALK A LITTLE BIT ABOUT THE PRESSURES AND INEQUITIES ABOUT THE MARKET FOR MAKE IT PEOPLE.
>> I'M REALLY GLAD YOU BROUGHT THAT ENOUGH.
THERE'S NOT ENOUGH HOUSING.
THERE'S A NATIONAL HOUSING SHORTAGE.
PEOPLE ESTIMATE WE NEED 3 MILLION UNITS TO CATCH UP WITH THE HOUSING NEED AND CALIFORNIA IS PARTICULARLY ACUTE BECAUSE WE HAVE DECADES OF LOTS OF PEOPLE WANTING TO MOVE HERE.
WE KNOW WHY.
I'M FROM CALIFORNIA ORIGINALLY.
AND TO BUILD A LIFE.
BUT WE'VE ALSO SEEN COUPLED WITH THAT POPULATION A LOT OF THE RESTRICTIVE BUILDING PRACTICES AND NOT ENOUGH HOUSING TO MEET THAT GROWTH.
AFTERDECK AIDS.
IT WAS A LITTLE BIT OF A MISMATCH.
WE'RE FIVE AND 6 DECADES INTO THIS MISMATCH.
WE SIMPLY DO NOT HAVE ENOUGH UNITS HOMEOWNER OUINGS UNITS.
SO THAT'S RENTALS AND HOUSING.
WE'RE SEEING THAT WITH THE PRICES.
THERE'S SO MANY PEOPLE WHO WANT SO FEW UNITS WE CAN SEE THE UNITS GOING UP & UP.
ONE THING TO UNDERSTAND IN THIS EQUATION THAT MISMATCH IS HAPPENING IN HOUSING.
WHILE THE PRICE OF HOUSING IS GOING UP & UP.
AND THERE'S NOT ENOUGH, AND SO PEOPLE CAN CHARGE MORE, AND THE MARKETING MINIMUM WAGE HAS BARELY RISEN IN THOSE DECADES.
THE BY WE'RE FACING HOUSING INSECURITY, AND HOMELESS, AND PEOPLE ARE WORKING FULL-TIME JOB, AND SOMETIMES PARENTS THEY CAN'T MAKE ENOUGH TO AFFORD THE HOUSING IN THEIR AREA.
WHAT THAT LOOKS LIKE IS POTENTIALLY LOSING THEIR HOME AND HAVING TO SCRAMBLE, AND THAT HAS HUGE CONSEQUENCES ON PEOPLE'S LIVES.
IT COULD MEAN MOVING FARTHER AWAY FROM YOUR JOB.
AND SO WE'RE REALLY IN THIS MOMENT I THINK AS A COUNTRY AND SPECIFICALLY IN CALIFORNIA, AND WHERE THE NUMBERS AREN'T ADDING UP.
IT'S NO ONE INDIVIDUAL'S FAULT.
AND YOU IT'S A BIG SYSTEMIC FAULT.
ONE OF THE STEPS IS TO BUILDING MORE HOUSING, AND DOING IT QUICKLY AND BEING STRATEGIC.
THERE'S ACTUALLY WHEN WE THINK OF THREE SOLUTIONS.
AND THERE'S THREE Ps WHEN IT COMES TO DISMANTLING SORT OF THE HOUSING CRISIS AND THEY HAVE TO BE DONE TOGETHER.
PRODUCTION.
SO CREATING HOUSING.
PRESERVATION.
PRESERVING THE HOUSING WE HAVE.
AND REMAINS AFOR DOUBLING FOR FOLKS.
AND THE LAST P IS PROTECTIONS.
AND SO IT'S REALLY IMPORTANT WHAT WE'VE LEARNED FROM NEW YORK AND L.A. AS YOU'RE BUILDING ALL OF THIS HOUSING YOU'RE PROTECTING EXISTING TENANTS AND THERE ARE SAFEGUARDS FOR WHO HAVE LIVED TO BE ABLE TO STAY EVEN AS THE MARKET CHANGES AND SO THESE NEW MARKETS ARE IN THE AREA.
THEY'RE NOT JUST DESIGNED FOR NEWCOMBERS.
>> START TO THAT YOU'RE NOT ADDRESSING THE SHORTAGE OF PEOPLE.
AND ALL FOLKS IN THAT VISION.
>> HUMBOLDT COUNTY MUCH LIKE THE REST OF THE STATE.
IT SEEMS TO BE FURTHER BEHIND IN TERMS OF THE PRESSURES HAVE CAUGHT UP IN THE BAY AREA AND FURTHER SOUTH.
IS IT EARLY ON WE COULD STOP THAT EXPLOSION THAT COST ALL OF THOSE PLACES HAVE SEEN.
I DON'T KNOW THE PARTICULARLY BUT THE BAY AREA IS THOUSANDS AND THOUSANDS OF DOLLARS FOR A HONG KONG LIKE SPACE.
IS IT HAVE WE CAUGHT IT EARLY ENOUGH AND WHAT DO WE NEED TO DO AS A MUNICIPALITY.
IS BUILDING ENOUGH?
DOES IT TO ALLOW MORE PROJECTS.
I HAD A LOT OF QUESTIONS.
>> I THINK THE SECRET IS THERE'S NO SILVER BULLET.
THESE MARKET PRESSURES ARE SO BIG AND THERE'S SO MANY DECADES OF YOU KNOW BAD POLICY AND INACTION.
MUCH LIKE ENVIRONMENTAL CRISIS.
IT'S NOT GOING TO BE ONE POLICY THAT STARTS TO UNWIND CLIMATE CHANGE.
AND THERE'S NOT GOING TO BE ONE POLICY THAT UNWIND OUR HOUSING POLICY.
HOW WE BUILD HOUSING IS GOING TO HAVE A HUGE IMPACT ON THE ENVIRONMENT.
BUT I THINK TO ANSWER YOUR QUESTION BECAUSE OF THE SYSTEM WE'RE OPERATING IN IT IS HARD TO STOP PRICES FROM GOING ON.
I THINK HUMBOLDT HAS THIS AMAZING OPPORTUNITY OVER ON THE EDGE OF A LOT OF GROWTH BEING INFRASTRUCTURE PROJECTS COMING TO OUR AREA.
EXPANSION OF UNIVERSITY.
RENTAL CURTAIN LIFTING UP A LITTLE BIT.
PEOPLE DISPLACED FROM FIRES INLAND.
YOU KNOW THERE'S LOTS OF REASONS WE'RE SEEING PEOPLE MOVE HERE.
AND I THINK THE OPPORTUNITY IS HOW DO WE ACCOMMODATE THEM THAT ALIGNS WITH OUR VALUES AND HOW DO WE PROMOTE HOUSING AND PUTTING POLICIES IN PLACE THAT MANAGE THIS CHANGE THAT MAKES IT STILL FEEL LIKE HUMBOLDT.
WHAT DOES BUILDING LOOK LIKE?
HOW DO WE MOVE FORWARD?
TO ME, THE REAL OPPORTUNITY TO THINK ABOUT THE PLACES ARE TOWN CENTERS.
OUR SPACES THAT ARE ALREADY DEVELOPED.
THESE ARE SPACES OFTEN WALKABLE.
OLD TOWN.
ARCATA.
AND HOW DO WE BRING MORE HOUSING IN THOSE AREAS AS OPPOSED TO HOUSING SPRAWL INTO OUR BEAUTIFUL AND WILD AGRICULTURAL LAND.
THERE'S A LOT OF THE POLICY AND ZONING CHANGES.
HOW DO WE ALLOW FOR TWO OR THREE OR FOUR HIGHER STORY BUILDINGS WHERE PEOPLE CAN WALK TO POTENTIALLY WALK TO WORK AND TO THE GROCERY STORE, AND USING THE AREAS WE HAVE ALREADY DEVELOPED AS OPPOSED TO THE FEAR IF WE'RE NOT PLANNING AHEAD, AND REALLY PREPARING FOR THIS GROWTH WHAT WE'LL SEE IS SPRAWLING KIND OF SUBURBAN GROWTH THAT TAKES AWAY FROM THE NATURAL BEAUTY, AND LIVING IN L.A., SEEING SAN FRANCISCO AND NEW YORK.
YOU HAVE THIS URBAN SPRAWL, AND DEVELOPMENT.
IN HUMBOLDT HOW DO WE CONTROL THIS SPRAWL.
HOW TO ACCOMMODATE FOGES THAT ARE ALREADY HERE.
AND IF THEY DON'T BUILD IT THEY'RE GOING TO PUSH US TO BUILD IT ANYWAY.
HOW DO WE MANAGE IT THAT ALIGNS WITH OUR VALUES THAT ALLOWS PEOPLE THAT CREATES UNITS THAT ARE TRULY AFFORDABLE.
THAT CREATES PATHWAYS TO HOME OWNERSHIP.
AND SO I THINK THAT'S A BIG PART OF IT.
PAIRING THAT WITH PROTECTIONS FOR RENTERS.
PAIRING THAT WITH POLICIES THAT SORT OF DISCOURAGE SPECULATION, AND EXTERNAL INVESTORS NOT FROM THE AREA TO FLIP HOMES.
PUTTING PROTECTIONS IN PLACE AS WE'RE BUILDING WE'RE KEEPING PEOPLE HERE.
>> ONE OF THE THINGS THAT THE STATE HAS DONE THEY'VE COME UP WITH THESE EACH REQUIREMENTS TO PROVIDE A CERTAIN AMOUNT OF AFFORDABLE HOUSING UNITS.
IS THAT HELPING.

>> YES WE'RE TRYING TO PROVIDE THIS NUMBER OF UNITS.
AND IN ORDER TO ACCOMMODATE THE GROWTH THEY WERE TALKING ABOUT.

AND NONE OF IT IS RESULTING IN HOMES BEING BUILT.
THE HOUSING ELEMENT THAT THE STATE HAS WHICH COMMIT TO BUILDING A CERTAIN NUMBER OF HOMES.
THIS HAS BEEN IN PLACER.
EACH COUNTY IS JURISDICTION IS A REGIONAL HOUSING NEEDS ALLOCATION.
THAT'S THIS IN THE NEXT EIGHT YEARS YOU'RE TOTALLY FOR THE RIGHT.
IT'S BEEN THIS EMPTY EXERCISE THAT PEOPLE HAVE GOT THIS.
WE'VE GOT TO HUSTLE.
THEN IN THE END VERY FEW PEOPLE HARDLY REACH THEIR HOUSING.
SO ACTUALLY IN THE LAST FEW YEARS THE STATE HAS RAMPED UP ITS ENFORCEMENT AND TRANSFORMED THE WAY TO USING THESE ALLOCATIONS TO HOLD PEOPLE ACCOUNTABLE.
THERE IS FINALLY SOME TEETH.
IF HUMBOLDT AND OTHER JURISDICTIONS DON'T START TAKING NUMBERS SERIOUSLY INCLUDING THE STATE PUSHING FORWARD DEVELOPMENT THAT DOESN'T ALIGN WITH THE AREA.
SO WE'RE GOING TO PUSH YOU.
THE MOST RHNA FOR HUMBOLDT COUNTY WAS 3,390 UNITS.
A LOT OF THE FOLKS FEEL THAT'S AN UNDER COUNT.
THAT'S BEFORE WE GOT THE ANNOUNCEMENT OF CAL POLYEXPANSION.
AND ANOTHER EXAMPLE WHY THAT NUMBER FEELS REALLY LOW IS THE CALIFORNIA HOUSING PARTNERSHIP DOES THIS ANALYSIS OF HOUSING ACROSS THE STATE.
IN FOR HUMBOLDT COUNTY BUT RIGHT AFTER THIS NEEDS ASSESSMENT THE RHNA THEY SAID THAT IN 2020 OVER 6,000 LOW-INCOME RENTERS IN HUMBOLDT COUNTY COULD NOT GET ACCESS TO AFFORDABLE HOUSING.
THEY WERE PAYING TOO MUCH OR STRUGGLING TO FIND HOUSING.
THAT WAS IN 2020.
WE KNOW THAT'S JUST A SNAPSHOT.
WE KNOW THAT THE FOLKS WHO'RE ALREADY HERE ARE HAVING A HARD TIME ACCESSING HOUSING.
AND I'M DOING SOME WORK WITH OPEN DOOR COMMUNITY.
AND THEY'VE SURVEYED THEIR STAFF.
WE'RE NOT TALKING ABOUT THE PEOPLE WHO SERVE US AT RESTAURANTS.
WHO TEACH AT OUR SCHOOLS AND WHO PROVIDE HEALTHCARE FOR US.
OPEN DOOR TWO-THIRDS OF THEIR SURVEY RESPONSES.
65% OF THEIR STAFF STRUGGLE TO FIND AFFORDABLE HOUSING IN THE LAST FIVE YEARS.
AND 45% SAID THAT BEING ABLE TO FIND AFFORDABLE HOUSING COULD AFFECT WHETHER THEY'RE ABLE TO STAY IN THE AREA.
OPEN DOOR HAS HAS CITED THE KEY REASON IN ATTRACTING AND RETAINING STAFF IN THE COMMUNITY.
ON TOP OF EVEN IF STAFF HAVE HAVE HOUSING THEY'RE PAYING TOO MUCH FOR IT.
THEY'RE PAYING 30% OR MORE OF THEIR INCOME ON HOUSING.
AND 25% OF STAFF WHO TOOK ARE PAYING OVER 50% OF THEIR INCOME ON HOUSING.
HOW CAN YOU BUILD A LIFE IF YOU'RE PUTTING HALF YOUR PAYCHECK TOWARDS YOUR RENT OR MORTGAGE.
YOU CAN'T.
YOU'RE TAKING OUT DEBT.
IT HAS HEALTH AND FINANCIAL AND KIND OF SPIRITUAL IN PLAU INDICATIONS.
THESE ARE WORKING FAMILIES THAT ARE FALLING INTO HOMELESSNESS BECAUSE THEY CAN'T KEEP UP.
I THINK THIS IS REALLY IMPORTANT TO ACKNOWLEDGE THIS IS NOT JUST NEW PEOPLE COMING INTO OUR COMMUNITY.
THIS IS HELPING FOLKS THAT ARE ALREADY HERE STAY.
WE NEED TO PLAN FOR THAT.
WE'RE GOING TO START TO SEE WHICH IS A LOT OF DISPLACEMENT.
PEOPLE HAVING TO LEAVE FOR TO FIND MORE AFFORDABLE.
30 YEARS AGO YOU COULD PROBABLY BUY A HOUSE.
THAT'S AWESOME.
WE KNOW THERE'S HUGE BARRIERS FOR PEOPLE OF COLOR, OR PEOPLE WHO HAVE CHALLENGES WITH CREDIT SCORE AND OTHER ECONOMIC HARDSHIPS.
THAT'S NOT FAIR BECAUSE OF THESE DIFFERENT FACTORS YOU DON'T HAVE ACCESS TO STABLE HOUSING.
I THINK THERE'S TO ME A DRESSING THE HOUSING ISSUE IT'S A RACIAL JUSTICE ISSUE, AND A CLASS JUSTICE ISSUE.
IF WE THINK OF BUILDING HOUSING AS AN OPPORTUNITY TO EVERYONE HAS A PLACE TO THRIVE IN OUR COMMUNITY.
AND BUILD WEALTH.
WHAT A GIFT TO GIVE EVERYONE THERE'S A PATHWAY TO HOE OWNERSHIP.
AND IT IS A AND I FEEL IT'S IMPORTANT TO SAY THAT AND ACKNOWLEDGE THAT HISTORY.

WHAT KIND OF RIPPLE EFFECTS IS THAT GOING TO HAVE NOR GENERATIONS IN TERMS OF INSTITUTIONAL POVERTY.
>> ONE OF THE THINGS WE BEMOAN IS VANISHING MIDDLE CLASS.
IF YOU DON'T OWN IT YOU CAN NEVER GET INTO THE MIDDLE CLASS.
YOU'RE JUST FLOUNDERING JUST PRIOR WHERE YOU DON'T HAVE ANY EQUITY AT ALL TO MOVE AHEAD.

ACCORDING TO THE HUMBOLDT COUNTY AFFORDABLE HOUSING ASSESSMENT NEEDS.

LOW-INCOME TAX CREDITS IN THE COUNTY HAVE IN CRAETION SINCE 2016.
WHILE STATE CREDITS HAVE DECREASED BY 13%.
THIS IS AN INTERESTING ONE.

ACCORDING TO THE SAME REPORT.
80% OF HOUSEHOLDS ARE PAYING MORE THAN HALF OF THEIR INCOMES ON HOUSING.
