As Speaker of the House, U.S Rep. Paul Ryan is also chairman of this year's GOP convention in Cleveland. He said the position means he is a neutral observer. But he did make some comments about the presidential election, saying that the party's challenge is to turn voter anger into policy solutions. And regarding rumors he could be the nominee after a brokered convention: "Not gonna happen."
