The non-partisan Government Accountability Board ceased operation this week with its responsibilities being taken over by ethics and elections commissions headed by partisan appointees. Outgoing GAB director Kevin Kennedy said the difference in approach may only become visible in a crisis. Kennedy praised his staff for handling the "tumultuous and turbulent times" of recounts and recalls.
