Look Ahead: Robert Kraig is the executive director of the liberal advocacy group Citizen Action of Wisconsin. The proposal would require drug screenings to be to eligible for Medicaid. It would also limit benefits to 48 months if the person isn't working or training for work, establish premiums up to $10 a month, reward healthy behaviors and increase co-pays for ER visits.
