Shawn Johnson is a Capitol reporter for Wisconsin Public Radio. Gov. Scott Walker is expected to release his budget proposal in early February. Walker and Assembly Speaker Rep. Robin Vos, R-Rochester, have butted heads in the past months about transportation funding. The Legislative Fiscal Bureau estimates relatively positive budget numbers ahead of the governor's proposal.
