Last week, an appellate court restored some of the powers to Newark's CCRB.
A lower court had declawed investigatory powers of Newark's Civilian Complaint Review Board. Last week, an appellate court decision reversed that and restored some CCRB powers, including issuing subpoenas. The police union may appeal that decision.
