NJ's highest court ruled Newark's Civilian Complaint Review Board cannot subpoena police.

In a 6 to 1 decision with the chief justice dissenting, New Jersey's highest court ruled Newark's Civilian Complaint Review Board cannot have the power to subpoena police officers under current state law. It ruled that the city did follow the law in creating a citizens board to have oversight of the police division.
