How can the "crisis" with home/community-based health workers be addressed?

Takeaways: One huge issues is the rising training costs: A high turnover rate ultimately leads to high training costs. A step to resolving this problem would be to increase wages so that people have incentives to stay. This is an emergency industry and education benefits should be provided.
