THERE IS ACTUALLY A DECREASE IN THE ANNUAL COST OF HOMEOWNERSHIP THAT WE HAVE SEEN SINCE 2010 TO 2022, WHAT WE ARE SEEN ARE PEOPLE WHO ARE ABLE TO GET IN BEFORE 2020 OR WHO ARE ABLE TO REFINANCE IN 2020-2021, ARE SEEING BENEFITS OF HOMEOWNERSHIP BUT HARD FOR PEOPLE TO GET INTO HOMEOWNERSHIP BECAUSE WE HAVE THE HIGH INTEREST RATES AND HIGH COST OF HOUSING, SO WE HAVE ACTUALLY SEEN THE MORTGAGE RATES ARE MORTGAGE COSTS LIKE ANNUAL MORTGAGE COSTS DOUBLE FROM 2019 TO 2024.

>> WATER REALLY IS IN THE DRIVER OF OUR WELL-BEING AND OUR ECONOMY AND OUR QUALITY OF LIFE.
IT IS THE MOST FUNDAMENTAL THING.
>> ARIZONA HAS FOUR PRIMARY SOURCE OF WATER, GROUNDWATER MAKES UP 41%.
THE COLORADO RIVER IS SECOND WITH 35.
IN STATE RIVERS LIKE THE SALT AND VERDE ACCOUNTABLE FOR 18% AND RECLAIMED WATER IS ABOUT FIVE PER CENT.
ACCORDING TO SARAH PORTER THE EXECUTIVE DIRECTOR FOR THE KYLE CENTER FOR WATER POLICY, THE MOST IMMEDIATE CHALLENGE TO OUR WATER SUPPLIES THE COLORADO RIVER.
HE VEIN STATES IN 20 TRIBES SHARE WATER RIGHTS THERE ARE SEVERAL DRIVERS CAUSING DIMINISHED SUPPLIES.
THE RIVER WAS LOCATED AT THE BEGINNING.
IT COULD NEVER PRODUCE THE AMOUNT OF WATER THAT PEOPLE HOLD ENTITLEMENTS TO.
WE NEVER ACCOUNTED FOR THE EVAPORATION THAT, THAT COMES OFF OF BIG RESERVOIRS THEN THE WEAR LOST WHEN YOU MOVE WATER THROUGH A SYSTEM, SOB THIS IS A PROBLEM CALLED THE STRUCTURAL DEFICIT.

>> THE SECOND MAJOR THREAT TO ARIZONA'S WATER SUPPLY IS OVERRELIANCE ON GROUND WATER.
GROUNDWATER IS A COMBINATION OF RAIN AND MELTED SNOW FOUND DEEP UNDER GROUND IN SPACES CALLED AQUIFERS GIANT PUMPS BRING THAT WATER TO THE SURFACE AND THEN IT IS DELIVERED TO HOMES, BUSINESS AND FARMS.
THE BIG CHALLENGE AROUND GROUND WATER IS THAT IT IS NON RENEWING WATER SUPPLY, WE DON'T GET THAT MUCH PRECIPITATION IN THE SOUTHWEST, WHEN WE TAKE GROUND WATER OUT OF THE GROUND WE ARE MINING THAT WATER OUT, SO IT IS NOT BEING REPLENISHED BY NATURE AS FAST AS WE ARE ABLE TO WITHDRAW IT.
>> SO IMAGINING A GROUNDWATER IS CRUCIAL.
THAT IS DONE PARTLY THROUGH A 1980 LAW CALLED THE GROUND WATER MANAGEMENT ACT.
ONE OF THE PREVISIONS STATES HOME SUB DIVISION DEVELOPERS CANNOT BREAK GROUND UNTIL THEY PROVE A 100 YEAR WATER SUPPLY ACTUALLY EXISTS ON THE LAND.
THE ISSUE FOR CITIES IS NOT TO RUN OUT TO FUND MORE WATER SUPPLIES SO WE CAN HAVE GROWTH, IT IS TO MANAGE WHAT WATER SUPPLIES IN A WAY, THAT ENABLES GROWTH AND ALSO, ALSO, KEEPS THE CITIES NICE PLACES TO LIVE.

THAT IS WATER THAT CANNOT BE RECLAIMED AND REUSED.
THAT US SOMETHING THE CITY OF MESA IS ASKING ITS RESIDENTS TO DO.
THE CITY OF MESA OFFERS A RESIDENTIAL INCENTIVE PROGRAM.
