The joint operation, including the FBI in Milwaukee and Ice agents, arrested 21 people in Manitowoc County.
The FBI says all those arrested are in the country illegally, with nine of them targeted for suspected involvement in the sexual assault and human trafficking of children.
An immigration rights organization in Manitowoc said this about Thursday's arrest, quote, it is both reckless and harmful to connect all those detained today with allegations of sex trafficking.
