WE WE RECAP THE APTION OF DAY 12022 KENTUCKY GENERAL ASSEMBLY IN REGULAR SESSION NOW ON LEGISLATIVE UPDATE.

THANK YOU FOR JOINING UNDER THE CIRCUMSTANCES FOR SUMMARY OF SIGNIFICANT HAPPENINGS EACH WEEK NIGHT OF THE LEGISLATURE I'M REASON ANY SHAW.
THE FIRST DAY OF THE SESSION IS TYPICALLY QUIET AN QUICK WITH ROUTINE MATTERS TO SET THE STAGE FOR THE WORK TO COME, BUT IN THE HOUSE, THAT TEMPO SLOWED SOME WITH HOUSE DEMOCRATS BLISTERING CRITIQUE OF GOP LEADERS FORCE RULES CHANGES OVER TIME LIMITS ON FLOOR DEBATE STEWED STEVEN RUDY ANNOUNCED THE RULES THIS TIME AROUND ARE THE SAME AS LAST SESSION WITH SOME FOLLOWING SESSIONS HE TICKED OFF, RULE 12 ELIMINATES THE 10 MINUTES GIVEN FOR EACH SIDE FOR DEBATE ONCE A MOTION FOR PREVIOUS SEE QUESTIONINGS HAS BEEN ADOPPEDDED AND DON'TED FOR PREVIOUS QUESTION CEASES FURTHER DISCUSSION AND BRINGS THE MEASURE TO AN IMMEDIATE VOTE WHICH IS CONSISTENT WITH THE PROCEDURE ESTABLISHED BY MASON'S MANUAL.
WE STILL CAN USE THE LIMIT DEBATE BUT IT WILL NO LONGER BE PART OF PREVIOUS QUESTION, PREVIOUS QUESTION WILL NOW END ALL DEBATE AND TAKE A VOTE.
RULE 13 IN 67 YOUR EXPLANATION OF VOTE MAY BE INCLUDED AS PART OF THE TIME ALLOTTED IN LIMITED DEBATE.
ANY TIME ALLOTTED WILL BE EQUALLY DISTRIBUTED BETWEEN BOTH SIDES AT THE DISCRETION OF THE SPEAKER.
RULE 40 ADDS THE BUILDING CODE TO SPECIFIC JURISDICTION OF THE STANDING COMMITTEE ON LICENSE OCCUPATIONS AND ADMINISTRATIVE REGULATIONS.
RULE 49 REMOVES THE PROCESS FOR POSTING BILLS OR RESOLUTIONS FROM HEARING THEM IN COMMITTEE ONCE A BILL IS REFERRED, IT WILL NOW BE CONSIDERED POSTED.
SO IF A BILL IS REFERRED, IT WILL BE CONSIDERED POSTED.
AND RULE 67A CONTINUES TO ALLOW THE USE OF REMOTE VOTING DURING A HOUSE WHILE IS IN SESSION AND IT ALSO CLARIFIES THAT ADDITIONALLY THE COMMITTEE CHAIRS ARE PERMITTED TO USE REMOTE VOTING AS WELL BUT THE SAME RULES APPLY TO THE HOUSE AS THEY DO IN THE COMMITTEES.
YOU MUST BE IN YOUR CAPITOL OFFICE OR IN THE PARKING LOT IN YOUR AUTOMOBILE IF YOU HAVE A POSITIVE TEST.
>> HOUSE MINORITY WHIP ANGIE HATTON DENOUNCED DEBATE TIME LIMITS LATER ENDORSE SAYING THAT THE MOVE VIOLATES THE SPIRIT OF HOW A REPRESENTATIVE GOVERNMENT IS SUPPOSED TO WORK.
OTHER DEMOCRATS, TOO, WONDERED WHAT REPUBLICANS FEARED WOULD HAPPEN IF MEASURES WERE GIVEN MORE FLOOR DELIBERATION.
>> I DON'T KNOW IF I COULD POSSIBLY DISAGREE WITH THESE RULES MORE.
WE PASS THINGS THAT I'VE DISAGREED WITH BEFORE BUT THIS ONE FEELS LIKE A NAIL IN THE COFFIN OF WHAT'S LEFT OF OUR DEMOCRACY.
MY CONSTITUENTS DESERVE BETTER.
THEY DID NOT ELECT ME AND SEND ME DOWN HERE TO SIT AND BE QUIET.
WHEN THERE'S SOMETHING THAT AFFECTS THEM, THEY NEED ME, THE VOICE THEY ALOCATED TO BE ABLE TO GET UP AND SPEAK ABOUT IT.
AND SINCE THERE ARE SO FEW IN THE MINORITY PARTY NOW,I ONLY SUSPECT THAT THERE ARE MEMBERS IN THE MAJORITY PARTY WHO ALSO ARE BEING COMPLETELY SILENCED.
I WOULD URGE YOU TO JOIN ME IN VOTING AGAINST THIS RESOLUTION.
IF YOU FEEL THAT AND IF YOU THINK YOUR CONSTITUENTS DESERVE BETTER AND FOR YOU TO BE ABLE TO SPEAK FREELY.
THIS ARBITRARIED LIMITING OF DEBATE SILENCES ALL OF OUR VOICES.

WE HAVE 4 MILLION KRKS YANS OUT HERE -- KENTUCKIANS OUT HERE AND THEY ARE BEING DISSERVICED AND PROHIBITED PRETTY MUCH FROM EXERCISING THEIR ISSUES AND THEIR PARTICIPATION IN ELECTED GOVERNMENT.
WHAT ARE YOU SO AFRAID OF THAT YOU HAVE TO LIMIT DEBATE ON ISSUES?
WHAT SCARCE YOU -- THERE'S 24 DEMOCRATS IF THAT'S WHAT YOU'RE TRYING TO LIMIT.
WE CAN'T STOP A BILL.
WHAT ARE YOU SO AFRAID OF?
>> THE RESOLUTION ON HOUSE RULES WAS ADOPTED 72-25.
A REPUBLICAN FROM RICHMOND DEANNA FRAZIER GORDEN JOINED DEMOCRATS AGAINST THE RESOLUTION.
THE KEY MATTER TO COME BEFORE LAWMAKERS THIS WEEK THAT IS EXPECTED TO KEEP THEM HERE THROUGH SATURDAY IS REDISTRICTING.
LAST WEEK, HOUSE REPUBLICAN LEADERS PRESENTED THEIR REDRAWN MAPS FOR THE LOWER CHAMBER AND A MEASURE WAS FILED TODAY FOR ACTION TO BEGIN TOMORROW IN COMMITTEE.
I TALKED WITH HOUSE STATE GOVERNMENT CHAIR JERRY MILLER ABOUT THE PLANS EARLIER TODAY IN OUR CAPITOL AN EXSTUDIO.
>> CHAIRMAN MILLER THANK YOU SO MUCH FOR A FEW MINUTES OF YOUR TIME ON THE FIRST DAY.
>> THANKS FOR HAVING ME RENEE.
>> YEAH, SO LET'S TALK ABOUT REDISTRICTING.
THIS HAS BEEN SOMETHING THAT YOU'VE BEEN DEDICATING MONTHS TO AENING LO WITH FEW OTHERS TO COME UP WITH THESE HOUSE PLANS.
GIVE US THE GOALS YOU HAD IN MIND AND WHAT YOU ACHIEVED AND THE PROCESS GOING FORWARD WHEN THIS WILL MOVE OUT.
>> WELL, WE OBVIOUSLY FOCUS ON THE KENTUCKY CONSTITUTION, THE U.S. CONSTITUTION AND OTHER LAWS THAT ARE RELEVANT COURT DECISIONS THAT ARE RELEVANT SO WE LOOK AT ALL THOSE AND BEFORE WE EVER STARTED AND STO WE COULD MAKE SURE THAT WE MAKE GOOD LOGICAL CONCLUSIONS, WE TRY TO MAKE IT COMPACT WHEN WE CAN.
WE TRY TO KEEP COMMUNITIES TOGETHER.
AND I WOULD SAY THAT'S LIKE AREAS OF HIGH POVERTY, YOU DON'T WANT TO PUT THOSE WITH PEOPLE WHO HAVE A MILLION DOLLAR HOME, WHICH HAS BEEN DONE IN THE PAST AND IT'S JUST NOT -- IF YOU CAN AVOID IT, IT'S A GOOD THING TO AVOID.
THE KENTUCKY CONSTITUTION CREATES SOME CHALLENGES AND ACTUALLY WE WIND UP HAVING A LITTLE CONFLICT WITH U.S. CONSTITUTION BECAUSE WE CAN'T SPLIT MOST COUNTIES.
THERE ARE 97 COUNTIES WE DID NOT SPLIT BECAUSE OF THE PROVISION THE KENTUCKY CONSTITUTION.
SO WE'RE REALLY 23 COUNTIES -- ACTUALLY 21 WERE LARGE ENOUGH TO SPLIT.
THERE ARE OVER 105% OF THE AVERAGE AND THEN THE CONSTITUTION SAYS AND AS FEW OTHERS AS YOU HAVE TO, WHICH WE HAVE ONE IN THE EAST AND ONE IN THE WEST THAT WE HAD TO SPLIT, WHICH IS NORMAL.
THAT'S WHAT IS ON THE EXISTING PLAN THAT WE HAVE TODAY.
>> YEAH.
SO YOU EXPECT CHALLENGES, EVEN THOUGH YOU FEEL LIKE YOU'VE DONE WHAT YOU CONSTITUTIONALLY WERE ABLE TO DO AND IN THE PROGRAMS TERSE OF THE CONSTITUTION, YOU STILL FEEL LIKE THERE WILL BE CHALLENGES BECAUSE OF WHAT WE'RE SEEING ACROSS THE NATION.
>> I THINK YOU LOOK AT THE LAST 30 YEARS WHEN THE REPUBLICANS WERE IN THE MINORITY IN THE HOUSE, THERE WERE FOUR SUITS.
AND I DON'T EXPECT NOW THAT WE'RE IN THE MAJORITY FOR THAT TO CHANGE.
YOU LOOK NATIONWIDE AND OF COURSE SOME ARE RELATE TO CONGRESSIONAL MAPS AND SENATE MAPS, HOUSE MAPS AND AROUND THE COUNTRY THERE ARE SCORES OF LAWSUITS ALREADY AND INVOLVING -- I DON'T HAVE AN EXACT NUMBER BUT IT'S WELL OVER 30 STATES, SO THIS IS NORMAL.
THERE ARE SOME NATIONAL GROUPS THAT THIS IS WHAT THEY DO.
THEY CHALLENGE REDISTRICTING PLANS.
BUT AS I INDICATED INITIALLY, WE ENTERED INTO THIS FROM THE GETGO SAYING WE MAY GET SUED BUT WE'RE NOT GOING TO LOSE A SUIT BY DOING SOMETHING STUPID.
>> SO YOU THINK THESE ARE DEFENDABLE -- >> ABSOLUTELY.
>> IF THEY ARE CHALLENGED.
>> I FEEL VERY GOOD.
I'M NOT A LAWYER.
WE CONSULT WITH A LOT OF LAWYERS.
I FEEL EXTREMELY GOOD ABOUT THESE MAPS.
THEY ARE MUCH MOVER COMPACT, WHILE THAT'S NOT A REQUIREMENT, IT'S A GOOD THING TO HAVE.
>> WHEN YOU SAY COMPACT, WHAT DO YOU MEAN BY THAT.
>> FROM HOW FAR YOU GO FROM ONE DISTRICT TO ANOTHER, WHAT -- IT'S KIND OF LIKE YOU KNOW IT WHEN YOU SEE IT.
IF YOU TAKE THE EXISTING MAP FOR CHRISTIAN COUNTY, YOU TAKE THE EXISTING MAP FOR BULLITT COUNTY, IS THERE SOME ODD DISTRICTS?
THERE STRING DISTRICT I CALL THEM WHERE THEY'RE STRINGING TOGETHER A LOT OF COMMUNITIES TO ACHIEVE A CERTAIN OBJECTIVE.
IF YOU CAN AVOID THAT WITHIN THE CONTEXT OF THE CONSTITUTION ONE MAN, ONE VOTE AND THE COUNTY SPLITTING, YOU TRY TO DO THAT.
>> RIGHT.
YOU SAY WITHIN THOSE DEVIATIONS OF 5%.
>> RIGHT.
>> WHICH -- POPULATION.
>> AND THERE WILL BE FOUR REDISTRICTING PLANS.
THE HOUSE, WHICH IS THE ONE I'VE BEEN INVOLVED IN THERE THRB A KENTUCKY SENATE, THERE WILL BE CONGRESSIONAL DELEGATION AND THERE WILL BE A JUDICIAL BILL.
>> THE JUDICIAL BILL WILL ALSO COME THROUGH OR CORRECT OR THROUGH ANOTHER COMMITTEE?
>> I THINK YOU'RE RIGHT.
BUT I'M NOT 100% CERTAIN RIGHT NOW.

SO THAT'S NOT PART GETTING -- NOT A PART OF PROCESS THIS WEEK.
>> IT'S TIME CRITICAL AS THE OTHERS BECAUSE OF FILING DEADLINE ISSUES.

THESE MAPS HAVE BEEN -- THERE'S BEEN A LOT OF PUBLIC EXPOSURE THANKS REALLY TO MAINLY TO LEAGUE OF WOMEN VOTERS.
THEY HAVE BEEN VERY OUT FRONT IN THEIR PROCESS.
WE DISAGREE WITH PARTS OF THEIR PROCESS, WHICH IS THEIR GUIDING PRINCIPLE IS COMPACTNESS AND IGNORING MOST OTHER PROGRAMS TERSE.
THEY HAVE 11 DISTRICTS WHERE THERE ARE INCUMBANTS, 2 OR MORE INCUMBANTS RUNNING IN THE SAME DISTRICT.
WE THINK.
>> WERE THOSE ALL REPUBLICANS?
>> OH, NO.
BECAUSE AGAIN, I THINK THEY JUST LOOKED AT COMPACTNESS, NOT NECESSARILY WHERE PEOPLE LIVED AT ALL, REPUBLICAN OR DEMOCRAT.
BUT WE BELIEVE THAT IF VOTERS ELECTED A PERSON, IT SHOULD BE THE VOTERS IF AT ALL POSSIBLE, IT SHOULD BE THE VOTERS THAT VOTE TO REMOVE THAT PERSON.
>> AND NOT REDRAWING LINES.
>> AND NOT REDRAWING MAPS.
IN SOME CASES IT WAS UNAVOIDABLE.
WE HAVE TWRO REPUBLICAN DISTRICTS AND TWO DEMOCRAT RICK.
>> IN JEFFERSON COUNSEL CAN I (THE TWO DEMOCRATS JEFFERSON COUNTY ONE IN THE EAST AND ONE IN THE WEST THAT WILL PIT TWO INCUMBENT REPUBLICANS, WHICH ARE UNAVOIDABLE BECAUSE AGAIN THE CONFLICT CREATED BY OUR CONSTITUTION, ONE MAN, ONE VOTE AND SOME OTHER THINGS THAT YOU JUST HAVE TO -- THE MATH REALLY RULES IN SOME CASES THE MAPS ALMOST DRAW THEMSELVES BECAUSE OF THESE LIMITATIONS.
>> THE FORMER KENTUCKY HOUSE SPEAKER JEFF HOOVERRER WHEN HE WAS IN THE MINORITY LEADERSHIP POSITION IN THE LAST TIME THAT THESE DISTRICTS WERE REDRAWN HE WAS A BIG ADVOCATE FOR THIRD-PARTY COMMISSION TO TAKE THE REIGNS ON THAT.
DO YOU BELIEVE THAT THE PROCESS IS FAIR ENOUGH WITH THE MAJORITY OR SUPER MAJORITY AS IT IS IN THIS CASE TO DO THE JOB OR SHOULD THERE BE SOME THIRD-PARTY ADMINISTRATOR WHO CAN LOOK PERHAPS MORE OBJECTIVELY AT THESE DIVISIONS AND DO THE RE-DRAWING?
>> FIRST THE KENTUCKY CONSTITUTION GIVES THE LEGISLATURE THE RESPONSIBILITY OF DOING.
THIS REGARDING A COMMISSION, I WOULD ONLY LOOK TO OHIO WHICH DOES HAVE THIS, AND THEY HAVE -- IT'S NOT BEEN A PLEASANT PROCESS FOR THOSE OF YOU IN NORTHERN KENTUCKY, YOU KNOW THAT BUT THE REST OF US THAT AREN'T IN THAT MARKET, THERE'S BEEN A LOT OF ANGS OVER THE COMMISSION PLAN AND TO MY KNOWLEDGE IT'S NOT THE COMMISSION PLAN THAT'S GOING TO WIND UP GETTING PASSED.
AS FAR AS INPUT, I WILL GO BACK TO THE LEAGUE OF WOMEN VOTERS, THEY HAVE ISSUED THREE SEPARATE MAPS ONE ABOUT A YEAR AGO BASED ON THE 2010 CENSUS.
ONE A DRAFT I BELIEVE IN SEPTEMBER AND THEN THEY ISSUED THEIR FINAL MAP THE FIRST WEEK IN DECEMBER.
I THINK THEY'VE DONE A GOOD JOB GETTING THE WORD OUT AND I STAY -- I KEEP AN EYE ON THE LEAGUE OF WOMEN VOTERS SOCIAL MEDIA POSTINGS.
THEY GET A LOT OF FEEDBACK AND, GONE, I WANT TO COMPLIMENT THEM FOR ALL OF THE EFFORT THEY TOOK TO PROVIDE AN ALTERNATIVE.
AS I TOLD THEM, THEIR MAPS HAVE HELPED US IN OUR PROCESS.
>> BUT THEY STILL SAID THEY CANNOT SUPPORT WHAT THE PROPOSAL IS.
>> I UNDERSTAND.
>> RIGHT.
>> I UNDERSTAND.
>> SO LET'S GET TO THE TIMELINE HERE.
TODAY WE SPEAK ON MONDAY THERE WAS A DEBATE.

>> FIRST DAY OF SCHOOL BUT IT IS TUESDAY FOR CERTAIN.
THERE WAS A LOT OF DEBATE ON THE HOUSE FLOOR TODAY ABOUT THE RULES THAT WOULD LIMIT THE TIME ON DEBATE AND IT WASN'T JUST FOR THIS ISSUE BUT IT'S A HOUSE RULE -- >> IT WAS A CHANGE TO THE EXISTING DEBATE LIMIT, WHICH IS RARELY INVOKED, I WILL SAY.
YES, TODAY IS THE FIRST DAY OF SESSION SO THE HOUSE WILL HAS INTRODUCED -- WE HAVE INTRODUCED OUR BILL, SAME THINGS HAPPENED TO THE SENATE IN THE SENATE.
EACH OF US WILL HAVE A COMMITTEE MEETING TOMORROW, HOPEFULLY PASS OUT THOSE BILLS OUT OF COMMITTEE TO THE FULL BODY AND ON THURSDAY, SENATE WILL PASS THE SENATE BILL, HOUSE WILL PASS THE HOUSE BILL, I BELIEVE AND THEN WE'LL SWITCH.
>> AND YOU WILL PASS EACH OTHER'S BILLS.
>> WE'LL PASS EACH OTHER'S BILLS, TRADITIONALLY, THAT'S DONE, AND THEN WE'LL ADD A SATURDAY AS A WORKDAY SO THAT WE IN 5 DAYS WE CAN PASS 4 REDISTRICTING PLANS AND A BILL TO EXTEND THE FILING DEADLINES.
THE FILING DEADLINE BILL I'VE BEEN TOLD -- I VENT SEEN THE BILL, IT'S NOT MY BILL WILL MOVE THE FILING DEADLINE BACK TO WHERE IT USED TO BE OF THE LAST TUESDAY IN JANUARY, WHICH I THINK IS THE 25th.
SO THERE WILL BE PLENTY OF TIME FOR PEOPLE HAVING DONE THIS MORE THAN ONCE, IF YOU RUN FOR OFFICE, YOU'VE BEEN THINKING ABOUT IT FOR A WHILE AND YOU'RE LOOKING FOR THE RIGHT OPPORTUNITY, SO I FEEL CERTAIN THE THREE WEEKS PLUS IS GOING TO BE ENOUGH TIME FOR OFFICE POTENTIAL OFFICE SEEKERS TO FIGURE OUT IF THEIR HEART AND THEIR FAMILY ARE IN SUPPORT OF THEIR DECISION TO RUN FOR OFFICE.
>> OF COURSE THERE'S A VETO-PROOF SUPER MAJORITY.
IF THE GOVERNOR DOES VETO IT IT CAN BE NULLIFIED BY THE REPUBLICAN DOMINATED LEGISLATURE.
>> RIGHT.
WHICH IT ULTIMATELY WILL BE AND THEN IT HAS AN EMERGENCY CLAUSE ON IT, WHICH MEANS IT GOES INTO EFFECT THE MOMENT IT IS PASSED FINALLY.

THERE ARE 4 MAJORITY MINORITY DISTRICTS IN OUR MAP THAT IS HOUSE DISSTWRICT 42, 43 AND 44 AND THERE'S DEVELOPMENT OF TWO DISTRICTS WITHIN INCREASED MINORITY INFLUENCE IN DISTRICTS 30 AND 77.
EVERY SINGLE DISTRICT WE HAVE IS ENTIRELY CONTIGUOUS AND AS I SAID AS COMPACT AS POSSIBLE GIVEN THE VARIABILITY OF POPULATION ACROSS THE STATE.

WE HAVE 4.5 MILLION PEOPLE IN KENTUCKY.
YOU DIVIDE BY 100 TO GET YOUR HOUSE DISTRICT, YOU DIVIDE BY 38 TO GET YOUR SENATE DISTRICT.
PLUS OR MINUS 5% ACCORDING TO CASE LAW.
SO A SENATE DISTRICT IS GOING TO BE AROUND 118,570 PEOPLE TO BE EXACT WE CAN GO DWOWN TO 112,000 OR UP TO 124-5.
