Governor Andy Beshear and Lieutenant Governor Jacqueline Coleman have declined an invitation to speak at the annual political picnic.
A spokesperson for the governor told the Lexington Herald-Leader the state's top two elected officials aren't going this year because there are no fall elections.
Among those accepting invitations are Congressman James Comer, Agriculture Commissioner Ryan Quarles and Auditor Mike Harmon.
### Unemployment rates rose in nearly half of Kentucky counties over the last year, and fell in 55 others.
Woodford County holds the lowest jobless rate at four-point-one percent.
Magoffin Coutny has the highest with just over a 13 percent unemployment rate.
