About 40 years ago, a young lawyer named Carl Kuttler started teaching classes part-time at St. Petersburg Junior College. Before long, he was running the place, and for the past 30 years, he's been changing the way the college does business. St. Petersburg College has been a focal point of the arts, home of the National Terrorism Preparedness Institute, a think tank for businesses and nonprofits.
