Congressman Brett Guthrie of Kentucky's second district is chair of the House Energy and Commerce Committee.
He's one of the key players in that budget debate.
This morning during POLITICO's energy summit.
Congressman Guthrie talked about the thinking behind that AI provision.
You have 50 different art systems unique in its brain, and then you have the 10th Amendment.
Every state has its own right to do what it wants to do.
But we but the Commerce Clause, which is my committee's kind of creation because of the Commerce Clause, I do believe this rises to the level of the Commerce Clause that Congress has the authority over AI.
So what we want to do is let's have a more this General Assembly's were in session in the spring.
There are a lot of AI bills coming everywhere.
Let's just put a moratorium.
But I just spoke to a group of AI folks were in town last week and I said, we're not preempting 50 states for you to have nothing.
We're printing 50 states to have a federal guardrail and federal standard, and what would have been the best situation is here's the federal guardrail that preempts the states.
And here it is.
But we're still working on the guardrail.
And there's an opportunity, because in the bill, we actually want our Commerce Department to implement AI.
And so we put money for them to do so and for them for us to have 50 different states for even the federal government to deal with is difficult.
But that's the intent is we have a national standards.
