Can the costs of the Peoples Gas pipe replacement program be reined in?

Peoples Gas, the private utility company that delivers natural gas to the entire city, is in the midst of a massive infrastructure upgrade, and consumers are paying for it. On Thursday, Chicago aldermen will hold a City Council hearing asking the utility to rein in some of the costs. Paris Schutz has details.
