Monday was a significant day in the State House, with some outgoing legislators taking part in their last voting sessions. It was also the last day to decide some key bills, notably one that would extend Gov. Phil Murphy’s emergency powers — and the hotly contested Reproductive Freedom Act, which would codify abortion rights in New Jersey.
