Lamar Skinner, a barber at Lincoln Hills juvenile detention center, details life inside.

Juvenile correctional facilities in northern Wisconsin, Lincoln Hills and Copper Lake schools, have received criticism over treatment of inmates. A federal judge in Madison has ordered corrections staff to develop a plan to reduce the use of solitary confinement and pepper spray. Lamar Skinner, a barber who works at Lincoln Hills, talks about his work with the residents.
