Lingering caution about returning to public transit

New Jersey commuters, especially rail riders, aren't yet back to pre-pandemic numbers on public transit. NJ Transit reports that weekday ridership on the rails is still about 50% below pre-COVID-19 levels. More people are taking the bus but the real recovery in commuting traffic is on the highways, and at bridges and tunnels.
