MY JOB IS TO MAKE SURE THAT I PROTECT MY 90-95% GOOD OFFICERS FROM THE APPLES THAT SHOULD NOT BE IN THAT BARREL.
FOR OUR BAD OFFICERS, WE ARE GOING TO MODIFY THEIR BEHAVIOR THROUGH TRAINING, DISCIPLINE, EDUCATIONAL AWARENESS AND YOU GET A CHANCE TO REMAIN IN OUR BARREL AND THERE ARE SOME PEOPLE WHO ARE ROTTEN TO THE CORE.
THAT WE ARE GOING TO SAY, YOU KNOW WHAT?
YOU CAN'T WEAR OUR UNIFORM AND BADGE ANYMORE.

>> I STAND BY MY COMPLETE STATEMENT THAT I SAID THE ANALOGY WAS A BARREL OF APPLES AND THE VAST MAJORITY OF THE POLICE DEPARTMENT THE 95% GO ABOUT DOING THEIR JOBS EVERY DAY DOING AN OUTSTANDING JOB BUT THERE IS PEOPLE IN EVERY PROFESSION, LAW ENFORCEMENT INCLUDED THAT HAVE MISSTEPPED OR MISTAKE OR SHOULDN'T BE IN OUR PROFESSION.
MY JOB IS TO MODIFY THEIR BEHAVIOR OR GET THEM OUT OF OUR DEPARTMENT AND I STAND BY THAT.
>> SEEMS TO BE A LACK OF RESPECT FOR THE POLICE OFFICERS ON A DAILY BASIS.
AS I SAID AT THE BEGINNING OF HIS TENURE HERE, I KEPT TELLING HIM, YOU NEED TO COME IN TO PATROL.
IRONICALLY THAT'S ITSELF DOOR.
STOP INTO PATROL AND SEAT OFFICERS.
NOW THAT HE IS TWISTING THIS TO SAY THAT THIS IS OVER OVERTIME AND DISCIPLINE, I FEEL COMPELLED TO SPEAK TO YOU TODAY WITH TO SET THE RECORD STRAIGHT.
>> CHANGING HAPPENING NOW.
IT'S EVIDENT WHERE EVERYWHERE YOU LOOK IN THE CITY, A LOT OF NEW INVESTMENT.
WHAT I WANT TO SEE IS THAT CHANGE TO CONTINUE TO EXTEND THROUGHOUT IS THE CITY SO WE ARE ON THE SOUTHERN END OF DOWNTOWN, WE ARE PASSING BY THE OLD CENTRAL HIGH SCHOOL WE ARE GOING TO BE CONVERTING INTO A COUNTY WIDE STEAM HIGH SCHOOL.
OUR COMMUNITY, OUR CITY IS CHANGING ALL OF THE TIME.
IT'S EVOLVING ALL OF THE TIME.
AND SO IT'S INCUMBENT UPON US AS PUBLIC SERVANTS TO HEADACHE SURE THAT OUR INSTITUTIONS ARE EVOLVING AND CHAINING WITH OUR COMMUNITY AND SO THAT'S NO DIFFERENT FOR THE POLICE DEPARTMENT.
PUBLIC SAFETY IS A FOUNDATIONAL ELEMENT OF SOCIETY.
HE HAD DONE THE JOB BEFORE.
HE HAD SERVED AS CHIEF AND I FELT LIKE IT HELPED HIM IN THIS CASE NOT ONLY THAT HE HAD BEEN CHIEF BUT THAT HE HAD BEEN CHIEF IN A NEW COMMUNITY.
HE STARTED IN LOUISVILLE.
THEN HE WENT TO LITTLE ROCK, ARKANSAS, BRAND NEW COMMUNITY, SERVED AS CHIEF AND LEARNED FROM THAT SO IT WAS A COMBINATION OF FACTORS.
OUR INTERPERSONAL DYNAMICS, HIS EXPERIENCE AND HIS ABILITY TO LOOK AT THIS COMMUNITY AND THIS DEPARTMENT WITH A FRESH SET OF EYES.
>> CHIEF BUCKNER INHERITED A NUMBER OF ISSUES: DEPLOYMENT, MANAGEMENT, THINGS THAT HAD BEEN MISMANAGED FOR EIGHT YEARS.
MORALE BECAUSE OUTSIDE THE COMMUNITY POLICE COMMUNITY RELATIONS, THAT'S ALWAYS AN ISSUE.
THE BIGGEST PROBLEM HE INHERITED WAS OVERTIME.
THESE WERE THINGS THAT WERE DESIGNED TO ENHANCE ONE'S PENSION.
LET'S SAY SOMEBODY SERVES IN THE MILITARY AT 18, DOES THEIR THREE, FOUR, FIVE YEAR STINT, COMES BACK, BECOMES A POLICE OFFICER, GOES THROUGH THE ACADEMY.
STARTS AT 25, DOES THEIR 20.
RETIRES AT 45.
AND THEIR MENTION MIGHT BE SIX FIGURES.
THAT'S UNSUSTAINABLE IN ANY STATE.
AND I DON'T BEGRUDGE ANYONE A PENSION.
I'M COLLECTING A PENSION, BUT IF THAT 45-YEAR-OLD MALE LIVES TO 85, THAT'S $4 MILLION.
>> THAT'S AN INTERNAL STRUGGLE THRUST INTO A VERY PUBLIC SPOTLIGHT.
MEMBERS OF THE SYRACUSE POLICE DEPARTMENT FIND THEMSELVES AT ODDS WITH THEIR CHIEF, ODDS ON DISPLAY DURING THE ST. PATRICK'S PARADE WHEN ONLY A HANDFUL OF OFFICERS MARCHED.
DOZENS OF OTHERS BOYCOTTED.
>> WHEN THIS WHOLE INCIDENT STARTED WITH A PARADE, MY INTENTION WAS TO GET HIS ATTENTION THAT THE RANK AND FILE IS UPSET WITH HIM AND JUST TO MAKE SURE HE IS AWARE OF IT AND ACTED IN ANY SPECIFICS.
>> I'M FAMILIAR WITH THE BOYCOTT AS YOU DESCRIBED IT; BECAUSE I HAVE FRIENDS WHO ARE STILL ON THE POLICE DEPARTMENT AND I STILL TALK TO THEM.
SO I LEARNED ABOUT IT THROUGH SOME FRIENDS.
AND THE UNION, PBA HAD A ST. PATRICK'S DAY PARTY AND I STOPPED DOWN FOR THAT AND THAT'S THE WAY I CELEBRATED WITH THE GUYS FOR ST. PATRICK'S BY STOPPING BY THEIR PARTY.
>> WE ARE BANKING ON HE'S NOT GOING TO BE ELIGIBLE TO BE THE CHIEF OF POLICE.
HE IS 12 MONTHS TO GET CERTIFIED THROUGH THE DEPARTMENT OF CRIMINAL JUSTICE SERVICES TO COMPLETE I THINK IT'S 460 OR 480 HOURS OF CLASSROOM WORK, PHYSICAL TRAINING, PHYSICAL ASSESSMENT.
AND WE DON'T THINK HE IS GOING TO BE CAPABLE OF GETTING ALL OF THIS DONE TO BE QUALIFIED COME DECEMBER.
WHEN THE POLICE UNION ENDORSED YOU IN THE LAST ELECTION FOR DISTRICT ATTORNEY, WHAT DID THEY ASK YOU REGARDING YOUR SUPPORT OF KEN BUCKNER.
>> THIS DID NOT COME TO ME DIRECTLY.
I IT WAS DON'T BE SO SUPPORTIVE OF CHIEF BUCKNER.
IT WILL MAKE IT EASIER FOR TO US SUPPORT YOU AND AGAIN THAT'S ANECDOTAL, DID NOT COME TO ME DIRECTLY AND DID NOT INVOLVE JEFF PIEDMONTE.
I SAID I'M SORRY, IF THAT'S THE CRITERIA, I WON'T GET THE ENDORSEMENT BECAUSE I THINK BUCKNER IS A HOME RUN.

WHEREAS I LOOK AT THE ISSUES THAT WE ARE DISCUSSING AND TALKING ABOUT AND WHAT IS THE BET INTEREST OF THE POLICE DEPARTMENT AS A WHOLE AND EQUALLY IMPORTANT WHAT IS IN THE BEST INTEREST OF OUR COMMUNITY.
SOMETIMES THOSE ARE COMPETING INTERESTS.
>> WE HAVE TO GIVE HIM TIME.
WE HAVE GIVE THE POLICE DEPARTMENT TIME.
WE HAVE TO GIVE THE MARITIME AND WE WILL GET AN OPPORTUNITY TO SEE WHAT CAN BECOME OF THIS NEW POLICE CHIEF.
>> CHANGE IS HARD, IT IS FOR EVERYONE POLICE OFFICERS ARE NOT UNIQUE IN THAT REGARD, AND IF I LOOK AT ALL THE DEPARTMENTS IN WHICH I MADE CHANGES, HIRING AN OUTSIDE POLICE CHIEF WAS AMONG, IF NOT THE MOST SIGNIFICANT CHANGE THAT I MADE AS MAYOR.
>> SECOND GRADE A LADY BY THE NAME OF MISTERRY ASKED TO US STEP OUTSIDE OF OUR DECHG AND SHE SAID TELL US WHAT YOU ARE GOING TO BE.
I SAID I'M GOING TO BE A POLICE OFFICER.
I SAID THAT PUBLICLY THE FIRST TIME AND I CAME TO REGRET THAT, NOT TO BECOME A POLICE OFFICER BUT TELLING MISS TER ARE I THAT AND THE REASON I REGRETTED THAT BASS BECAUSE EVERY TIME SHE CAUGHT ME DOING SOMETHING I SHOULDN'T BE DOING, SHE SAID YOU ARE NOT GOING TO BE THE POLICE BECAUSE YOU TALK TOO MUCH OR YOU ARE HARD HEADED.

I GREW UP IN WESTERN PART OF KENTUCKY IN A CITY CALLED HOPKINSVILLE, KENTUCKY.
IT'S NEAR THE MILITARY BASE CALLED FORT CAMPBELL FOR PEOPLE WHO ARE FAMILIAR WITH IT.
IT'S ALSO NEAR THE TENNESSEE BORDER.
I AM THE PRODUCT OF A SINGLE PARENT.
MY MOTHER AND MY SISTER AND I WERE PRETTY MUCH MY IMMEDIATE FAMILY THERE.
ALSO HAD FIVE AUNTS THAT MY MOM'S SISTERS THAT WERE VERY, VERY CLOSE THAT SERVED AS THATVILLE FOR MY COUSINS AND I GROWING UP: I DIDN'T HAVE A RELATIONSHIP WITH MY FATHER BUT ONE OF THE THINGS THAT I KNEW ABOUT HIM WAS THAT HE WAS AN M.P.
IN THE MILITARY AND ALSO A POLICE OFFICER WHEN HE GOT OUT OF THE MILITARY FOR A SHORT TIME.
MANY PEOPLE OFTEN ASK ME WHY DID I GET INTO LAW ENFORCEMENT.
IT WAS ME TRYING TO CONNECT WITH SOMEONE I DIDN'T KNOW AND I BECAME INSPIRED BY WHAT THEY DID.
SO THAT BECAME MY INSPIRATION AS A VERY, VERY YOUNG MAN.
MY CAREER STARTED IN SEPTEMBER OF 1993.
I WOULD SAY THAT TODAY'S ACADEMY IS FAR MORE ADVANCED.
MY CA ACADEMY TIME IS 20 WEEKS.
THE KIDS ARE GOING ALMOST 30 NOW BECAUSE OF THE VOLUME OF THINGS THAT THEY'RE ASKED TO DEAL WITH.

I SEEN LIKE A LOT OF PEOPLE WERE SAYING THEY DON'T LIKE THE POLICE, THEY DON'T LIKE THE WAY THEY HANDLED CERTAIN SITUATIONS.
I THOUGHT WOW, WHAT CAN I DO TO CHANGE THE PERSPECTIVE OR CHANGE THE WHOLE GENERAL OUTLOOK.
IT DAWNED ON ME, JUST JOIN.

I WAS A PARAMEDIC, TECHNICALLY I STILL AM.
BEING A POLICE OFFICER, I GET TO BE PROACTIVE AND BEFORE SOMETHING BAD HAPPENS, MAYBE I CAN MAKE AN IMPACT AND REALLY BECOMING A FAMILY MAN, I JUST WANT MY KIDS AND WIFE TO BE SAFE AND EVERYBODY ELSE BUT THAT REALLY INCLUDED ME GREATLY.

IN ORDER FOR US TO CONTINUE TO ATTRACT THAT KIND OF INDIVIDUALS WHOSE TRAIN IS CONTINUALLY LOOKING AT THE WORLD DIFFERENTLY THAN MAYBE WE DID 30 YEARS AGO, WE HAVE TO HAVE THINGS IN PLACE TO WHERE THEY FEEL LIKE THEY CAN PROGRESS THROUGH THIS PROFESSION, TO WHERE THEIR CREE A TIFTD IS EMBRACED AND YOU WANT TO TRY TO DO DIFFERENT THINGS.
>> WHAT IS THE TERM POLICE REFORM MEAN TO YOU?
>> NOT MUCH.
REFORM IS A WORD THAT HAS THIS STIGMA TO IT LIKE EVERYTHING WE ARE DOING IS WRONG.
WE GOT TO CHANGE ALL THIS STUFF AND WE GOT TO CHANGE BEHAVIORS AND WE HAVE TO DO ALL THESE THINGS.
CONSTANT IMPROVEMENT.
I BELIEVE IN AGGREGATE MARGINAL GAINS WHICH IS A LITTLE BIT EVERY DAY OVER A LONG TIME.

I SAW THE DIVERSITY, THE YOUTHFULNESS OF THOSE INDIVIDUALS, IT WAS SOMETHING I NEVER WITNESSED BEFORE AND I THINK THAT'S THE KIND OF ENERGY THAT THIS COMMUNITY WAS GIVEN, WITH ALL OF THE ECONOMIC CHALLENGES THAT WE HAVE, THAT THERE IS A NEW DAY THAT'S COMING IN THE CITY OF SYRACUSE.

WE WANT THE STREETS SAFE AND WE WANT YOU TO BE SAFE.

I WANT THE PEOPLE TO UNDERSTAND THAT WE ARE HERE TO DO A JOB BUT WE ALSO WANT TO SHOW THEM THAT WE CARE AS WELL.
>> MAKE THE COMMUNITY SAFE AND GO AND MAKE A DIFFERENT IN SOMEONE'S LIFE AT SOME POINT IN WAY SOMEHOW.
>> SYRACUSE POLICE OFFICERS ARE BEING DISCIPLINED FOR NOT MEETING THE DEPARTMENT'S EXPECTATIONS FOR BEHAVIOR AND LANGUAGE DURING AN ARREST TO THE CITY'S WEST SIDE MAY 31.

I THINK IT IS ONE THAT USES FORCE AS A LAST RESORT, BUT I DO BELIEVE THAT THERE ARE CERTAIN TIMES THAT IN A MOMENT IN OUR PROFESSION THAT YOU NEED A WARRIOR MENTALITY TO SURVIVE CRITICAL INCIDENTS.
WE JUST NEED TO MAKE SURE WE ARE USING THAT MENTALITY AT THE APPROPRIATE TIME IN PLACE AND EVEN WHEN DOING THAT, COMPASSION SHOULD BE AT THE FOREFRONT OF WHAT WE ARE DOING.
THE SAINGT OF SAIPGHT AT THIS OF LIFE-- SANCTITY OF LIFE AND FORCE SHOULD BE A LAST RESORT.

TODAY, TO HAVE A POLICE OFFICER THAT LIVES IN OUR COMMUNITY THAT DRIVES DOWN THE STREET, THE SAME STREET THAT EVERYONE ELSE DOES, THAT IS THE EYES AND THE EARS WHEN HOO HE IS OFF DUTY TO WALK INTO A BUSINESS AND KNOW THE NAME OF THE BUSINESS OWNER AND SEE THE KIND OF CHARACTER THAT IS EXHIBITED IN SOME OF OUR STORES, THAT'S GOING TO BE THE NEW POLICE OFFICER THAT'S GOING TO BE ABLE TO WALK TO A GROUP OF YOUNG PEOPLE AND SAY HI.
INSTEAD OF PULLING ON THAT GLOVE AND REACHING FOR THAT BATON TO SAY HOW IS YOUR DAD DOING
