The incident helped spark nationwide protests in the summer of 2020.
Taylor was asleep when police conducted a search warrant and exchanged gunfire with her boyfriend.
Just last week, the US Department of Justice released a critical report of the Louisville police.
The report said officers routinely get search warrants that are overly broad.
It also said Lmpd and the city failed to properly train police officers and give them the resources needed to do their jobs effectively and lawfully.
Speaking on the US House floor today, Kentucky's third District Congressman Morgan McGarvie of Louisville, said Breonna Taylor should be alive today.
Her mom would rather have Breonna alive than a report.
Breonna Taylor's death should not have been the catalyst for change and accountability.
We should have addressed this a long time ago.
Breonna Taylor deserves justice.
And while we can't bring her back for her family and friends, we can help keep Breonna Spirit alive.
We should remember Breonna Taylor as the funny, bright, caring and loving young woman she was and carry her memory with us as we take action to demand real, lasting change.
Congressman McGarvie also called the DOJ report a damning.
It included a series of reforms that Lmpd and the city of Louisville have agreed to tackle.
Today, the Louisville Urban League released its own recommendations.
One change the group wants to see making contract negotiations between the city and Fraternal Order of Police public.
The current contract is set to expire June 30th.
Louisville Mayor Craig Greenburg has said the city's first round of negotiations with the FOP would be private.
So much has been done to create a culture of mistrust in order to even begin to try to rebuild trust.
Leadership must start with listening to the community and then responding to what the community is sharing.
By closing off the RFP negotiations to the community, Mayor Greenburg rejects this opportunity to rebuild, to ultimately become the trusted, trained and transparent police force that he referenced.
In addition to greater transparency, the Louisville Urban League said it's also wants to see city leaders invest more in non-police strategies.
