It also requires charter school pilot projects in Northern Kentucky and Jefferson County.
The Senate vote was 22 to 14.
The House has already passed the bill, so it now heads to Governor Beshear, and he has said he will veto it, but lawmakers will have the chance to override that veto.
#### House and Senate leaders have agreed on a budget plan that raises state worker pay and spends more on education.
It includes money for all-day kindergarten.
It still has to be approved by both chambers.
#### Kentucky Attorney General Daniel Cameron joined 20 other attorneys general today, suing to stop the CDC's mask rules for planes, trains, and other public transportation.
The lawsuit says the CDC doesn't have the authority to issue the rule.
