The report says it wasn't safe for police to fire because of the layout of the hallway, the poor lighting, and the absence of an isolated target.
Police DID fire, killing Taylor.
#### FEMA says it's paid out more than 16 million dollars to Kentuckians, affected by flooding in nine counties from February 27th to March 14th.
Some of the money is for flood insurance claims; some is individual assistance disaster grants.
#### Kentucky has 638 more COVID cases today, with ten new deaths, and a positivity rate still at three and a half percent.
