Gov. Phil Murphy has a nominee to head the state’s prison system -- Victoria Kuhn, who has been acting commissioner of the Department of Corrections since the previous commissioner Marcus Hicks was forced to resign. Hicks was the second commissioner ousted over conditions at the Edna Mahan Correctional Facility for Women.
