Officials at NJ's beleaguered Motor Vehicle Commission say the huge backlog of transactions that piled up during its four-month COVID-19 shutdown in spring have finally been cleared and that the agency is doing more online and by appointment to keep business moving. But many remain confused trying to negotiate the MVC website as they struggle to schedule their appointments.
