As congressional lawmakers remain locked over a new appropriations bill, the White House late Thursday began telling federal agencies to prepare for the first government shutdown of the COVID-19 pandemic. With a Sept. 30 deadline looming for passage of an appropriations bill before government funding lapses, President Biden this week held meetings with members of Congress.
