Program in Newark aims to dismantle structural poverty

An economic experiment is launching in the state’s largest city.

Newark’s Guaranteed Income pilot program promises $6,000 a year, paid over two years, to 30 residents -- no strings attached. Recipients must be at least 18 years old with an income that’s 200% below the federal poverty threshold.
