Newark started its 10-day voluntary lockdown for non-essential businesses and a shelter-in-place advisory for residents at the impassioned request of Mayor Ras Baraka, who's trying to quash the rampant spread of COVID-19 across the city. Some neighborhoods show a more than 40% positivity rate, four times the state average. But compliance isn't mandatory.
