Gov. Phil Murphy revealed a $32.4 billion budget proposal to cover the next nine months of spending. The first version of Murphy’s budget blueprint was scrapped due to the coronavirus pandemic, but the second draft is hitting a lot of the same notes as the first. It including tax hikes on millionaires, gun owners and cigarettes.
