Christie's top agenda item -- to end the heroin epidemic -- is being expanded across state lines. State control of local schools may come to an end. A new bill would return autonomy to local districts and eliminate the state's authority to ever take over. It's the annual lobby day for the state's Legislative Black Caucus, giving prominence to issues affecting minority communities.
