An emotional President Obama, by executive order, expands databases and bolsters background checks on gun buyers, challenging Congress to find the bravery to stand up to the gun lobby. Freezing temperatures trigger a Code Blue, but without statewide protocols many counties are left to their own devices. They're enlisting churches and community volunteers to rescue those in need of shelter.
