The NC House passed a near $21 billion dollar budget bill that offers a different pay increase for public school teachers. An effort to create small, sales tax exemptions hits the wall against legislators who support broader sales taxes created by tax reform. Rep. Jason Saine (R-Lincoln) discusses "Puppy Mill" regulations that are part of the House budget bill. Kelly McCullen hosts.
