NEGOTIATIONS TO END THE LONGEST GOVERNMENT SHUTDOWN IN UNITED STATES HISTORY.
BREAK DOWN AGAIN.
I'M LEGITIMATELY CONCERNED NOW THAT WE'RE AT A BREAKING POINT ACROSS THE NATION OF FRUSTRATION.
THE STATE ADMINISTRATION AUTHORIZES MONEY TO MAINTAIN PARTIAL SNAP BENEFITS IN OKLAHOMA, WHERE THE TOP FOUR IN THE NATION AS FAR AS NUMBER, PERCENTAGE WISE, NUMBER OF OUR CITIZENS THAT ARE ON SNAP BENEFITS, LAWMAKERS CONSIDER REVAMPING THE OKLAHOMA SECONDARY SCHOOLS ATHLETIC ASSOCIATION.
THE KIDS FOLLOWED THE RULES TO A T. OUR COACH FOLLOWED THE RULE.
WE FOLLOWED ALL GUIDANCE FROM THE OSSAA AND IT SHOULD HAVE NEVER GOT TO THIS.
THE PROS AND CONS OF AN OPEN PRIMARY VOTING SYSTEM BEING ADOPTED IN OKLAHOMA.
IT'S RIPE FOR MANIPULATION AND DIRTY TRICKS AND DARK MONEY INFLUENCE.
AND IT'S AGAIN, IT'S GOING TO BE LESS CHOICE FOR THE MAJORITY OF VOTERS.
OSU MUSIC STUDENTS LEARNING FROM WORLD CLASS MUSICIANS AT A SPECIAL EVENT IN STILLWATER.
I CAN'T EVEN REALLY ARTICULATE HOW AWESOME IT IS.
LIKE AWESOME IN THE TRUEST SENSE OF THE WORD.
PLUS, THOUSANDS ATTEND THE OFFICIAL DEDICATION OF THE CLARA LUPER NATIONAL SIT IN PLAZA NEXT ON THE OKLAHOMA NEWS REPORT.
HELLO, EVERYONE, AND WELCOME TO THE OKLAHOMA NEWS REPORT.
I'M RICH LENZ, THE LONGEST GOVERNMENT SHUTDOWN IN UNITED STATES HISTORY REMAINS IN EFFECT, WITH LAWMAKERS IN THE SENATE FAILING TO REACH THE 60 VOTES NEEDED AFTER 14 FAILED ATTEMPTS.
PRESIDENT TRUMP IS URGING REPUBLICANS TO ELIMINATE THE SENATE FILIBUSTER TO END THE SHUTDOWN, AS RECENT POLLING SUGGESTS, A MAJORITY OF PEOPLE BELIEVE THE REPUBLICANS ARE TO BLAME FOR IT.
ON THURSDAY, WE ASKED OKLAHOMA SENATOR JAMES LANKFORD WHAT HE THOUGHT OF THOSE DEVELOPMENTS.
I DON'T BELIEVE WE SHOULD ELIMINATE THE FILIBUSTER, BUT THE CHALLENGE IS PRESIDENT TRUMP SAYING THE DEMOCRATS ARE NEVER GOING TO GIVE IN ON THIS.
THEY'RE GOING TO CAUSE ALL KINDS OF PROBLEMS AROUND THE COUNTRY.
THAT'S HARD FOR ME TO ARGUE AT THIS POINT, THAT DEMOCRATS AREN'T GOING TO CAUSE ALL KINDS OF PROBLEMS ACROSS THE COUNTRY WITH HOW THEY'RE HANDLING THIS DEMAND, AND HOW POORLY CHUCK SCHUMER IS MANAGING ALL OF THIS.
THE REAL ISSUE IS SNAP RECIPIENTS NOT GETTING FOOD.
PEOPLE THAT CAN'T GET ACCESS TO THEIR HEAD START, PEOPLE THAT ARE NOT BEING PAID, THAT ARE FEDERAL WORKERS, AIR TRAFFIC CONTROL SHUTTING DOWN.
THEY'RE TRYING TO RUN WHO HAS THE RIGHT POLLING POSITION AND POSTURING ON THIS WHILE THEY'RE DOING REAL DAMAGE TO FAMILIES LONG TERM, A 4% REDUCTION IN FLIGHTS AT 40 LARGE HUBS AROUND THE COUNTRY BEGAN ON FRIDAY MORNING, RESULTING IN THOUSANDS OF DELAYS FOR PASSENGERS.
AND THE SHUTDOWN IS ALSO IMPACTING SUBSIDY PROGRAMS LIKE HEAD START AND SNAP.
BOTH FEDERAL AND STATE GOVERNMENTS ARE STEPPING FORWARD TO HELP PARTIALLY COVER THE COST OF FOOD STAMPS, THOUGH OKLAHOMA DEMOCRATS SAY IT'S A LITTLE LATE AND NOT ENOUGH.
WITH MORE ON THE IMPACTS BEING FELT HERE, WE'RE JOINED NOW BY TAYLOR JACKSON TAYLOR RICH.
THE EFFECTS OF THE GOVERNMENT SHUTDOWN HAVE BECOME MORE APPARENT HERE IN THE STATE.
GOVERNOR KEVIN STITT HELD AN EMERGENCY CONTINGENCY REVIEW BOARD MEETING TO DISCUSS POSSIBLE ACTIONS TO HELP SNAP RECIPIENTS IN OKLAHOMA.
SPEAKER HILBERT, PRESIDENT PRO TEM PAXTON THIS WEEK, OKLAHOMA GOP LEADERS VOTED TO SEND $1 MILLION PER WEEK TO OKLAHOMA FOOD BANKS IF FEDERAL FOOD ASSISTANCE PROGRAMS CONTINUE TO GO UNFUNDED DURING THE GOVERNMENT SHUTDOWN.
IT'S REALLY UNFORTUNATE THAT THE DEMOCRATS, PARTICULARLY IN THE UNITED STATES SENATE, WILL NOT TAKE CARE OF BUSINESS.
THIS IS REALLY AN UNFORCED IT'S A MAN MADE PROBLEM THAT WE'RE SITTING HERE AND AND IT DOESN'T HAVE TO BE THIS WAY.
BUT OKLAHOMA HOUSE DEMOCRATIC LEADER CYNDI MUNSON SAYS IT'S NOT ENOUGH.
I ACKNOWLEDGE THE ACTION AND I AM GRATEFUL THAT SOMETHING IS BEING DONE.
BUT WHEN YOU TAKE $1 MILLION AND YOU DIVIDE THAT BY 77 COUNTIES, THAT'S JUST A LITTLE OVER $12,000 PER COUNTY.
AND THAT IS NOT EVEN CLOSE TO BEING ENOUGH TO HELPING HUNGRY OKLAHOMANS.
THE FUNDS WILL BE GIVEN TO THE REGIONAL FOOD BANK OF OKLAHOMA, WHICH SERVES CENTRAL AND WESTERN PARTS OF THE STATE, AND FOOD BANK OF EASTERN OKLAHOMA, WHICH SERVES 24 COUNTIES IN THE EASTERN PART OF THE STATE.
LAST FRIDAY, THE OKLAHOMA HOUSE DEMOCRATIC CAUCUS CALLED FOR A SPECIAL SESSION TO ADDRESS THE SNAP BENEFIT LAPSE.
MUNSON SAYS THAT THE EXTRA SESSION IS STILL WARRANTED.
WHAT WE DO SEE IS THAT OKLAHOMANS ACROSS THE STATE ARE TRYING TO HELP THEIR NEIGHBORS AS MUCH AS POSSIBLE, BUT IT'S JUST NOT GOING TO FILL THE GAP.
AND SO WE STILL NEED A STATE SOLUTION AND MAKE IT MORE LONG TERM THAN WHAT WE'RE EXPERIENCING RIGHT NOW.
THE GOVERNOR SAYS HE TOOK INTO CONSIDERATION THAT THE SHUTDOWN COULD CONTINUE INTO THE NEXT MONTH.
WE HAVE BEEN PREPARING FOR THIS FOR THE LAST THREE WEEKS IN ANTICIPATION, AS WE KNEW THAT THIS WAS HAPPENING.
AND WE'RE STARTING TO THINK ABOUT DECEMBER 1ST AS WELL.
THE COMMITTEE ALSO APPROVED THE USE OF $72,000 FOR SOFTWARE UPDATES.
HOUSE SPEAKER KYLE HILBERT SAYS THIS WILL ALLOW STATE FUNDS TO BE DEPOSITED ON EBT CARDS.
WE ACTUALLY CANNOT MAKE DEPOSITS ONTO SNAP CARDS EVEN IF WE WANTED TO.
TODAY, WE AS A STATE CANNOT MAKE THOSE DEPOSITS ONTO SNAP CARDS.
AND SO WHAT THIS ACTION DOES TODAY, SHOULD THE CONTINGENCY REVIEW BOARD APPROVE IT, IS IT GIVES US OPTIONS AS A STATE MOVING FORWARD IN THESE UNPRECEDENTED TIMES.
AT THE NATIONAL LEVEL, FEDERAL JUDGES ISSUED A RULING REQUIRING THE TRUMP ADMINISTRATION TO CONTINUE FUNDING SNAP BENEFITS.
HOWEVER, MANY AMERICANS WERE LEFT CONFUSED AFTER THE PRESIDENT SAID HE DID NOT PLAN TO RELEASE FUNDING UNTIL THE SHUTDOWN ENDED VIA SOCIAL MEDIA EARLIER THIS WEEK, PRESS SECRETARY CAROLINE LEAVITT REASSURED SNAP RECIPIENTS THAT FUNDS WOULD BE COMING SOON.
THE ADMINISTRATION IS FULLY COMPLYING WITH THE COURT ORDER.
I JUST SPOKE TO THE PRESIDENT ABOUT IT.
THE RECIPIENTS OF THESE SNAP BENEFITS NEED TO UNDERSTAND IT'S GOING TO TAKE SOME TIME TO RECEIVE THIS MONEY.
YOU CANNOT LEVERAGE HUNGRY PEOPLE TO GET YOUR POLITICAL AGENDA ACROSS THE FINISH LINE.
IT IS.
IT'S DISGUSTING.
IT'S DISGRACEFUL.
AND AS FEDERAL WORKERS CONTINUE TO GO UNPAID, SOME OKLAHOMA STATE WORKERS ARE STARTING TO FEEL THE IMPACT OF THE SHUTDOWN AS WELL.
OKLAHOMA HUMAN SERVICES BEGAN TEMPORARY FURLOUGHS THIS WEEK FOR MORE THAN 2000 EMPLOYEES.
EMPLOYEES SAY THEY WERE NOTIFIED LATE LAST WEEK.
EMPLOYEES EARNING AN ANNUAL BASE SALARY OF 100,000 OR MORE WILL HAVE THREE FURLOUGH DAYS PER PAY PERIOD.
EMPLOYEES EARNING AN ANNUAL BASE SALARY OF 50,000 UP TO 100,000 WILL HAVE TWO FURLOUGH DAYS PER PAY PERIOD.
THOSE EARNING LESS THAN 50,000 ARE EXEMPT.
OKLAHOMA HUMAN SERVICES ALSO PAUSED A CHILD CARE SUBSIDY ON NOVEMBER 1ST, LEAVING FAMILIES AND CHILD CARE PROVIDERS FRUSTRATED.
SO WE ARE CONTRACTED PROVIDERS WITH THE STATE.
SO IF YOU THINK ABOUT A MEDICAID, A DOCTOR THAT ACCEPTS MEDICAID OR MEDICARE, THEY AGREE TO PERFORM THAT SERVICE AT A CERTAIN CONTRACTED RATE.
AND THAT'S THE SAME THING WITH CHILD CARE PROVIDERS THAT ACCEPT SUBSIDY FAMILIES.
SO THEY HAVE QUALIFIED BASED UPON STATE GUIDELINES OR FEDERAL GUIDELINES FOR THE GOVERNMENT TO SUBSIDIZE THOSE FAMILIES.
AND WE, AS A CONTRACTED VENDOR, AGREE TO TAKE CARE OF THOSE FAMILIES FOR THAT CONTRACTED RATE.
THE STATE SAYS THIS IS A $5 PER DAY COVID ERA ADD ON FOR STUDENTS AGES SIX AND UP.
AND IN ADDITION TO THAT, THEY'VE ALSO PAUSED ANY RENEWALS FOR THAT SUBSIDY RATE OR ANY NEW APPLICATIONS FOR FAMILIES THAT WOULD QUALIFY FOR THAT SUBSIDY.
JANELLE WHEAT IS A BOARD MEMBER OF THE LICENSED CHILD CARE ASSOCIATION OF OKLAHOMA.
SHE SAYS THIS COULD PUT FAMILIES IN A PREDICAMENT.
THE PARENTS WOULD HAVE TO CHOOSE TO REDUCE THEIR HOURS OR LEAVE THE WORKFORCE COMPLETELY BECAUSE THEY DON'T HAVE THAT CARE AND THEY SIMPLY CAN'T AFFORD IT.
THAT'S WHY THEY'RE CONTRACTED THROUGH SUBSIDY, THROUGH THOSE QUALIFICATIONS, WHEAT SAYS THE PAUSE WILL PUT A STRAIN ON CHILD CARE PROVIDERS LIKE HERSELF.
I RUN A LARGE AFTERSCHOOL PROGRAM IN ADDITION TO ZERO THROUGH 12 ALL THE WAY UP, BUT IT INSTANTLY JUST WITH THAT $5 A DAY, I HAVE A SIGNIFICANT LOSS OF $5,000 A MONTH.
THAT'S ALSO ASSUMING THAT EVERY SINGLE ONE OF MY CURRENT AUTHORIZED FAMILIES WOULD REMAIN ON SUBSIDY.
IT DOESN'T COUNT THE THINGS THE FAMILIES THAT WOULD FALL OFF.
CHILD CARE PROVIDERS ARE NOW SCRAMBLING TO MAKE ADJUSTMENTS TO THEIR BUDGET.
I CAN CONTROL MY LABOR A LITTLE BIT, BUT NOW YOU'RE MAKING ME IN A POSITION WITH A $5,000 A MONTH LOSS TO LOOK AT MY STAFF AND SAY, THROUGH NO FAULT OF YOUR OWN AND NOTHING THAT I COULD HAVE PREDICTED, I'M GOING TO HAVE TO EITHER CUT YOUR HOURS OR LAY YOU OFF.
REPRESENTATIVE MUNSON HOPES FEDERAL LAWMAKERS FIND A SOLUTION SOON.
DO WHAT'S RIGHT BY EVERYDAY AMERICANS, NOT WHAT'S BEST FOR YOUR POLITICAL AGENDA AND ASPIRATIONS.
THE GOVERNOR IS URGING OKLAHOMANS THAT NEED ASSISTANCE TO VISIT.
BE A NEIGHBOR.ORG.
RICH TAYLOR, THANK YOU VERY MUCH.
THE OKLAHOMA PARDON AND PAROLE BOARD IS RECOMMENDING THAT CONDEMNED KILLER TRAMAINE WOODS DEATH SENTENCE BE COMMUTED TO LIFE IN PRISON WITHOUT THE POSSIBILITY OF PAROLE.
GOVERNOR STITT HAS THE AUTHORITY TO ACCEPT THAT OR PROCEED WITH WOODS SCHEDULED EXECUTION ON NOVEMBER 13TH.
DURING HIS CLEMENCY HEARING, WOODS EXPLAINED EXPRESSED REMORSE FOR THE 2002 STABBING DEATH OF 19 YEAR OLD RONNIE LYMPH.
THE BIGGEST REGRET OF MY LIFE HAPPENED ON NEW YEAR'S EVE 2001, WHEN ME AND MY BROTHER DECIDED TO ROB THESE TWO YOUNG MEN.
IT NEVER SHOULD HAVE HAPPENED.
I. I HAD THE POWER TO SAY NO THAT NIGHT AND TO SAY, WE'RE NOT GOING TO DO THIS.
I COULD HAVE PREVENTED RONNIE'S DEATH.
I COULD HAVE PREVENTED ARNOLD FROM BEING IN THAT SITUATION.
AND THE TRAUMA THAT HE SUFFERED, ALL THE DAMAGE COMING FROM THAT NIGHT, WHICH DESTROYED THEIR FAMILIES AS WELL AS MINE, WAS PREVENTABLE.
AND I'M THE ONE WHO COULD HAVE PREVENTED IT.
HAVING THE COURAGE TO STAND UP AND MAN UP AND SAY THAT NIGHT AND SAY NO COULD HAVE PREVENTED ALL OF THIS FROM HAPPENING.
AND FOR NOT DOING THAT.
I'M TRULY SORRY.
JERMAINE WOOD IS 46 YEARS OLD.
HIS LAWYERS CLAIM HIS BROTHER ACTUALLY COMMITTED THAT MURDER.
A LARGE CROWD TURNING OUT LAST SATURDAY FOR THE OFFICIAL DEDICATION OF THE CLARA LUPER SIT IN PLAZA IN DOWNTOWN OKLAHOMA CITY.
SHALLOW.
COME SOME DAY.
THOUSANDS OF PEOPLE TAKING PART IN A CEREMONY TO DEDICATE THE NOW FULLY COMPLETED SIT IN SCULPTURE TO COMMEMORATE THE 1958 PROTEST AT THE KATZ DRUG STORE, ONE OF THE YOUNG PEOPLE TAKING PART IN THE ICONIC CIVIL RIGHTS MOMENT ORGANIZED BY CLARE LUPER WAS HER DAUGHTER, MARILYN LUPER HILDRETH.
IT IS ONLY WHEN THE GOOD PEOPLE OF THIS COUNTRY STAND UP AGAINST INJUSTICE.
IT'S ONLY WHEN THE GOOD PEOPLE SAY, NO MORE.
WE'RE NOT GOING TO TAKE IT.
WE MAKE A DIFFERENCE.
WE HAVE GOT TO VOTE AND TEACH OUR CHILDREN TO VOTE.
THERE ARE 15 FIGURES REPRESENTED IN THE $3.5 MILLION BRONZE SCULPTURE.
THE 13 STUDENTS WHO PARTICIPATED IN THE SIT IN, CLARA LUPER AND A KATZ DRUG STORE EMPLOYEE, THE OKLAHOMA SECONDARY SCHOOL ATHLETIC ASSOCIATION, OR THE OSSAA, IS ONCE AGAIN UNDER SCRUTINY BY THE STATE LEGISLATURE, WITH SOME CALLING FOR A COMPLETE OVERHAUL OF HOW THE ORGANIZATION OPERATES.
STEVE SHAW JOINS US NOW WITH THE CONTROVERSY SURROUNDING THE OSSAA.
STEVE RICH, MEMBERS OF THE STATE LEGISLATURE HELD WHAT'S CALLED AN INTERIM STUDY THIS PAST WEDNESDAY AT THE STATE CAPITOL.
THE SUBJECT WAS THE OSSAA AND HOW THEY HANDLE STUDENT ATHLETE TRANSFER REQUESTS.
THOSE GOT SHOOTER WHO'S GOT SHOOTER CLASS ONE A GLENCOE TIPPED OFF THEIR FIRST GAME OF THE YEAR AT HOME TUESDAY NIGHT AGAINST WELLSTON.
YOU GOT TO ROTATE T2323232323.
GARRETT SCHUBERT IS GLENCOE'S FIRST YEAR HEAD COACH.
SCHUBERT'S A STILLWATER BUSINESSMAN AND A FORMER AREA AAU COACH.
LAST YEAR, HE COACHED FIFTH AND SIXTH GRADES IN THE NEARBY MORRISON SCHOOL DISTRICT.
IT WAS A GREAT OPPORTUNITY TO CHASE, CHASE MY DREAM.
SCHUBERT'S SON AND FOUR OTHER BASKETBALL PLAYERS, THREE FROM MORRISON AND ONE FROM NEARBY PERRY, TRIED TO TRANSFER TO GLENCOE TO PLAY BASKETBALL THIS YEAR.
THE OSSAA TRIED TO STAND IN THEIR WAY.
TWO MONTHS AGO, A PAYNE COUNTY JUDGE ISSUED A TEMPORARY RESTRAINING ORDER ALLOWING THE KIDS TO PLAY.
WHAT'S CRAZY ABOUT EVERYTHING IS IS WE MADE PHONE CALLS BEFORE I TOOK THE JOB.
I'VE ACTUALLY GOT FRIENDS DOWN THERE THROW US A SAY.
I MADE PHONE CALLS AND TOLD THEM EXACTLY WHAT WAS GOING TO HAPPEN AND PROBABLY WHAT WHO WAS GOING TO COME AND EVERYTHING WAS, YOU KNOW, HEY, JUST DON'T COACH THEM IN THE SUMMERTIME FOR BASKETBALL AND YOU SHOULD BE GREAT.
SO WHAT HAPPENED FROM MY UNDERSTANDING, IS THE THE LOCAL RIVAL SCHOOL DOWN THE STREET DECIDED TO SEND AN EMAIL SAYING THAT WE WERE RECRUITING KIDS, SCHUBERT AND OTHERS I'VE TALKED TO ABOUT THIS, SAY A COACH IN THE RIPLEY SCHOOL DISTRICT REACHED OUT TO THE OSSAA TO COMPLAIN.
I CALLED RIPLEY AND MORRISON AND PERRY SCHOOL DISTRICTS ABOUT THIS ON TUESDAY.
NONE OF THEM HAVE RETURNED MY CALLS.
RECRUITING IS A NO NO WITH THE OSSAA, BUT SCHUBERT SAYS HE DIDN'T RECRUIT ANY KIDS.
WELL, ACTUALLY, I'VE COACHED A LOT OF THESE BOYS SINCE THEY WERE FIRST AND SECOND GRADE.
WE TALKED TO THE FIVE PLAYERS INVOLVED TUESDAY AFTERNOON BEFORE THEIR GAME AGAINST WELLSTON.
YOU KNOW, I LIKE PLAYING WITH MADDOX, ONE OF MY BEST FRIENDS FROM KIDS LIKE PLAYING FOR MR.
SCHUBERT, DON'T THEY?
YES, SIR.
WHAT DO YOU LIKE ABOUT HIM?
WELL, I LIKE HIS ENERGY.
AND HOW.
HOW HE PLAY FAST.
MADDOX SCHUBERT IS COACH SCHUBERT'S SON.
YOU HOPE THIS THING GETS RESOLVED?
YEAH, IT'S.
IT'S TOUGH.
IT'S LIKE A CLOUD HANGING OVER YOU, ISN'T IT?
SIR?
HOLLIS GARFIELD, TRANSFERRED FROM PERRY.
MENTALLY.
I MEAN IT JUST LIKE I WANT TO PLAY BASKETBALL.
I DON'T I DON'T WANT TO SIT ON THE SIDELINES.
SO THAT'S PRETTY ROUGH FOR ME BECAUSE BASKETBALL HELPS MY MENTAL HEALTH.
CAMERON RACY IS A MORRISON TRANSFER.
WITH SUCCESS COMES JEALOUSY AND PEOPLE KNOW WE'RE GOING TO HAVE SUCCESS, SO THEY'RE GOING TO BE JEALOUS OF US.
SO I MEAN, IT IS WHAT IT IS.
GLENCOE SUPERINTENDENT JAY REEVES SAYS THIS SITUATION'S BEEN OVERBLOWN.
ABSOLUTELY THERE WAS.
IT WASN'T NECESSARY.
WE FOLLOWED ALL THE RULES THEY PUT IN THIS ONE TIME TRANSFER.
THE KIDS FOLLOWED THE RULES TO A T. OUR COACH FOLLOWED THE RULE.
WE FOLLOWED ALL GUIDANCE FROM THE OSSAA.
AND IT SHOULD HAVE NEVER GOT TO THIS WEDNESDAY AT THE STATE CAPITOL, STATE REPRESENTATIVES NICOLE MILLER AND TIM TURNER HOSTED THAT OSSAA INTERIM STUDY.
DAVID JACKSON IS EXECUTIVE DIRECTOR OF THE OSSAA.
YOU KNOW, ONE OF THE MOST MISUNDERSTOOD PERCEPTIONS ABOUT THE OSSAA IS THAT WE'RE INSENSITIVE TO STUDENTS WHEN IT WHEN IT COMES TO ELIGIBILITY.
AND I'LL TELL YOU, THAT COULDN'T BE FURTHER FROM THE TRUTH, JACKSON TOLD THE STATE LAWMAKERS IN JUST THE FIRST TWO AND A HALF MONTHS OF THIS YEAR, THE OSSAA RECEIVED 1060 TRANSFER REQUESTS.
THEY ALLOWED 95% OF THEM.
JACKSON IS A FORMER TEACHER, PRINCIPAL AND COACH IN PAULS VALLEY.
HE COULDN'T TALK TO US ABOUT THE GLENCOE DISPUTE BECAUSE IT'S STILL IN LITIGATION.
HE DOES SAY NAME, IMAGE AND LIKENESS AND THE TRANSFER PORTAL IN COLLEGE HAS TRICKLED DOWN.
IT ABSOLUTELY IS.
I MEAN, WE'RE SEEING THAT RIGHT NOW.
WE'RE DEALING WITH NIL ISSUES OF OUR OWN.
AND AND THE TRANSFER SITUATION.
THERE ARE PEOPLE THAT FEEL JUST LIKE COLLEGE THAT STUDENTS OUGHT TO BE ABLE TO TRANSFER AND BE ELIGIBLE WHEREVER THEY GO.
AND WHENEVER THEY THEY GO, THEY ARBITRARILY SWITCH SCHOOLS IN THE MIDDLE OF AN ELIGIBILITY CRISIS.
THE GLENCOE CASE IS THE PERFECT EXAMPLE.
ATTORNEY HANNAH WHITTEN FILED THE LAWSUIT AGAINST THE OSSAA.
I HEARD MR.
JACKSON SAY TODAY THAT THEY DID NOT DENY A SINGLE KID ELIGIBILITY UNDER RULE 24, THE RULE.
THAT IS NOT TRUE.
I HAVE FOUR MINORS THAT WERE DENIED ELIGIBILITY.
I WAS AT THE APPEALS HEARING.
I PRESENTED ALL THIS EVIDENCE TO THEM.
I BEGGED THEM TO EXPLAIN TO ME HOW THAT EVIDENCE DID NOT SUFFICE, THAT THIS WAS NOT A RULE VIOLATION.
INSTEAD, THEY DIDN'T PROVIDE ME WITH THEIR OWN COUNTER AFFIDAVITS.
THEY DIDN'T PROVIDE ME ANY SWORN TESTIMONY.
THAT IS NOT HOW THE COURT OF LAW WORKS IN OKLAHOMA.
IF I SUBMIT TO YOU THAT SINCE THE GLENCOE CASE BROKE, I'VE RECEIVED 57 REQUESTS FOR ASSISTANCE AGAINST THE OSSAA.
THESE PARENTS, COACHES, KIDS SUPERINTENDENTS AND ATHLETIC DIRECTORS ARE BEGGING FOR GUIDANCE.
MARC VAN BUREN IS A DEPUTY TULSA COUNTY COMMISSIONER AND FORMER STATE REPRESENTATIVE, WHO WAS A LONGTIME TEACHER AND COACH AT OWASSO HIGH SCHOOL.
IF HIGH SCHOOL SPORTS ARE TO REMAIN TRUE TO THEIR EDUCATIONAL MISSION, OSSAA TRANSFER RULES MUST REFOCUS ON ACADEMICS, PROTECT FAIRNESS AND EQUAL OPPORTUNITIES FOR ALL STUDENTS, NOT JUST THOSE SEEKING COMPETITIVE ADVANTAGE THROUGH TRANSFERS.
THESE RULES EXIST TO PRESERVE SCHOOL UNITY, TEAM COHESION, AND THE DEEP COMMUNITY TIES THAT MAKE HIGH SCHOOL SPORTS SO MEANINGFUL, JACKSON SAYS.
PART OF WHAT THEY TRY TO DO IS TO PROTECT KIDS WHO DON'T HAVE THE BEST ABILITIES.
WELL, COACHES ARE UNDER THE PRESSURE TO WIN GAMES, SO THEY'RE GOING TO PLAY THEIR BEST PLAYERS.
SO A LOT OF TIMES THAT DISPLACED STUDENT, THAT SITUATION IS GOING TO HAPPEN.
I THINK YOU GUYS HAVE ONE OF THE HARDEST JOBS IN THE STATE.
YOU WON'T GET ANY ARGUMENT FROM ME ON THAT.
BUT YES, IT'S DIFFICULT, BUT WE FEEL LIKE WE'RE DOING WHAT OUR MEMBER SCHOOLS HAVE CHARGED US TO DO, AND WE'RE GOING TO CONTINUE TO DO THAT.
WE'RE GOING TO CONTINUE TO BE CRITICIZED FOR IT BECAUSE IT DOES.
IT IMPACTS FAMILIES.
YOU KNOW, THESE SCHOOL TRANSFERS CAN CUT BOTH WAYS.
GLENCOE SUPERINTENDENT TOLD ME THEY DIDN'T FIELD A BASEBALL TEAM LAST YEAR BECAUSE OF PLAYER TRANSFERS.
THERE'S ANOTHER PAYNE COUNTY COURT HEARING ON NOVEMBER 20TH ON THAT TEMPORARY INJUNCTION.
RICH STEVE, REALLY, REALLY INTERESTING STORY.
THANK YOU.
MORE THAN 150 INTERIM STUDIES WILL BE CONDUCTED AT THE STATE CAPITOL BY THE END OF THIS MONTH.
AND FROM THOSE, THE UPCOMING LEGISLATIVE SESSION AND ITS PRIORITIES WILL TAKE SHAPE.
AND OUR UPCOMING IN-DEPTH SEGMENT.
MODERATOR CASSIDY MUDD INVITES LAWMAKERS TO JOIN HER IN STUDIO TO DISCUSS POTENTIAL BILLS THEY HOPE TO SEE PASSED WHEN THE SESSION BEGINS NEXT FEBRUARY.
HERE'S A PREVIEW.
WE ARE FACING A HUNGER CRISIS HERE IN OKLAHOMA, AND IT'S TIME TO CALL A SPECIAL SESSION RIGHT NOW TO FILL THAT GAP.
EVEN IF THE SHUTDOWN ENDS TOMORROW, IT'S GOING TO TAKE WEEKS FOR USDA TO LOAD CARDS.
NOW, FOR REALLY A PRO-FAMILY STATE, THEN WE SHOULD BE PRO-FAMILY FOR THOSE KIDS WHEN THEY COME INTO SCHOOL.
AND WE SHOULD BE SUPPORTING HARDWORKING OKLAHOMA FAMILIES THAT ARE JUST TRYING TO MAKE ENDS MEET.
CALL IT WHAT IT IS.
IT'S A MASS SURVEILLANCE SYSTEM.
IT CREATES VICTIMS OUT OF INNOCENT SYSTEMS, CITIZENS BY BEING SURVEILLED.
AND THEN AT THE END OF THE DAY, IT REALLY DOESN'T HAVE AN EFFECT AS FAR AS PREVENTING CRIME.
YOU JUST GET TO WATCH IT AFTER IT HAPPENS.
AND SO THE FOURTH AMENDMENT IMPLICATIONS ARE COMING WHERE PEOPLE'S RIGHTS ARE BEING VIOLATED HERE.
AND I THINK I THINK IT'S GOING TO FALL IN ON ITSELF.
THE REST OF THAT DISCUSSION COMING UP LATER IN THIS NEWSCAST, 19 STATES CURRENTLY HAVE AN OPEN PRIMARY SYSTEM FOR ALL OR AT LEAST ONE POLITICAL PARTY.
WELL, OKLAHOMA BECOME THE 20TH.
IF SUPPORTERS CAN GATHER 173,000 SIGNATURES BY THE END OF JANUARY 2026, VOTERS WILL BE GIVEN THE OPPORTUNITY TO DECIDE.
JASON DOYLE JOINS US NOW WITH MORE ON THOSE FOR AND AGAINST STATE.
QUESTION 836 JASON RICH, SUPPORTERS OF STATE.
QUESTION 836 BELIEVE THE REFORMS ARE NEEDED TO ATTRACT MORE VOTERS TO THE POLLS, BUT THOSE OPPOSED FEEL IT COULD LIMIT THE CHOICES VOTERS HAVE.
WHERE CAN I SIGN THAT?
RIGHT HERE.
IT WAS A BEAUTIFUL SATURDAY IN SHAWNEE AS PEOPLE CELEBRATED THE TURNING OF THE SEASON DURING THE TOWN'S FALL FEST.
THAT'S WHERE WE FIND VOLUNTEERS LIKE CARRIE CECH ASKING REGISTERED VOTERS TO SIGN THE INITIATIVE.
PETITION FOR STATE QUESTION.
836 SO 836 CREATES AN OPEN PRIMARY SYSTEM, WHICH MEANS THAT EVERY CANDIDATE RUNNING FOR AN OFFICE WOULD BE LISTED ON THE SAME BALLOT, REGARDLESS OF PARTY.
AND SO THAT ALSO MEANS THAT EVERYBODY WOULD GET TO VOTE ON EVERY IN EVERY ELECTION.
CECH CONTENDS THAT QUITE A FEW RACES IN OKLAHOMA ARE DECIDED IN THE PRIMARY AND NOT THE GENERAL ELECTION.
RIGHT NOW, 86% OF OUR ELECTIONS ARE DECIDED IN THE PRIMARY, AND A MAJORITY OF PEOPLE, INDEPENDENTS AND LIBERTARIANS, DON'T GET TO VOTE IN THOSE PRIMARY ELECTIONS.
THE TOP TWO CANDIDATES IN THE PRIMARY THEN MOVE TO THE GENERAL ELECTION, NO MATTER THE PARTY.
CECH BELIEVES THAT HELPS TO MAKE THINGS MORE FAIR FOR VOTERS.
THEY WOULD MOVE ON TO THE GENERAL ELECTION IN NOVEMBER, AND AS SOMEONE WHO SERVED IN THE MILITARY FOR 23 YEARS AND SOMEBODY WHO CARES ABOUT FAIRNESS AND ENSURING THAT EVERYBODY GETS A CHANCE TO VOTE, AND REGARDLESS OF WHAT YOUR PARTY IS, I AM SUPPORTING THIS EFFORT BECAUSE I THINK IT IS A LOT MORE FAIR.
NOT EVERYONE THINKS SO.
THAT INCLUDES REPUBLICAN GUBERNATORIAL CANDIDATE CHARLES MCCALL.
WE CAUGHT UP WITH THE FORMER HOUSE SPEAKER DURING A CAMPAIGN STOP IN STILLWATER.
I'M EXCITED TO BE HERE AT THE CAMPUS OF OKLAHOMA STATE UNIVERSITY.
SPEAKING TO COLLEGE REPUBLICANS HERE, MCCALL HAS ISSUED A CHALLENGE TO HIS FELLOW REPUBLICAN CANDIDATES CONCERNING STATE.
QUESTION.
836 YOU KNOW, I'M CALLING ON ALL REPUBLICANS NOT JUST RUNNING FOR GOVERNOR, BUT ANY OFFICE IN THE STATE OF OKLAHOMA TO SIGN ON TO OUR CHALLENGE OF DECLINE, TO SIGN, TO STEP OUT PUBLICLY AND SAY THAT THEY OPPOSE THIS OPEN PRIMARY SYSTEM IN THE STATE OF OKLAHOMA, HE FEELS THE CHANGE WOULD NOT BE FAIR, AND THAT OKLAHOMA'S POLITICAL HISTORY SHOWS THAT THE CURRENT SYSTEM WORKS.
THERE'S ONE PARTY THAT WAS IN CHARGE OF THIS STATE, HAD A SUPERMAJORITY FOR OVER FOR OVER 100 YEARS.
AND OVER THE LAST 20 YEARS, THE REPUBLICANS HAVE HELD THE MAJORITY AND SUPERMAJORITY NUMBERS.
AND AND NOW ALL OF A SUDDEN, THERE'S A GROUP THAT WANTS TO CHANGE THE RULES.
AND IT'S NOTHING MORE THAN REWRITING THE RULES TO TRY TO CHANGE THE OUTCOMES.
DURING SATURDAY'S SIGNATURE COLLECTION IN SHAWNEE, WE MET INDEPENDENT CANDIDATE FOR HOUSE DISTRICT SEAT 32, ANDY BROWN.
HE IS ON THE CAMPAIGN TRAIL WHEN NOT GATHERING SIGNATURES FOR THE PETITION.
IT'S GOING GOOD RIGHT NOW.
WE'RE GOING AROUND THE COUNTY ROADS, TALKING TO THE FOLKS OUT IN THE COUNTRY THAT MOST PEOPLE IGNORE, AND SO FAR THE RESPONSE HAS BEEN PRETTY POSITIVE.
BROWN IS VOLUNTEERING FOR THE STATE QUESTION 836 SIGNATURE CAMPAIGN.
HE HOPES THAT VOTERS WILL SUPPORT THE CHANGE TO THE STATE'S PRIMARY SYSTEM.
THAT'S DESPITE THE FACT THAT AS AN INDEPENDENT CANDIDATE CURRENTLY, HE GOES STRAIGHT TO THE GENERAL ELECTION BALLOT.
I BELIEVE IT WILL PULL PEOPLE TOGETHER.
WHERE OUR CURRENT SYSTEM DIVIDES PEOPLE, IT LEADS TO THE EXTREMES.
I BELIEVE THIS WILL LEAD TO A MORE MIDDLE OF THE ROAD APPROACH, AND I THINK MOST VOTERS SUPPORT THAT, EVEN THOUGH SOMETIMES IT MIGHT NOT SEEM THAT WAY.
AS AN INDEPENDENT VOTER, HE FEELS LEFT OUT OF THE PRIMARY SELECTION PROCESS.
I HATE IT BECAUSE MOST OF THE TIME I CAN'T VOTE LIVING IN A RURAL DISTRICT BECAUSE NORMALLY THERE'S NO DEMOCRAT OR INDEPENDENT RUNNING.
IT'S JUST REPUBLICANS, WHICH I HAVE VOTED FOR BOTH PARTIES IN MY LIFETIME.
BUT SINCE I'VE LIVED IN OKLAHOMA, I CAN'T.
ONE OF THE LIBERTARIAN PARTY MEMBERS TO HOLD OFFICE IN OKLAHOMA DOES NOT SUPPORT STATE.
QUESTION 836 PROBABLY THE BIGGEST THING ON THE SURFACE IS THAT IT'S SOLD AS AN OPEN PRIMARY, BUT IT'S NOT A TRADITIONAL OPEN PRIMARY WHERE ANY VOTER CAN GO IN AND GET THE PARTY BALLOT, PRIMARY BALLOT OF THEIR CHOICE, WHICH IS THE MOST COMMON SYSTEM.
LOOKING AT ALL THE STATES ACROSS THE COUNTRY, HE BELIEVES THE REFORMS IN 836 FAVOR PARTIZAN VOTERS.
IT'S RIFE FOR MANIPULATION AND DIRTY TRICKS AND DARK MONEY INFLUENCE.
AND IT'S AGAIN, IT'S GOING TO BE LESS CHOICE FOR THE MAJORITY OF VOTERS WHO PARTICIPATE IN THE GENERAL ELECTION, BUT NOT THE PRIMARY.
POWELL SAYS THE SYSTEM COULD IMPACT THIRD PARTIES AND INDEPENDENT CANDIDATES, INDEPENDENTS AND ALTERNATIVE PARTY CANDIDATES.
IT'S A DEATH KNELL.
YOU LOOK AT THE TWO STATES THAT HAVE IT, CALIFORNIA AND WASHINGTON, TO THE MOST POLARIZED STATES IN THE NATION BY THE RESEARCH, AFTER YEARS OF HAVING THIS SYSTEM.
AND THEY, YOU KNOW, ALTERNATIVE PARTIES AND PARTY CANDIDATES AND INDEPENDENTS DON'T HAVE ANY SUCCESS THERE BECAUSE THIS SYSTEM WILL KICK THEM OUT.
YES.
ON STATE QUESTION 836 VOLUNTEER KERRY KECK SAYS THE MOVEMENT HAS SOME EARLY MOMENTUM.
WE HAVE VERY STRONG MOMENTUM TO START OFF THE PETITION DRIVE HERE IN SHAWNEE, AND WE'RE GOING ALL OVER ALL ACROSS POTTAWATOMIE COUNTY.
AND WE HAVE SOME PEOPLE HERE FROM PRAGUE AND WHICH IS IN LINCOLN COUNTY.
SO IT'S A COUNTY MULTI-COUNTY WIDE.
IT'S A STATEWIDE EFFORT, AND WE'RE JUST TRYING TO GET PEOPLE EXCITED ABOUT WHAT WE'RE TRYING TO DO AND MAKING OUR ELECTIONS MORE FAIR.
MCCALL SAYS IT WOULD BE BEST TO LEAVE OKLAHOMA'S ELECTION SYSTEM, AS IS CLOSED PRIMARIES.
WHAT THEY AFFORD THE ELECTORATE IN THE STATE OF OKLAHOMA IS FOR THE PARTY TO PICK THEIR NOMINEE.
THE NOMINEE, THEN PICKED BY THE PARTY, ADVANCES TO THE GENERAL ELECTION.
LIBERTARIAN CHRIS POWELL SAYS HE'S NOT NECESSARILY AGAINST REFORMING THE SYSTEM.
IF THIS WERE A TRADITIONAL OPEN PRIMARY SYSTEM, I, I THINK I COULD SUPPORT THAT IF WE WERE DOING SOMETHING TO ADDRESS THE FACT THAT MANY RACES, ESPECIALLY COUNTY RACES AND THINGS LIKE THAT, ARE RESOLVED IN A PRIMARY AND MOVING THOSE TO TO THE GENERAL ELECTION, I THINK I COULD I'D BE HAPPY TO SUPPORT THAT.
INDEPENDENT CANDIDATE ANDY BROWN SAYS CHANGING THE PRIMARY WOULD LIKELY CREATE THE OPPORTUNITY FOR ALL PARTIES TO FIND WAYS TO WORK TOGETHER.
I'D LIKE TO TELL THEM THAT I'M A MODERATE.
MOST EVERY PROBLEM I'VE EVER COME ACROSS IS SOLVED IN THE MIDDLE.
I'VE RARELY SEEN ANY PROBLEM SOLVED ON THE EXTREMES.
IF THE YES ON STATE QUESTION 836 CAMPAIGN GATHERS THE NEARLY 173,000 VOTERS SIGNATURES AND TURNED THEM INTO THE SECRETARY OF STATE'S OFFICE BY JANUARY 26TH, 2026.
THEY HOPE IT WILL BE PLACED ON THE NOVEMBER 2026 GENERAL ELECTION BALLOT.
WE'LL SEE.
THANK YOU VERY MUCH.
THE OKLAHOMA COUNTY JAIL IS THE FIRST JAIL OR PRISON IN THE UNITED STATES USING NEW, CUTTING EDGE BIOMETRIC TECHNOLOGY TO ATTRACT THE MEDICAL CONDITIONS OF PRISONERS INSIDE THEIR CELLS.
MIKE TIPTON, WHO GREW UP IN HUGO, OKLAHOMA, IS THE CEO OF INTEGRITY COMMUNICATION SOLUTIONS, LOCATED IN COLORADO SPRINGS.
THIS WEEK, HE VISITED THE JAIL TO SEE HOW HIS COMPANY'S DEVICE IS PERFORMING.
IT'S A RADAR UNIT ABOUT HALF THE SIZE OF A CELL PHONE, INSTALLED IN THE UPPER CORNER OF 49 OKLAHOMA COUNTY JAIL CELLS.
THE TRACKER MONITORS THE HEART RATE AND PULSE OF ANY INMATE IN THAT CELL, AND CAN ALERT STAFF IF THERE'S A HEALTH ISSUE NEEDING IMMEDIATE ATTENTION.
YOU HAVE A CORRECTIONAL FACILITY, YOU HAVE DETAINEES THAT ARE HERE AS THEY'RE GOING THROUGH THEIR PROCESSES, AND THERE'S A HUMANITARIAN SIDE OF THIS THAT, YOU KNOW, EVERYBODY'S TRYING THE BEST THEY CAN.
AND THAT'S WHY WHEN I LOOKED AT OKLAHOMA, IT'S IT'S MY ROOTS.
WHEN I LOOKED AT THE TECHNOLOGY PIECE, WE HAVE THE OPPORTUNITY.
IT WAS INTERNAL INVESTMENT THAT I HAD DONE MYSELF.
AND I THOUGHT, WHAT A BETTER PLACE TO START THAN RIGHT HERE.
TIPTON SAYS THESE DEVICES ARE NOW BEING USED IN OTHER JAILS AND PRISONS ACROSS THE U.S.
AND IN NEW ZEALAND AND ENGLAND AS WELL.
OKLAHOMA MUSIC STUDENTS EXPERIENCED A WONDERFUL OPPORTUNITY IN STILLWATER LAST SATURDAY, THE CHANCE TO BE TAUGHT BY AND LISTEN TO SOME OF THE FINEST MUSICIANS IN THE WORLD.
CASSIDY MUDD ATTENDED THIS RARE EVENT ON THE OSU CAMPUS, AND SHE JOINS US NOW FROM OUR NEWSROOM WITH MORE.
CASSIDY THAT'S RIGHT.
RICH.
THE SEOUL PHILHARMONIC ORCHESTRA, ONE OF ASIA'S PREMIER ENSEMBLES, SPENT THE WEEK IN STILLWATER TEACHING, PERFORMING AND INSPIRING THE NEXT GENERATION OF MUSICIANS.
OKAY.
ONCE AGAIN.
AT THE GREENWOOD SCHOOL OF MUSIC INSIDE OKLAHOMA STATE UNIVERSITY, THE SOUNDS OF RACHMANINOV AND BRAHMS FILLED THE HALLS, AND SO DID THE SOUND OF INSPIRATION.
JUST THE FIRST VARIATION.
THE SEOUL PHILHARMONIC ORCHESTRA SPENT SEVERAL DAYS ON CAMPUS AS PART OF A MULTI-DAY RESIDENCY WITH THE MCKNIGHT CENTER FOR THE PERFORMING ARTS.
THE SPO MADE JUST TWO US STOPS ON THIS TOUR CARNEGIE HALL AND OKLAHOMA STATE UNIVERSITY.
WHAT WE'RE TRYING TO DO HERE IS TO BE A HUB FOR ART AND CULTURE ACTIVITIES FOR THIS REGION.
HOW DO WE SERVE THIS PART OF THE US?
BY BRINGING PROGRAMS HERE THAT YOU CAN'T GET ANYWHERE ELSE.
FOR OKLAHOMA STATE STUDENTS, IT WAS A RARE CHANCE TO LEARN DIRECTLY FROM SOME OF THE WORLD'S BEST.
ACROSS 13 DIFFERENT MASTERCLASSES, 20 MUSICIANS FROM THE SEOUL PHILHARMONIC WORKED ONE ON ONE WITH NEARLY 400 STUDENTS.
BUT FOR ONE STUDENT, IT WAS A MOMENT THAT WILL LAST FOREVER.
IT'S JUST COMPLETELY EYE OPENING, MIND BLOWING, JUST TO SIT IN THAT HALL AND LIKE KNOWING THAT I'VE PLAYED IN THAT HALL, THAT I'VE CONDUCTED DRESS REHEARSALS IN THAT HALL AND THEN HEAR THIS ENSEMBLE OF THIS CALIBER.
I IT'S I CAN'T EVEN REALLY ARTICULATE HOW AWESOME IT IS, LIKE AWESOME IN THE TRUEST SENSE OF THE WORD.
A FIRST YEAR CONDUCTING MASTER'S STUDENT AT OSU, ALLISON RAKE, STEPPED INTO HER FIRST EVER MASTER CLASS WITH JAAP VAN ZWEDEN, A GLOBAL NAME IN CLASSICAL MUSIC AND THE MUSIC DIRECTOR OF THE SEOUL PHILHARMONIC ORCHESTRA.
AFTER HER PERFORMANCE, ALLISON LEARNED THE MAESTRO HAD PRAISED HER PERFORMANCE.
BRAVISSIMO, HE SAID.
TO KNOW THAT AS INEXPERIENCED AND AS YOUNG OF A CONDUCTOR AS I AM AS MUCH OF A STUDENT AS I AM, LIKE, HE THINKS THAT WHAT I DID ON THAT PODIUM WAS GREAT.
OF COURSE, THERE'S SO MUCH TO LEARN AND SO MUCH TO WORK ON, BUT THAT THAT'S JUST LIKE IT'S A NICE LITTLE BOOST OF CONFIDENCE AND MOTIVATION TO CONTINUE TO PUSH MYSELF TO DO REALLY EXCELLENT WORK.
THAT MENTORSHIP EXTENDED BEYOND THE PODIUM, WHERE THE SEOUL PHILHARMONIC'S MUSICIANS SPENT HOURS GUIDING STUDENTS THROUGH EACH PHRASE, HELPING THEM TO FIND THEIR SOUND AND THEIR CONFIDENCE.
WAYNE LIN, A MEMBER AND MENTOR WITH THE SEOUL PHILHARMONIC, SAYS IT'S JUST THE KIND OF EXPERIENCE THAT REMINDS STUDENTS HOW FAR MUSIC CAN TAKE THEM.
I HOPE THAT THIS EXPERIENCE WITH KIND OF LIKE THESE BIG GROUPS WITH HIGH STANDARD, LIKE A REALLY HIGH STANDARD OF MUSIC MAKING WILL JUST BE.
YEAH, JUST INSPIRE THEM TO SEE WHAT'S REALLY, TRULY LIKE POSSIBLE WITH, WITH, WITH THEIR INSTRUMENT AND WITH MUSIC.
WAYNE SAYS.
COMING FROM ANOTHER COUNTRY BRINGS A DIFFERENT PERSPECTIVE NEW SOUNDS, NEW STYLES, AND A NEW WAY OF SEEING WHAT MUSIC CAN BE FOR STUDENTS HERE, IT'S A CHANCE TO LEARN HOW ART CONNECTS ACROSS CULTURES, AND HOW THOSE CONNECTIONS CAN GROW INTO SOMETHING BIGGER THAN A SINGLE PERFORMANCE.
REAL, LASTING RELATIONSHIPS BETWEEN MUSICIANS AND MENTORS.
THAT'S WHAT WE'RE TRYING TO DO, IS FOSTER THESE REALLY MEANINGFUL RELATIONSHIPS.
AND WHEN YOU'RE IN THE ARTS, THAT'S REALLY WHAT IS AT THE CORE OF THE WORK THAT YOU'RE DOING IS A VERY RELATIONSHIP BASED.
THE SCHOOL IS ALREADY STARTING TO SEE THE IMPACT OF THAT WORK.
STUDENTS WHO FIRST MET THESE VISITING ARTISTS JUST A FEW YEARS AGO ARE NOW STUDYING WITH THEM ABROAD, PERFORMING PROFESSIONALLY, AND EVEN SUBBING WITH MAJOR ORCHESTRAS LIKE THE CHICAGO SYMPHONY.
AND THAT'S THE POINT.
ACCESS THAT OPENS DOORS, THE KIND OF SUPPORT THAT YOUNG MUSICIANS COUNT ON.
WE'VE BEEN REALLY LUCKY TO HAVE PEOPLE WHO ARE NOT ONLY INCREDIBLY GIFTED MUSICIANS, TALENTED MUSICIANS, HARDWORKING MUSICIANS, BUT REALLY DEDICATED TO TEACHING AND COMMUNICATING AND FOSTERING THIS NEXT GENERATION OF PEOPLE LIKE ME.
MORE IMPORTANT THAN THE RELATIONSHIPS BUILT ALONG THE WAY IS THE MUSIC ITSELF.
THE ONE THING THAT CONNECTS PEOPLE NO MATTER WHERE THEY'RE FROM, DESPITE ANY DIFFERENCE OF COUNTRY OR BACKGROUND OR, YOU KNOW, IT'S JUST THIS, LIKE I SAID, THE MUSIC THAT WE PLAY IS JUST IS AMAZING.
IT'S SOME, YOU KNOW, SOME OF THE GREATEST THINGS ACHIEVEMENTS BY BY HUMANS.
AND WE CAN ALL ANYONE CAN APPRECIATE IT AND ENJOY IT TOGETHER.
WE CAN COMMUNICATE SO MUCH THROUGH WHAT WE DO WITH OUR INSTRUMENTS, WHAT WE DO WITH OUR VOICES, WHAT WE DO WITH OUR GESTURE.
THERE ISN'T REALLY ANYTHING ELSE THAT YOU CAN DO TO COMMUNICATE.
YOU KNOW, THE HIGHEST HIGHS AND LOWEST LOWS OF HUMANITY WITHOUT SPEAKING.
AND MUSIC IS THAT THING.
THE SEOUL PHILHARMONIC WRAPPED UP ITS RESIDENCY AT OKLAHOMA STATE BEFORE RETURNING TO SOUTH KOREA.
BUT FOR STUDENTS HERE, THOSE LESSONS AND THAT INSPIRATION WILL ECHO LONG AFTER THAT.
FINAL NOTE RICH, GREAT MUSIC, GREAT STORY.

JASON.
THANKS.
THE NEXT OKLAHOMA LEGISLATIVE SESSION WILL BEGIN ON FEBRUARY 2ND, 2026.
IN PREPARATION, LAWMAKERS HAVE CONDUCTED ABOUT 150 INTERIM STUDIES TO WHITTLE DOWN THE NUMBER OF KEY ISSUES THAT WILL DECIDE WHICH BILLS ARE CONSIDERED.
WITH MORE ON THAT.
ONCE AGAIN, HERE'S CASSIDY MUD WITH THIS WEEK'S IN-DEPTH CONVERSATION.
RICH, JOINING US FOR THAT DISCUSSION IS REPRESENTATIVE JOHN WALDRON, AND JOINING US VIA ZOOM.
WE'RE JOINED BY REPRESENTATIVE TOM GANN.
REPRESENTATIVES, THANK YOU FOR JOINING US HERE ON GLAD TO BE HERE.
THANK YOU, CASSIDY.
SO GLAD TO HAVE YOU HERE.
SO, REPRESENTATIVE WALDRON, TELL US ABOUT THE BIPARTISAN STUDY THAT YOU LED ON CHILDHOOD HUNGER.
AND WHAT DID WE LEARN FROM THAT STUDY?
WELL, THANK YOU FOR ASKING.
IT'S AN IMPORTANT SUBJECT.
WHAT WE'VE LEARNED IS THAT PROPER NUTRITION IS ESSENTIAL TO GOOD EDUCATION.
AND OUR PUBLIC SCHOOLS DO A GREAT JOB OF DELIVERING QUALITY NUTRITION TO STUDENTS, WHICH HELPS THEM FOCUS BETTER, IMPROVES THEIR HEALTH, AND IT CREATES GOOD HEALTH OUTCOMES ON A LIFELONG BASIS.
IT'S EVEN IMPORTANT FOR MILITARY READINESS.
BUT WE NEED TO INVEST MORE IN OUR SCHOOL NUTRITION PROGRAMS TO END PRACTICES LIKE LUNCH SHAMING AND GET RID OF SCHOOL LUNCH DEBT.
EVERY CHILD SHOULD HAVE ACCESS TO GOOD QUALITY MEALS IN THE SCHOOLS.
AND AS WE'RE LEARNING NOW IN THIS GOVERNMENT SHUTDOWN, WE ARE TOP FIVE IN CHILD FOOD INSECURITY AND PUBLIC SCHOOLS CAN HELP.
AND I WANT TO ASK YOU A COUPLE OF QUESTIONS COMING UP FORWARD.
BUT FIRST RIGHT HERE, THE MILITARY READINESS.
TELL ME MORE ABOUT THAT.
WELL, OUR SCHOOL LUNCH PROGRAMS WERE ACTUALLY CREATED ON RECOMMENDATIONS OF THE UNITED STATES MILITARY DURING THE COLD WAR, WHEN THEY FOUND THAT A LOT OF 18 YEAR OLD RECRUITS COMING OUT OF SCHOOL WERE MALNOURISHED AND THEY DIDN'T MEET THE STANDARDS.
SO THEY INVESTED IN PROGRAMS SO THAT OUR NATIONAL DEFENSE WOULDN'T BE IMPAIRED BY A LACK OF PROPER NUTRITION IN OUR YOUNG PEOPLE.
BUT HERE, WE'RE JUST TRYING TO MAKE SURE THAT STUDENTS HAVE ENOUGH FOOD SO THEY CAN GO TO SCHOOL AND LEARN.
NOBODY NEEDS TO LEARN WHILE HUNGRY.
NO.
ABSOLUTELY NOT, ABSOLUTELY NOT.
REPRESENTATIVE GANN, YOU LOOKED AT THE STUDY, AN AUTOMATED PLATE LICENSE, READERS, WHAT PROMPTED THE STUDY?
AND CAN WE EXPAND MORE ON WHAT EXACTLY THESE CAMERAS ARE COLLECTING?
WELL, WE'VE GONE WELL PAST THE AUTOMATED LICENSE PLATE READERS TO REALLY A MASS SURVEILLANCE SYSTEM.
AND I HAD THIS STUDY LAST YEAR WHERE WE BROUGHT AWARENESS TO THE LAW ENFORCEMENT USING THE DATA FROM THE AUTOMATED LICENSE PLATE READERS, AND WITHOUT THE COLOR OF LAW AND OUTSIDE THE COLOR OF LAW, BECAUSE STATUTE IS VERY CLEAR THAT THE DATA THAT IS DERIVED FROM THE LICENSE PLATE READERS CANNOT BE USED IN ANY MEANS OTHER THAN THE COMPULSORY INSURANCE LAW.
SO WE BROUGHT AWARENESS TO THAT LAST YEAR.
BUT THIS YEAR WE HAD A LOT MORE DATA.
WE HAD SOME NEW EXPERIENCE.
PEOPLE IN THE INTERIM STUDY THAT WERE BOOTS ON THE GROUND TYPE, PEOPLE SUCH AS THE TWO LAW PROFESSOR WHO'S ALSO A DEFENSE ATTORNEY, HAD PERSONAL INTERACTION WITH THE COURTS OVER THE MASS SURVEILLANCE THAT'S TAKING PLACE.
AND THEN THE INSTITUTE OF JUSTICE WAS INVOLVED IN OUR STUDY.
WE HAD THE AMERICAN CIVIL LIBERTIES UNION LAST YEAR, WHICH HAS DONE EXTENSIVE WORK ON THIS.
AND SO THE SURVEILLANCE OF INDIVIDUALS BY YOUR GOVERNMENT IS REALLY IT'S NEITHER A LEFT NOR RIGHT ISSUE.
IT'S BASICALLY YOUR HUMAN RIGHTS.
YOUR NATURAL LAW RIGHTS ARE BEING VIOLATED WHEN THE GOVERNMENT SURVEILS YOU WITHOUT ANY REASON.
AND AND THAT IS WAS HIGHLIGHTED, I BELIEVE, BETTER IN THE SECOND INTERIM STUDY THAT WE HAD THIS YEAR.
AND SO TELL US A LITTLE BIT ABOUT THE COMPULSORY INSURANCE LAW AND A LITTLE BIT MORE ABOUT WHAT EXACTLY THIS DATA IS BEING USED FOR.
WELL, THAT THERE'S TWO THINGS.
BASICALLY, THE COMPULSORY INSURANCE LAW WAS BROUGHT IN BY SENATE BILL 359 IN 2016.
AND IT THE RECORDINGS THAT WE PLAYED FROM THE AUDIO OF THE ACTUAL MEETING WHERE COMMITTEE MEETING THE A AND B COMMITTEE MEETING WHERE THIS BILL WAS PUT FORTH OUT OF THE OUT OF THE COMMITTEE PROCESS, THE ATTORNEY FOR OR I'M SORRY, NOT THE ATTORNEY, THE LOBBYIST FOR THE DISTRICT ATTORNEY COUNCIL REASSURED MEMBERS OVER AND OVER THAT ALL THEY WERE GOING TO USE THIS CAMERA SYSTEM FOR WAS TO ENFORCE THE COMPULSORY INSURANCE LAW, WHICH AT THE TIME THEY WERE USING A STATISTIC OF 25% UNINSURED MOTORIST WITHIN THE STATE OF OKLAHOMA.
HOWEVER, THAT PERCENTAGE WAS INCORRECT.
IT WAS ACTUALLY 13.6.
IF YOU GO BACK AND LOOK AT THE DATA, THE REASON THEY USE THAT WAS IT WAS ACTUALLY 20, 25% BACK IN 2013.
BUT THERE WAS ANOTHER BILL THAT WAS PASSED THAT ALLOWED LAW ENFORCEMENT TO PHYSICALLY TAKE YOUR TAG AND FORCE YOU TO GO BACK TO THE COURT, COUNTY CLERK, IN ORDER TO PAY YOUR FINE TO GET YOUR TAG.
THAT HAD A TREMENDOUS EFFECT ON REDUCING THE AMOUNT OF UNINSURED MOTORIST IN THE STATE OF OKLAHOMA.
SO WHEN THE DA COUNCIL CAME TO THE COMMITTEE MEETING AT THAT TIME, I DON'T THINK THEY WERE EITHER AWARE OF THAT STATISTIC HAD FALLEN DRAMATICALLY.
SO THERE'S REALLY SO THAT WAS KIND OF A DISCREPANCY THAT I DISCOVERED IN, IN RESEARCHING THIS.
AND SO THAT THAT BILL WAS BASICALLY GAVE A REVENUE STREAM TO THE DISTRICT ATTORNEY COUNCIL BECAUSE THEY GET A CUT OF EVERY OF EVERY LICENSE PLATE THAT IS MONITORED OR CAUGHT ON THAT SYSTEM.
BUT ACTUALLY, THAT SYSTEM IS VERY QUESTIONABLE BECAUSE OF THE FACT THAT IT'S REALLY A FISHING EXPEDITION, BECAUSE IT IT'S A CONSTANT ON SYSTEM.
AND THEN IF YOU HAVE NOT PAID YOUR INSURANCE AND YOU HAPPEN TO DRIVE BY AND THAT TAG MATCHES A SOMEONE WHO HASN'T PAID, THEN IT THEN IT NOTIFIES LAW ENFORCEMENT, YOU'RE SENT A A LETTER AND THEN YOU HAVE TO PAY A FINE OR GO TO THIS DEFERMENT PROGRAM.
AND SO IT WAS REALLY QUESTIONED BY ONE OF THE LEGISLATORS WITHIN THE COMMITTEE MEETING, MR.
MOORE SAID, WHO SINCE PASSED AWAY.
BUT HE WAS SPOT ON BY SAYING THAT THIS WAS REALLY NOT A NOT NECESSARY BECAUSE OF THE FACT THAT THAT IT WAS BEING HANDLED CORRECTLY BY THE COURTS.
SO THERE WASN'T ANY EFFICIENT EFFICIENCY TO BE GAINED.
IT WAS MERELY A REVENUE STREAM FOR THE DISTRICT ATTORNEY'S COUNCIL.
AND THAT WAS THAT WAS WHY WE HAD THE OH, GO AHEAD, PLEASE FINISH.
NO, THAT'S THAT'S ALL I THANK YOU.
THAT WAS A REALLY GOOD ANSWER.
REPRESENTATIVE WALDRON KIND OF LAID THIS OUT FOR US.
HOW DOES HUNGER SHOW UP IN THE CLASSROOM, AND WHAT IS IT LIKE FOR STUDENTS, TEACHERS AND PARENTS WHO ARE SEEING THIS STRUGGLE EVERY SINGLE DAY?
WELL, I WAS A PUBLIC SCHOOL TEACHER MYSELF, AND I KNOW THAT WHEN YOU TEACH, THE KIDS COME TO YOU WITH ALL THE PROBLEMS OF SOCIETY, AND YOU HAVE TO MEET THEM WHERE THEY ARE AND ADDRESS THEIR NEEDS.
SO SCHOOLS KEEP FOOD PANTRIES.
THAT'S QUITE COMMON NOW.
AND A LOT OF OUR FAMILIES IN IN NATIONWIDE, 1 IN 8 FAMILIES IS ON THE SNAP PROGRAM IN OKLAHOMA.
IT'S 1 IN 6 IN MY COUNTY IN TULSA IT'S 1 IN 5.
AND THAT INCLUDES A LOT OF FAMILIES WITH SCHOOL AGE KIDS.
SO IT'S A VERY BIG ISSUE.
IF KIDS ARE COMING TO SCHOOL HUNGRY, OFTEN THE MOST RELIABLE AND MOST NUTRITIOUS MEALS KIDS HAVE ARE THE BREAKFAST THEY GET AT SCHOOL, THE LUNCH THEY GET AT SCHOOL, AND MAYBE THEY GET A BACKPACK OF STABLE GOODS TO TAKE HOME ON THE WEEKENDS.
AND TULSA PUBLIC SCHOOLS HAS EVEN DONE A LOT OF SUMMER FEEDING, TOO, BECAUSE THEY UNDERSTAND WHAT HAPPENS IF WE AREN'T MEETING KIDS NUTRITIONAL NEEDS.
IT CAUSES MENTAL HEALTH PROBLEMS.
IT CAUSES PHYSICAL PROBLEMS, IT CAUSES BEHAVIORAL PROBLEMS.
AND IF WE'RE REALLY SERIOUS ABOUT EDUCATING EVERY KID IN OKLAHOMA, THEN WE HAVE TO BE PREPARED TO MEET THEIR NUTRITIONAL NEEDS AS WELL.
AND IT'S VERY TRUE.
WHEN I WAS GROWING UP, I WAS ON FREE AND REDUCED LUNCHES, AND THAT WAS WHAT WE HAD.
I MEAN, YOU KNOW, MY DAD WORKED THREE JOBS TO TRY TO FIGURE THINGS OUT, BUT IT'S A REALLY COMMON THING.
IT'S EVERYWHERE.
AND IT WAS IT'S DIFFICULT FOR FAMILIES WITH SCHOOL AGED CHILDREN ARE JUST STARTING OUT OFTEN, AND THEY'RE AT THE LOWER END OF THE INCOME LEVEL AT THE SAME TIME AS THEY'RE TRYING TO SUPPORT LOTS OF PEOPLE.
NOW, FOR A REALLY A PRO-FAMILY STATE, THEN WE SHOULD BE PRO-FAMILY FOR THOSE KIDS WHEN THEY COME INTO SCHOOL.
AND WE SHOULD BE SUPPORTING HARDWORKING OKLAHOMA FAMILIES THAT ARE JUST TRYING TO MAKE ENDS MEET BY PROVIDING THEM WITH A GOOD, SAFE PLACE FOR THEIR EDUCATION.
AND THAT INCLUDES A CAFETERIA REPRESENTATIVE GAN COMING BACK AROUND TO THE AUTOMATED LICENSE PLATE READERS, PEOPLE WHO SUPPORT THIS TECHNOLOGY SAY IT HELPS SOLVE CRIMES FASTER.
WE'RE CRITICS ARE SAYING THAT IT CROSSES PRIVACY LINES.
WHERE WHERE'S THE BOUNDARY HERE?
WELL, I DON'T BELIEVE THE STATISTICS REALLY ARE BEING I DON'T THINK YOU'RE REALLY ABLE TO PROVE WHETHER OR NOT THESE THINGS ACTUALLY SOLVE CRIMES OR PREVENT CRIMES.
I DON'T THINK IT PREVENTS CRIMES AT ALL.
I THINK IT JUST BASICALLY TAKES PICTURES OF THE CRIMES THAT HAPPEN AND WHAT'S WHAT'S BAD.
THERE'S NO THERE'S NO YOU GET TO SEE THE CRIME, BUT THERE'S NOBODY THERE TO REACT TO THE CRIME.
AND, AND SO THAT'S, THAT'S KIND OF A MISNOMER.
AND THEN THE FRONTIER, WHICH IS A DID AN IN-DEPTH ARTICLE AND ANALYSIS ON THEIR CRIME STATISTICS THAT THE CITY OF TULSA WAS PUTTING OUT THERE.
AND THEY, THEY SAID THAT IT WAS REALLY THE THE DATA REALLY DIDN'T BACK UP THE CLAIMS AT THAT PARTICULAR TIME.
THEY SAID IT HAD A 100% SOLVE RATE FOR MURDERS WITHIN THE CITY OF TULSA.
BUT BACK IN 2018, THEY HAD THE SAME PERCENTAGE.
SO THAT IS REALLY THE STATISTICS AREN'T REALLY UPHOLDING.
I THINK, THE USE OF THE CAMERAS AND AND WHAT'S HAPPENING OUT HERE IS REALLY WE'RE VICTIMIZING THOSE WHO ARE INNOCENT, WHO AREN'T, WHO AREN'T DOING ANYTHING WRONG.
WE'RE SURVEILLING INNOCENT PEOPLE HERE, AND WE'RE STARTING TO SEE VICTIMS COME FORTH AND TELL OF THEIR EXPERIENCES OF WHAT HAPPENS WHEN THEY'RE SURVEILLED AND THEIR TAGS ARE INCORRECTLY READ.
AND IT'S REALLY WE HAD WE HAD A COUPLE OF EXAMPLES IN OUR INTERIM STUDY WHERE ONE LADY FROM AURORA, COLORADO, SHE AND HER DAUGHTER WERE HELD AT GUNPOINT ON THE GROUND, FACE DOWN ON HOT PAVEMENT, AND SHE WON A $2 MILLION LAWSUIT FROM THE CITY OF AURORA FOR THAT MISTAKE.
AND ONE OF THE THE TESTIMONY OF THE ATTORNEY FROM TWO LAW, THE TWO LAW PROFESSOR.
SHE SAID THAT THAT THE LAWSUITS ARE COMING FOR THE STATE OF OKLAHOMA.
AND THIS IS SOMETHING THAT IS TROUBLING IN THAT THE TAXPAYERS ARE GOING TO BE ON THE HOOK FOR THIS.
ONCE THESE LAWSUITS START APPEARING IN COURTS.
AND WE HAVE THESE VIOLATIONS LITIGATED.
AND SO IT'S A CONCERN THAT WE HAD THAT WE TALKED ABOUT WITHIN THE STUDY AND WITHIN THIS INTERIM STUDY.
WHAT IS THE SOLUTION TO THAT ASPECT SPECIFICALLY?
WELL, I THINK THE SOLUTION IS TO CALL IT WHAT IT IS.
AND WE SEE YOU MENTIONED THE DATA A MINUTE AGO.
THE US SENATOR LET ME GET HIS NAME REAL QUICK.
WEIDEN US SENATOR RON WYDEN HAS URGED THE FEDERAL TRADE COMMISSION TO LOOK INTO THIS COMPANY CALLED FLOP THAT IS PREVALENT, THAT THEY'RE THE ONES THAT IS THE THEY'RE THE GO TO COMPANY TO PUT ALL THESE CAMERAS UP.
THERE'S A FEDERAL TRADE COMMISSION INVESTIGATION THAT HE IS WANTING BECAUSE THE DATA AND THE PROTOCOLS OF THE INTERNAL CONTROLS SURROUNDING THE USE OF THESE CAMERAS JUST AREN'T JUST AREN'T IN THE LAW ENFORCEMENT AGENCIES, NOR IS IT IN WITHIN THE FLOCK CAMERA SYSTEM, THERE ARE ARCHITECTURAL HOLES WHERE PEOPLE ARE ABLE TO USE THIS DATA AND ACTUALLY SELL IT ON THE DARK WEB.
AND I THINK THIS WAS CALLED THE THEY FOUND OUT THAT IT WAS ON A RUSSIAN SITE THAT WAS SELLING PASSWORDS TO THIS DATA ON THIS RUSSIAN WEBSITE.
AND SO THERE'S THERE'S SOME REAL PROBLEMS WITH THIS WHOLE SYSTEM.
AND I THINK WHAT WE'RE GOING TO FIND OUT THAT UNTIL LAW ENFORCEMENT ACKNOWLEDGES THAT THERE IS A THAT THEY ARE OUTSIDE THE COLOR OF LAW WITH THIS, AND NOT ONLY THEN IF THE SOLUTION REALLY ISN'T STATUTORY BECAUSE WE ALREADY HAVE A LAW PROHIBITING THE USE OF THE DATA.
AND SO THE FOURTH AMENDMENT IMPLICATIONS ARE COMING WHERE PEOPLE'S RIGHTS ARE BEING VIOLATED HERE.
AND I THINK I THINK IT'S GOING TO FALL IN ON ITSELF IF OVER TIME.
AND I THINK THIS IS JUST A WARNING TO US ALL THAT THAT THIS COMPANY IS WAY OUT AHEAD OF ITSELF.
IT DOESN'T HAVE THE PROTOCOLS OR THE ASSURANCES THAT IT'S KEPT SAFE AND NEITHER DO.
AND THE INTERNAL CONTROLS WITHIN LAW ENFORCEMENT AGENCIES AREN'T THERE, BECAUSE THE TESTIMONY FROM, AGAIN, FROM THE ATTORNEY FROM TULSA TALKED ABOUT THE BOREDOM THAT SOME OFFICERS HAVE, AND THEY WERE JUST UTILIZING THE SEARCHES JUST TO HAVE SOMETHING TO DO.
SO THERE'S SOME REAL CRITICAL ISSUES HERE.
WE'RE GOING TO HAVE TO DIG INTO A LITTLE BIT DEEPER BEFORE WE PROVIDE A SOLUTION.
THANK YOU FOR THAT ANSWER.
REPRESENTATIVE WALDRON.
WITH THE RECENT SNAP CHANGES AS WELL AS FOOD COSTS RISING, WHAT CAN THE LEGISLATURE REALISTICALLY DO NEXT SESSION TO KEEP KIDS FED?
AND WHAT WOULD IT COST, REASONABLY TO FEED EVERY CHILD HERE IN OKLAHOMA IN SCHOOLS?
WELL, I'D LIKE TO BACK UP AND TALK ABOUT WHAT WE COULD DO BEFORE SESSION.
WE ARE FACING A HUNGER CRISIS HERE IN OKLAHOMA, AND IT'S TIME TO CALL A SPECIAL SESSION RIGHT NOW TO FILL THAT SNAP GAP.
EVEN IF THE SHUTDOWN ENDS TOMORROW, IT'S GOING TO TAKE WEEKS FOR USDA TO LOAD CARDS SO THAT PEOPLE CAN GO SHOPPING AND THANKSGIVING IS COMING.
WE HAVE MONEY IN THE RAINY DAY FUND RIGHT NOW TO COVER THAT SNAP GAP, AND THAT'S WHY WE DEMOCRATS HAVE CALLED FOR A SPECIAL SESSION TO DEAL WITH THIS CRISIS, BECAUSE FAMILIES ARE GOING HUNGRY THIS WEEK.
WE NEED TO ACT RIGHT NOW.
AND WHAT THE GOVERNOR HAS PROPOSED IS PENNIES ON THE DOLLAR FOR THE PROBLEM.
$1 MILLION A WEEK TO OUR FOOD, OUR FOOD BANKS.
THAT'S CONGREGATE FEEDING.
AND PEOPLE STILL HAVE TO COME TO THE FOOD PANTRIES.
AND WHAT IF YOU DON'T HAVE TRANSPORTATION?
WHAT IF THE FOOD PANTRY HAS FOOD FOR 50 AND 200 PEOPLE SHOW UP.
WE HAVE MONEY, WE HAVE FOOD.
IT IS A CRIME TO LET FAMILIES GO HUNGRY AMIDST PLENTY IN THIS STATE.
SO I SAY WE START RIGHT NOW.
BUT WHEN SESSION BEGINS, I WOULD ALSO LIKE TO SEE US INVEST IN SCHOOL DISTRICTS SO THAT MORE OF THEM CAN TAKE PART IN WHAT WE CALL THE COMMUNITY ELIGIBILITY PROVISION.
THIS WOULD ALLOW SCHOOLS TO COVER ALL THEIR KIDS UNDER FREE AND REDUCED LUNCHES, RECEIVE FEDERAL SUBSIDIES.
THERE SHOULD BE A STATE MATCH SO THE DISTRICTS CAN WON'T BE ON THE HOOK, BUT I DON'T BELIEVE WE SHOULD BE CHARGING KIDS FOR THEIR MEALS IN SCHOOLS.
WE SHOULDN'T BE ASSESSING DEBT FOR HUNGRY FAMILIES, AND WE SHOULDN'T BE SHAMING KIDS BY GIVING THEM A CHEESE SANDWICH WHILE THE KID NEXT TO HIM GETS PIZZA OR ROAST BEEF.
EVERY CHILD SHOULD HAVE THEIR NEEDS MET, AND IT'S NOT TOO MUCH TO ASK THAT WE FEED EVERY KID WE BRING TO OUR SCHOOLS.
IT YIELDS BETTER RESULTS IN CLASSROOMS, IT YIELDS BETTER RESULTS IN LEARNING, AND IT YIELDS BETTER RESULTS IN PUBLIC HEALTH ALL THE WAY ALONG.
IT'S A RESPONSIBILITY OF OUR GENERATION TO THE RISING GENERATION, AND I THINK IT'S TIME WE STEPPED UP TO IT.
WELL, THAT'S ALL THE TIME THAT WE HAVE.
I WANT TO THANK YOU SO MUCH, REPRESENTATIVE WALDRON AND REPRESENTATIVE GANN, THANK YOU SO MUCH FOR JOINING US.
THANK YOU.
THIS DISCUSSION.
AND, CASSIDY, THANK YOU.
WELL, THEY CALL IT FOREST BATHING, BUT YOU DON'T HAVE TO JUMP IN A LAKE TO EXPERIENCE IT.
IN THIS WEEK'S NATIONAL VIEW, WE'RE GOING TO VISIT COLORADO.
LEARN MORE ABOUT THE STRESS RELIEVING BENEFITS OF FOREST BATHING, COURTESY OF ROCKY MOUNTAIN PBS.
FOREST BATHING.
THOSE TWO WORDS CAN BE FOR AN INTERESTING DISCUSSION.
THE PRACTICE GOT STARTED IN IN JAPAN IN THE 1980S, AFTER A MAJOR HEALTH CRISIS OF THEIR COUNTRY.
WE DO.
SOMETIMES WE CALL THIS FOREST BATHING, SOMETIMES WE CALL THIS FOREST THERAPY.
AND THOSE TERMS, THEY WERE CHANGING THEIR WAY OF LIFE FROM AN AGRARIAN SOCIETY TO MORE INDOOR, HIGH TECH, HIGH STRESS.
SO PEOPLE'S LIFESTYLES REALLY CHANGED.
AND DURING THAT TIME, OVER A COURSE OF YEARS, THEY NOTICED THAT PEOPLE'S HEALTH WAS DECLINING.
AND SO THE GOVERNMENT STARTED STUDYING THAT TO TRY TO FIGURE OUT WHAT WAS GOING ON.
AND THEY REALIZED THAT THERE WAS A HUGE DIFFERENCE BETWEEN PEOPLE WHO WERE STILL SPENDING A LOT OF TIME OUTSIDE, AND THOSE WHO WERE NOT.
PART OF WHAT THEY LEARNED WAS THAT THE TREES EMIT CHEMICALS THAT ARE DESIGNED TO PROTECT THEMSELVES FROM PESTS AND DISEASE.
THE TECHNICAL TERM IS CALLED PHYTONCIDES, AND IT TURNS OUT THAT OUR BODIES HAVE RECEPTORS FOR THOSE PHYTONCIDES.
AND SO BEING OUT HERE AND BREATHING THOSE THINGS AND GETTING THE FRESHEST AIR BOOSTS OUR IMMUNE SYSTEM FOR UP TO 30 DAYS.
THERE IS A TON OF SCIENCE BEHIND IT.
YES.
I OFFER PUBLIC FOREST BATHING WALKS ALL OVER TOWN, BUT THIS PARTICULAR GROUP IS FOR THE COLORADO SPRINGS SENIOR CENTER.
MOST OF THE PLACES WHERE I GUIDE AROUND TOWN ARE NOT VERY ACCESSIBLE FOR PEOPLE WITH ANY KIND OF PHYSICAL LIMITATIONS, SO THIS PARK IS RELATIVELY FLAT.
IT'S OPEN, AND BUT YET ALL OF THE NATURE BEINGS ARE STILL VERY ACCESSIBLE.
BASICALLY, IT'S JUST BY SLOWING DOWN AND REALLY ENCOUNTERING NATURE THROUGH YOUR SENSES.
SO YOU SPEND TIME TOUCHING THINGS THAT ARE SAFE TO TOUCH AND BREATHING IN ANY SENSE THAT YOU NOTICE, AND LISTENING TO WATER AND BIRDS AND THE WIND BLOWING THROUGH THE TREES AND JUST ENCOUNTERING NATURE WITH ALL OF YOUR SENSES.
YEAH, I COULD USE A LITTLE BIT OF THAT ON THE NEXT EDITION OF THE OKLAHOMA NEWS REPORT.
THEY'RE SHOOTING FOR THE STARS AND BURNS FLAT, OKLAHOMA.
WE'LL VISIT THE EXPANDING FACILITIES THAT WILL ALLOW NEW AIRCRAFT TO REACH THE VERY EDGE OF SPACE.
FRIDAY AT SEVEN.
AND WE'RE GOING TO LEAVE YOU THIS WEEK WITH A LOOK AT A NEW EXHIBIT AT THE FRED JONES JUNIOR ART MUSEUM IN NORMAN, PUT TOGETHER FOR US BY JASON STEWART.
NOW REMEMBER, YOU CAN ACCESS ADDITIONAL NEWS CONTENT BY VISITING OUR WEBSITE, WETA-TV.
AND IF YOU'D LIKE TO WATCH ANY OF THE REPORTS IN THIS NEWSCAST AGAIN, THEY WILL BE AVAILABLE ON OUR YOUTUBE CHANNEL BY MONDAY EVENING.
FOR ALL OF US WHO PLAY A ROLE IN PUTTING THIS NEWSCAST ON THE AIR EACH WEEK, I'M RICH LENZ.
HAVE A GREAT WEEKEND.
COMING UP ON GALLERY AMERICA, WE MEET LETICIA BOERIO.
SHE'S A SCULPTOR AND AN ART PROFESSOR WHO GIVES NEW LIFE TO MATERIALS DESTINED FOR THE LANDFILL
