A state lawmaker proposes a new tax incentive to promote growth in rural Oklahoma.

State Rep. Tom Newell has proposed a new tax incentive to promote growth in rural Oklahoma. The proposal calls for a five year exemption from state income tax for anyone from out of state who moves into one of 25 Oklahoma counties expected to lose population in the next 60 years. Newell says the plan won't cost the state money, because those people aren't paying income tax to Oklahoma anyway.
