An Oklahoma Watch investigation finds state tax revenue diverted for private business. Employee tax withholding payments are being used to help pay for plant expansions and equipment purchases at 17 Oklahoma companies, including Hitachi and Goodyear. The program has so far cost the state 89 million dollars in uncollected revenue.
