At the height of the Bridgegate scandal, the Port Authority of New York and New Jersey appeared to be an agency rife with dysfunction. Chairman Kevin O’Toole and Executive Director Rick Cotton joined the Port Authority to right the ship. O’Toole addresses a recently leaked letter he wrote to state Senate leadership accusing the governor of “overreach” in hiring practices at the PA.
