THEY HAVE TO GET DONE IN 4 WEEKS INSTEAD OF 5 WEEKS AND ACTUALLY JUST I THINK CRUNCH TIME COMES AND WHAT WE CALL THE CONFERENCE COMMITTEES, WHICH JENNER IS THE LAST 2 WEEKS OF SESSION THAT WILL BE CONDENSED DOWN TO MAYBE 8 OR 9 DAYS AND SO WE'LL HAVE LESS TIME FOR THE CONFERENCE COMMITTEE REPORTS WHICH IS A BILL THAT PASSES THE HOUSE AND SENATE ARE DIFFERENT FORMS, DIFFERENT WORDING.
YOU'VE GOT TO HAVE THE SAME WORDING PASS THE HOUSE AND SENATE.
SO THE CONFERENCE COMMITTEES HAVE TO IRON OUT THOSE DIFFERENCES AND TRY TO COME UP TODAY.
COMPROMISE LANGUAGE OF THE MOST PEOPLE AGREE TO A RECENT JORDY.
AND SO THAT WILL BE SHORTENED TO 3 DAYS AND THAT'S TO ME, THAT'S NOT THE BEST FOR THE LEGISLATIVE PROCESS.
>> I KNOW COMMENTS HAVE FORWARD THAT THAT THE COVID AND THE THE CHANGES IN JUST THE LOGISTICS OF THE LEGISLATIVE SESSION MAY WELL HAVE.
HAD AN IMPACT ON THE NUMBER OF BILLS FOR CONSIDERATION THAT WE'RE IN THE 300, SIR.
SO I THINK AFTER THE MIDPOINT GOING INTO THE 2ND HALF OF THE GENERAL ASSEMBLY.
IT WOULD THE LOWER VOLUME OF BE SOMETHING THAT ALSO DROVE THE DECISION TO SEE IF IT COULD BE WRAPPED UP BY THE 21ST.

AND SO YOU GIVE THEM ANOTHER WEEK TO DO AMENDMENTS SO LITTLE DISCRETION A LITTLE BIT.
YOU KNOW, WE CAN ADAPT TO GET IT DONE.

>> REGARDING ITS ALL ROUND HOUSE BILL 1123, THIS IS ON EMERGENCY POWERS OF OF THE GOVERNOR.
YOU ARE ON.
YOU ARE ON THE SENATE RULES COMMITTEE.
A BIG DECISION THIS WEEK.

>> WELL, WE HAVE A SENATE BILL SENATE BILL FLORAL 7 THE DEALT WITH EMERGENCY POWERS OF THE GOVERNOR.
WE SENATE SENT IT TO THE HOUSE AND THE HOUSE PASSED 1123 AND SENT IT OVER TO THE SENATE.
AND SO WE DECIDED WE WE'RE AN 1123 TO 2 MEETINGS.
ONE WAS 4 HOURS IN THE ONE YESTERDAY WAS ABOUT AN HOUR LONG.
AND SO WE'VE GOT ABOUT 5 HOURS TIME ON 1123, WE PUT SOME AMENDMENTS IN AND PASS THE BILL OUT OF THE RULES COMMITTEE ON THURSDAY AFTERNOON YESTERDAY AFTERNOON THAT WILL GO BEFORE THE FULL SENATE ON MONDAY AND TUESDAY FOR SECOND AND 3RD READINGS.
AND IT LOOKS LIKE THAT'S GOING TO BE THE BILL THAT WE'RE GOING TO TRY TO PASS IN THE LONG FLORALS 7 WILL DIE IN THE HOUSE OF REPRESENTATIVES AND WILL USE 1123.
IS THE BILL TO LIMIT THE EXECUTIVE POWERS OF THE GOVERNOR.
>> I'M GETTING A SENSE THAT SOME PARTS OF THE PASSAGE WERE CONNECTED TO SOME OF THE AMENDMENTS THEY CAME FORWARD IN THE BILL ORIGINALLY THE GOVERNOR WAS PROHIBITED.
FROM CHURCHES DURING A STATEWIDE EMERGENCY.
BUT THAT WAS REMOVED BECAUSE ANOTHER PIECE OF LEGISLATION IS COMING ALONG TO PICK THAT ANYTHING THAT HAS THAT STRUCK YOU IN THE IN THE DYNAMIC, IN THE CONVERSATIONS ABOUT THE BILL DOES SEEM TO BE THE TURNING POINT FOR PASSAGE.
>> WELL, ACTUALLY LIKE THE WORDING BETTER THAN 1123.
AS IT CAME OVER FROM THE HOUSE.
BUT WE DO HAVE A SENATOR COOK FROM BETTER IN INDIANA, AUTHORED AND THAT PASSED THE SENATE AND THEY'RE HEARING THAT IN THE HOUSE AND THAT WILL THE BILL THAT CHURCHES AND WHAT THEY CAN DO DURING AN EMERGENCY ORDER.
SO WHAT WE HAD A LOT OF 23 WAS PRETTY STRONG.
THE GOVERNOR COULD DO NOTHING TO.
CONTROL CHURCHES AND THE BILL THE SENATE TO COOK HAS ACTUALLY SAYS THEY CAN'T DO ANYMORE TO THEY DO TO ANYBODY ELSE LOW IF CERTAIN BUSINESSES ARE ALLOWED TO STAY OPEN AND CHURCHES CAN STAY OPEN.
>> THIS ISN'T GOOD WEEK A LOT OF ACTIVITY IT HAS YOUR IMPRIMATUR YOUR PARTICIPANT ON THE SENATE RULES COMMITTEE ON THURSDAY ON MONDAY.

>> WELL, I THINK IT'S A IF A SCHOOL OF A PUBLIC SCHOOL ON PURPOSE ON THEIR OWN PLANNING AND MORE THAN HALF OF THE SEMESTER BY VIRTUAL EDUCATION INSTEAD OF IN PERSON AND THEY ONLY GET 85% OF THE REGULAR FOUNDATION TUITION FROM THE STATE.
AND SO WHAT'S HAPPENING NOW IT'S NOT THROUGH THEIR OWN RELIGION.
THEY DIDN'T TRY TO DO THIS, BUT DUE TO THE COVID 19 IN THE GOVERNOR'S ORDERS AND THE SCHOOLS HAD MORE THAN HALF OF THE TIME.
MOST SCHOOLS HAD MORE THAN HALF OF THE SEMESTER VIRTUALLY SO THEY WOULD WANT TO GET 85% OF THEIR MONEY, WHICH WOULD HAVE BEEN PRETTY BAD FOR THE SCHOOL'S FINANCIALLY.
SO THE SENATE BILL 2 ACTUALLY MAKES HIM HOLDING IS A 100%.
EVEN IF SAID THEY HAD MORE THAN HALF OF THEIR DAYS IN VIRTUAL EDUCATION.
>> AND THAT I BELIEVE IS RETURNING ITSELF BACK TO THE SENATE AND ALL SEEMS WELL, THEN IT'S ON TO THE GOVERNOR JUST YES, JUST IN TIME.
APPARENTLY.
>> YES, THAT'S CORRECT.
>> IN LEGISLATION THAT IS OUT FOR CONSIDERATION.
THERE ARE A NUMBER OF FALL UNDER EDUCATION THAT YOU HAVE AUTHORED OR COAUTHORED.
AND WHEN YOU PUT FORWARD IN A RECENT AS A PART OF A QUESTION OF WHAT DO YOU THINK ABOUT PRIORITIZING CIVIC EDUCATION.

>> WELL, I'VE BEEN WORKING ON THIS FOR SEVERAL YEARS AND I'VE GOT A COUPLE BILLS THAT HAVE PASSED INTO LAW.
THIS ONE IT IS BY REPRESENTATIVE TONY COOK NORTH OF INDIANAPOLIS AREA NO, NOT QUITE NOBLES OVER AROUND THE CITY AND IT IS SAYS THAT IT TAKES A YEAR TO DEVELOP THE STANDARDS.
BUT THE 2223 SCHOOL YEAR.
THE JUNIOR HIGH OR MIDDLE SCHOOL.
6, 7, 3 STRAIGHT AHEAD.
SO THEY'LL LEARN ABOUT OUR THEY'RE NOT LEARNING NOW AT THAT LEVEL AT THE MIDDLE SCHOOL LEVEL AND THEN THEY'RE REQUIRED TO TAKE ONE SEMESTER OF GOVERNMENT IN HIGH SCHOOL AND ONE SEMESTER OF ECONOMICS.
SO I THINK WE HAVE THIS EXTRA YEAR IN THE MIDDLE SCHOOL THAT WILL PREPARE THEM BETTER FOR THEIR ONE SEMESTER OF HIGH SCHOOL.
AND I THINK IT'LL GROUP FOR THE BETTER FOR LIFE AND UNDERSTANDING HOW OUR GOVERNMENT WORKS AND WHY WAS CREATED WHITE EXIST.
WHY WE DO THINGS THE WAY WE DO SO WE CAN HAVE MORE INFORMED CITIZEN THAT CAN MAKE BETTER LET PEOPLE THAT WILL CARRY THE GOVERNMENT TO HAVE AND THAT WE LIKE IN THE UNITED STATES.
>> I UNDERSTAND THE BILL HAS PASSED OUT OF THE SENATE BIPARTISAN SUPPORT.
AND IT'S NOW BACK IN THE HOUSE FOR THE NEXT STEP.
AND ALSO WITH US THAT WE SHOULD OPEN UP.
>> I THINK THAT WILL GO TO THE GOVERNOR IN MY PREDICTED TO BE THE GOVERNOR WOULD SIGN THE BILL WILL BECOME LAW.

IT SEEMS SOME OF THEM FALL UNDER THE UMBRELLA THAT'S HARD TO YOU.

TO PARENTS WHO CHOOSE TO USE VOUCHERS IN THE STATE OF INDIANA.
AND IT ALSO HAS E EDUCATION SAVINGS ACCOUNT FOR PEOPLE WITH DISABILITIES AND FOSTER KIDS.
SO IF YOU HAVE A CHILD IS DISABILITIES.
YOU'D BE ABLE TO UPTON TO A PROGRAM WHERE YOU CAN TAKE THE MONEY AND SAYS THE STATE'S $10,000 AND YOU CAN ONLY A 4TH OF THAT EACH QUARTER'S YOU HAVE $2500 EACH OR 3 MONTHS AND THEN YOU CAN SPEND THAT ON AN APPROVED LIST OF VENDORS AT THE HEART OF EDUCATION WOULD APPROVE SO YOU CAN HAVE YOUR DISABILITY SHOW.
GET THE SERVICE YOU THINK IS BEST FOR THEM.

GET A CLASS THAT THEY DON'T OFFER THAT THEY WANT TO GET SOME OTHER SCHOOL.

YEAH, I THINK MOST TEACHERS AND EDUCATORS ARE SAYING THAT STUDENTS ARE NOT LEARNING AS MUCH LAST YEAR.
>> AS IT DID THE YEAR BEFORE WHEN THEY ARE IN CLASS BEFORE COVID STARTED.
AND SO WE THINK THERE COULD BE A LOT OF SOME PEOPLE THAT IT COULD BE 50% LOSS.
75% MAYBE FOR 30%, WHATEVER IT IS.
I THINK MOST PEOPLE AGREE THAT THERE WILL BE A LOSS OF LEARNING DUE TO COVID-19.
AND SO WE'RE GETTING EXTRA MONEY.
SO STUDENTS WHO GO TO SUMMER SCHOOL AND GET EXTRA CLASSES AND GET UP TO SPEED A LITTLE BETTER AND LEARN SOME OF THOSE THINGS THAT THEY DIDN'T LEARN DURING THE COVID TIME IN THE VIRTUAL SCHOOL.
SOME KIDS DON'T LEARN IS GOOD.
HERSCHEL SCHOOL.
THEIR PARENTS STILL FACE CLOSE ATTENTION.
SO SOMETIMES AND SO THE STUDENTS ARE LOSING SOME OF THE KNOWLEDGE THAT THEY WOULD NORMALLY AGAIN.
SO HOPEFULLY BY HAVING THIS EXTRA MONEY PUT IN.
THEY CAN HAVE CLASSES THIS SUMMER THAT WILL HELP THEM PREPARE AND HOPEFULLY EVERYBODY BACK IN SCHOOL IN AUGUST OF THIS YEAR THAT FALL FOR THE FIRST SEMESTER, THE FULL YEAR.
>> THAT'S A GOOD SEGUE TO YET ANOTHER PIECE OF THAT MAKES ME HAVING GROWN UP OUT EAST.
OFTEN THE FALL TERM WOULD NOT BEGIN UNTIL THE WEDNESDAY AFTER LABOR DAY AND THERE WOULD STUDENTS WHO WORK IN MICHIGAN.
I UNDERSTAND THAT IT MIGHT BE ANOTHER STATE SCHOOL BEGINS AFTER LABOR DAY WEEKEND.
AND WE'RE LOOKING AT THAT PROSPECTS OF A.
THE FIRST DAY OF SCHOOL A SCHOOL CALENDAR FILSON.
>> WELL, THE BILL IN THE SENATE ORIGINALLY OFFERED THE BILLS TO HAVE SCHOOL START AFTER THE DAY AFTER LABOR DAY.
SO THIS GUY SHOULD BE TUESDAY IN MICHIGAN.
THEY MEMORIAL DAY WEEKEND AND THEY START AFTER LABOR DAY WEEKEND AND THEY ARE GETTING ALONG.
THEY'VE DONE IT FOR YEARS.
I THINK THEY'RE 8 OR 9 OTHER STATES THAT STILL HAVE THE UNITED STATES.
AND SO I THINK IN THE END IT COULD DO THE SAME THING.
I THINK WE COULD GET ALONG AND EVERYBODY COULD BE IN THE SAME SCHEDULE THAT WAY.
AND I THINK CHALLENGES THAT MATCHUP ATHLETIC EVENTS AND SOCIALS.
SO NOW WE HAVE TO 3 LEAD TO DIFFERENCES.
SOME OF THE START DATES IN THE AREA.
AND WHEN SCHOOL STARTS ICING COULD BE BETTER.
AND IN AUGUST AS THE BEST OUTDOOR MONTH OF THE YEAR.
YOU KNOW, WE SHOULD BE GOING BOATING SWIMMING AND HUNTING FISHING AND TAKING VACATIONS AND DO IT.

SEE IF THEY'RE STILL ALIVE AND FUNCTIONING AND GIVE THEM AN OPPORTUNITY TO GET SOME ADDITIONAL TRAINING SO THAT THEY CAN FIND A MEANINGFUL JOB IN THEIR LIFE.
A LOT OF THESE PEOPLE HAVE SOME MENTAL DISABILITIES AND PHYSICAL DISABILITIES, BUT THEY CAN DO SOMETHING SO THEY CAN SORT PART TO.
THEY COULD PUT THINGS IN A BAG.
EACH DAY.
AND SO WE LIKE THIS GET THOSE PEOPLE BECAUSE THEY'RE A LOT OF THEM ARE TAXPAYERS ARE HELPING SOME THEIR LIVELIHOOD.
SO BE GOOD IF THEY COULD BE PRODUCTIVE CITIZENS AND GET OUT AND GET A JOB.

AND I THINK EVERYBODY LIKES POPCORN OR THEY COULD BE GOOD THROUGH THE END OF THE HAVE A FAVORITE SNACK BEING POPCORN.
