MEANWHILE, THE INDIANA SENATE AND THE HOUSE VOTED TO OVERRIDE GOVERNOR ERIC HOLCOMB'S VETO OF A BILL THAT WOULD ALLOW LAWMAKERS TO CALL THEMSELVES BACK INTO A 40 DAY SESSION DURING AN EMERGENCY ESTABLISH AN EMERGENCY ADVISORY GROUP AND GIVE THE GENERAL ASSEMBLY MORE CONTROL OVER HOW CERTAIN FEDERAL FUNDS ARE SPENT.
THE ABILITY TO MOVE POWER FROM THE EXECUTIVE BRANCH TO THE LEGISLATIVE BRANCH DURING AN EMERGENCY MAY BE RESOLVED BY THE JUDICIAL BRANCH, REPORTS SUGGEST A LEGAL CHALLENGE MAY DETERMINE WHETHER THE LEGISLATION IS CONSTITUTIONAL.
WE'LL HEAR FROM A HOUSE COAUTHOR AND A SENATE SPONSOR OF THE OVERSIGHT BILL ON TONIGHT'S PRIMETIME.

GIVE ME YOUR THOUGHTS IF YOU WOULD SHARE WITH US YOUR SENSE OF THE PATH THAT HB 11 23, THE OVERSIGHT LEGISLATION, THE PATH THIS BILL HAS TAKEN AND THE SENSE OF WHERE WE ARE IN THE PROCESS RIGHT NOW.
WELL, THE BILL THERE ACTUALLY WAS A HOUSE BILL AS WELL AS A SENATE BILL.
ELEVEN TWENTY THREE WAS THE HOUSE BILL SENATE BILL WAS FOUR 07 I BELIEVE AND THEY WERE SOMEWHAT SIMILAR.
THEY HAD SOME DIFFERENT PROVISIONS.
WE PASSED ONE OUT, WENT TO THE SENATE.
IT STAYED THERE.
THE ELEVEN TWENTY THREE WAS THE ONE THAT SEEMED TO BE MOST AGREEABLE BY BOTH CHAMBERS AND SO WITH SOME TWEAKS IT CAME BACK TO THE SENATE AND AND WE HAVE WORKED ON IT PASSED OUT OF THE SENATE, WENT BACK TO THE HOUSE FOR APPROVAL AND WE SENT IT TO THE GOVERNOR SOME TIME AGO AND OF COURSE HE VETOED IT.
IT CAME BACK WE REVIEWED IT AGAIN AND AND IT WAS PASSED AND AND WE OVERRODE HIS VEHICLE ON HIS IS VETO ON THURSDAY IN THIS BILL YOU'VE SHARED IN SOME NEWS REPORTS THAT THIS LEGISLATION HAS BEEN ABOUT COMMUNICATION OR I GUESS SPECIFIC TO THE LAST 12 MONTHS YOUR SINCE THE QUANTITY OF COMMUNICATION BETWEEN THE GOVERNOR'S OFFICE AND THE STATE .
WELL, ORIGINALLY YOU SEE THAT THE COVID OR THE PANDEMIC HIT RIGHT AFTER WE ADJOURNED LAST YEAR WE WERE IN SHORT SESSION SO WE LEFT ABOUT THE 12TH OF MARCH AND IT WAS THE 16TH OF MARCH THAT REALLY THE PANDEMIC BECAME CRITICAL.
THE EMERGENCY ORDERS WERE IMPOSED AND AT THAT POINT TIME WE STARTED THE ROUND OF EMERGENCY ORDERS WITH THE GOVERNOR AND WITH THE FEDERAL GOVERNMENT COMING DOWN.
THE PROBLEM BECAME APPARENT ABOUT I THINK WE WERE OK IN APRIL MAY BUT AROUND THE 1ST OF MAY IT BECAME APPARENT THAT THE GOVERNOR WAS ACTING AND YET THERE WAS NO COMMUNICATION BACK TO THE GENERAL ASSEMBLY.
THE LEADERSHIP OF THE GENERAL ASSEMBLY WAS TELLING THE MEMBERS AS WE WERE ACT ASKING THAT THEY WERE ORIGINALLY THEY WERE IN CONTACT THE GOVERNOR'S OFFICE AND THEN THE CONTACTS THE MEETINGS BEGAN TO SLIM OUT AND THERE JUST WEREN'T AS MANY THEY DIDN'T HAVE AS MUCH INPUT .
THE RANK AND FILE MEMBERS OF THE GENERAL ASSEMBLY REALLY DIDN'T HAVE INPUT AT ALL.
CONTACTS WERE BEING MADE THROUGHOUT AS ITEMS DEVELOP, PROBLEMS DEVELOPED IN OUR DISTRICTS.
THERE WAS A CRISIS DOWN IN I THINK LOGANSPORT AND DELPHI WITH THE MEATPACKERS, THOSE MEATPACKER PROCESSING CENTERS WERE WERE CLOSED BECAUSE INDIVIDUALS WHO WORKED THERE WERE SUFFERING COVID WHICH BACKED UP THE SYSTEM THE WHOLE PROCESS WE HAD FARMERS WHO ARE TRYING TO PROCESS THEIR THEIR ANIMALS.
THEY COULDN'T THEY DIDN'T HAVE ANY PLACE TO GO WITH THEM AND WE WERE ASKING FOR SOME RELIEF OR AT LEAST SOME HELP MAKING SUGGESTIONS ON HOW THIS COULD BE ADDRESSED AND WE SIMPLY HAD NO COMMUNICATIONS WITH THE GOVERNORS OFFICE AND WITH INDIVIDUALS WITHIN THE GOVERNOR'S OFFICE AND THAT STARTED TO DETERIORATE THROUGH THE SUMMER MONTHS.
IT JUST BECAME VERY DIFFICULT, VERY FRUSTRATING.
OUR CONSTITUENTS WERE TALKING TO US BUT YET WE WEREN'T ABLE TO ACHIEVE ANY KIND OF COMMUNICATION WITH PEOPLE WITHIN THE GOVERNOR'S EXECUTIVE OFFICE AND AND THAT WAS EXTREMELY FRUSTRATING WAS FRUSTRATING FOR US.
IT WAS EXTREMELY FRUSTRATING FOR OUR OUR CONSTITUENTS AND AND THEY EXPECT MORE YOU THE SAME AND I'VE SAID THIS BEFORE THE SAME SIX AND A HALF MILLION HOOSIERS THAT ELECTED THE GOVERNOR OF INDIANA OR VOTE FOR THE GOVERNOR OF INDIANA ELECTED ONE HUNDRED AND FIFTY PEOPLE TO REPRESENT THEM IN INDIANAPOLIS AND I THINK THEY WERE RIGHTFULLY VERY, VERY FRUSTRATED BY THE FACT THEY DIDN'T THINK ANYBODY WAS LISTENING AND NO ONE WAS WAS HEARING THEM IN INDIANAPOLIS AND WE FELT VERY, VERY STRONGLY THAT WE SHOULD HAVE SOME INPUT NOT THAT WE NEEDED TO CONTROL HIS ORDERS, NOT THAT WE SHOULD OVERRIDE HIS ORDERS BUT THAT WHEN YOU'RE SPENDING UP I THINK IT WAS TWENTY SEVEN BILLION DOLLARS OF FEDERAL MONEY THAT MEMBERS OF THE GENERAL ASSEMBLY SHOULD HAVE SOME INPUT ON HOW THAT MONEY IS BEING SPENT.
THEY SHOULD HAVE SOME INPUT ON WHAT PRIORITIES ARE THERE JUST AS OUR PEOPLE ARE TELLING US WE NEED MONEY FOR MAYBE PERSONAL PROTECTION EQUIPMENT, MAYBE FOR ECONOMIC RELIEF FOR SOME OF OUR BUSINESSES WERE THE HARDEST HIT AND YET THERE WAS NO INPUT.
THERE WAS NOTHING WE COULD DO BECAUSE WE HAD NO CONVERSATION GOING BACK AND FORTH BETWEEN THE EXECUTIVE BRANCH AND THE GENERAL ASSEMBLY REPRESENTATIVE.
BUT LET ME ASK YOU TO COMMENT ON THE SAME QUESTION YOUR SENSE OF THE JOURNEY THAT THE OVERSIGHT LEGISLATION HAS TAKEN THE THE THE ONE ON ONE BETWEEN THE GOVERNOR'S OFFICE AND THE LEGISLATURE RELATIVE TO THE VETO AND YOUR SENSE OF WHERE WE GO FROM HERE.
OK, WELL FIRST OF ALL, BRIAN, THANK YOU SO MUCH BRUCE, THANK YOU SO MUCH FOR HAVING ME ON.
IT'S IT'S A PLEASURE TO BE HERE AND YES.
SORRY FOR THE TECHNICAL DIFFICULTIES BY THE WAY, YEAH.
YOU KNOW THIS IS I WILL ECHO WHAT SENATOR GLICK'S SAID.
WE HAD SO MUCH COMMUNICATION ISSUES ON TOP OF THE FEDERAL DOLLARS NOT BEING ALLOCATED TO THE LEGISLATURE.
I TOOK DOZENS AND DOZENS AND DOZENS OF CALLS ON A DAILY BASIS.
AND YOU KNOW WHAT WE DID IS I TRIED TO ANSWER AS BEST I COULD TRYING TO UNDERSTAND EXECUTIVE ORDERS I MADE DOZENS OF CALLS TO THE GOVERNOR'S OFFICE ON A WEEKLY BASIS ALMOST AND THAT'S WHY WE FELT WE NEEDED TO HAVE A SEAT AT THE TABLE AND LIKE SENATOR GREGG SAID, WE'RE NOT TRYING TO TAKE POWERS AWAY.
WE'RE TRYING TO SHARE IN THE CONVERSATION AND THE DECISION MAKING BECAUSE WE'RE BOOTS ON THE GROUND UP HERE AND AROUND THE STATE.
SO THESE DECISIONS NEED TO HAVE HE NEEDS TO HAVE THAT INITIAL AUTHORITY.
BUT WE ALSO NEED TO BE PART OF THAT DISCUSSION BECAUSE WE'RE WE'RE CLOSEST TO THE PEOPLE WE SEE THE IMPACTS OF THESE EXECUTIVE ORDERS AND I THINK GOING FORWARD OVERRIDING THE VETO OF COURSE THE GOVERNOR DID HAVE IT'S A DIFFERENCE OF OPINION ON WHETHER THE CONSTITUTIONALITY IS IS SOLID OR NOT.
WE BELIEVE IT IS AND UNDER AN EXECUTIVE SESSION OR I'M IN EMERGENCY SESSION INSTEAD OF A SPECIAL SESSION, WE THINK THAT WE ADHERE TO THE CONSTITUTIONALITY TEST.
I HAVE SEEN IT SUGGESTED BY SOME FROM WITH JUDICIAL EXPERIENCE THAT PERHAPS RATHER THAN TO TAKE IT TO COURT THAT THAT WE TAKE IT TO THE PEOPLE AS AS A CONSTITUTIONAL AMENDMENT TO ADDRESS THE ISSUES.
LET ME GET YOUR YOUR SENSE OF OF THAT APPROACH VERSUS TAKING A MORE FORMAL JUDICIAL PROCEEDING.
LET ME START WITH YOU, SIR.
SURE.
WELL, I MEAN I KNOW THAT THAT'S THE NORMAL PROCEDURE THAT WE HAVE TO DO THIS THROUGH TWO SESSIONS THAT GOES BEFORE THE PUBLIC FOR FOR DECISION IN AN ELECTION.
BUT THIS IS THIS IS AN EMERGENCY SITUATION AND YOU KNOW, WE'RE GOING TO STAY IN SESSION THROUGH MAY OR MAY THROUGH NOVEMBER 15TH.
WHAT WE'RE TRYING TO DO RIGHT NOW IS ADDRESS IN AN EMERGENCY NATURE WE CAN'T AFFORD TO WAIT FOR.
WE DON'T KNOW WHAT'S GOING TO HAPPEN IN THE NEAR FUTURE WILL THIS PANDEMIC RESURRECT ITSELF OR WILL THERE BE ANOTHER ONE COMING?
WE HAVE TO ACT QUICKLY RIGHT NOW TO HAVE THAT ABILITY TO BE THERE ON DAY TWO OF NECESSAR OUR LEGISLATIVE COUNCIL WILL BE IN PLACE.
I THINK WE'VE GOT A GOOD POLICY LONG TERM.
YES, THAT COULD BE TRUE.
BUT I THINK RIGHT NOW WE NEED TO ACT WITH THE TOOLS THAT WE HAVE.
SENATOR GLICK, HOW ABOUT YOU MAYOR?
I INTRODUCED AS J.R.
I THINK IT'S EIGHT WHICH CALL JUST FOR THAT CALL FOR A A CONSTITUTIONAL AMENDMENT WHICH WOULD ALLOW THE GENERAL ASSEMBLY TO CALL THEMSELVES BACK INTO SESSION ON A REGULAR SESSION BASIS CALLED BY THE GENERAL ASSEMBLY.
THE YOU HAVE TO REMEMBER THE CONSTITUTION THAT WE'RE OPERATING UNDER WAS CREATED IN 1850 ONE.
THERE'S BEEN SUBSTANTIAL CHANGES.
THE EMERGENCIES OF PRE CIVIL WAR INDIANA ARE MUCH DIFFERENT THAN THE EMERGENCIES THAT WE'RE FACING HERE AND NOW HOWEVER, IN CONSIDERATION OF THE THIS PARTICULAR BILL AND THESE BILLS THAT WE ADDRESSED IN THE SESSION, THE STATUTORY AUTHORITY THAT THE GOVERNOR HAS FOR EMERGENCY ORDERS WERE CREATED BY THE GENERAL ASSEMBLY.
THEY'RE NOT CONSTITUTIONAL.
THEY WERE CREATED BY THE GENERAL ASSEMBLY AND WE SIMPLY ADDED PROVISIONS TO THAT SAME STATUTORY FRAMEWORK THAT WOULD ALLOW THE LEGISLATURE TO CALL ITSELF BACK INTO SESSION.
SO IT WOULD BE THE SAME AS HIS EMERGENCY ORDERS ARE EMERGENCY ORDERS WOULD WOULD FIT RIGHT THERE AS WELL.
SO WE BELIEVE THAT WE HAVE WE HAVE STRONG STANDING BUT YOU KNOW, THERE'S ALWAYS A DIFFERENCE OF OPINION AND I GUESS IF YOU'RE GIVING UP POWER OR YOU FEEL THAT YOU'RE SHARING POWER AND YOU DON'T WISH TO DO SO, YOU PROBABLY HAVE THE YOU TAKE THE POSITION THAT IT'S ALL EXTRAJUDICIAL AND AND UNCONSTITUTIONAL.
BUT I THINK REALISTICALLY ALL WE'RE ASKING FOR IS THE REPRESENTATIVES OF THE PEOPLE TO BE INVOLVED IN SOME OF THE DECISION MAKING AND TALKING THROUGH SOME OF THE RULEMAKING .
I THINK WHEN THE GOVERNOR CAME OUT WITH HIS MASS MANDATE I BELIEVE IT WAS LAST AUGUST IF HE'D HAVE HAD SOME INPUT FROM MEMBERS OF THE GENERAL ASSEMBLY HE MIGHT HAVE APPROACHED IT DIFFERENTLY.
HE CERTAINLY WOULD HAVE HAD THE INPUT FROM FROM PEOPLE WHO WERE EVERYDAY CITIZENS WHO ARE WALKING AROUND AMONG OUR CONSTITUENTS AND COULD HAVE SAVED HIM SOME EMBARRASSMENT.
HE DID BACK DOWN FROM THE IDEA OF OF CRIMINAL PENALTIES ON NOT WEARING MASKS.
BUT I THINK, YOU KNOW, THAT COULD HAVE BEEN AVOIDED.
I'M NOT SAYING THAT WHAT HE'S DONE IS WRONG.
I DON'T AGREE WITH ALL OF HIS ORDERS BUT I DO BELIEVE THAT THAT HE COULD HAVE BENEFITED AND SHOULD HAVE BENEFITED FROM FROM INPUT BY THE GENERAL ASSEMBLY AND WHEN YOU GET TO THE FINANCIAL END OF THINGS, THE ACTUAL BUDGETARY PROCESS, THIS INFLUX OF TREMENDOUS AMOUNT OF FEDERAL DOLLARS, I THINK IT'S ABSOLUTELY PARAMOUNT THAT THE GENERAL ASSEMBLY IS INVOLVED IN IN THE ALLOCATION OF THOSE FUNDS AT LEAST TO THE EXTENT THAT WE WE GET SOME IDEAS WHERE THAT MONEY WOULD BE MORE IT COULD BE IMPLEMENTED WHAT WOULD BE A STRONGER POSITION FOR THE STATE OF INDIANA GOING FORWARD?
WE DON'T WANT TO THROW MONEY AT THIS SITUATION AS MUCH AS WE WANT TO MAKE SURE THAT THIS MONEY WHICH IS THE PEOPLE'S MONEY IS APPLIED IN A UNIFORM FASHION IS APPLIED IN A WAY THAT THAT DOES THE MOST GOOD FOR THE MOST PEOPLE BECAUSE IT'S A BELONGS TO THE PEOPLE.
ALL WE WANT TO DO IS MAKE SURE THAT THE MOST EYES ARE ON THIS PROCESS AND ARE INVOLVED IN THE ACTUAL DISTRIBUTION THAT THOSE FUNDS WE'RE SPEAKING TONIGHT WITH STATE SENATORS WHO GLIK STATE REPRESENTATIVE DAVE EBBITT HERE ON PRIME TIME IF YOU'D LIKE TO JOIN US, YOU SEE THE NUMBER THERE EIGHT SIX SIX NINE SIX NINE TWENTY SEVEN TWENTY AND SENATOR GLIK, A NICE SEGWAY.
SPEAKING OF FUNDING TO RECEIVE WORD OF AN EXTRA TWO BILLION DOLLARS IN TAX REVENUE.
I GUESS IF THERE ARE HAPPY PROBLEMS THIS COULD BE ONE OF THEM.
AND I'M WONDERING FROM EACH OF YOU WHAT YOU'RE ADVICE WOULD BE FOR THE SENATE FINANCE COMMITTEE OR THE HOUSE WAYS AND MEANS COMMITTEE CHAIRMAN TIM BROWN CALLED IT UNIQUE, AMAZING AND EXCITING ALL AT THE SAME TIME.
BUT THERE ARE LOTS OF PROBABLY TWO BILLION WAYS OF SPENDING IT BETWEEN EDUCATION PRIORITIES AND STATE AGENCIES CAPITAL PROJECTS.
SENATOR, LET'S START WITH YOU.
YOUR SENSE OF WHAT'S NEXT WITH THE BUDGET BUILDING?
WE'VE HAD SOME SOME EVEN IN THE SHORT PERIOD OF TIME SINCE THE NEW REVENUE FORECAST CAME OUT WHICH WAS ON ON THURSDAY, WE HAVE BEEN LOOKING AT THOSE STATE DEPARTMENTS THAT THE GOVERNOR A YEAR AGO SAID TO THEM TO CUT BACK THEIR THEIR APPROPRIATION REQUESTS.
HE SAID CUT BACK YOUR BUDGET 15 PERCENT.
SO WE'RE LOOKING AT THE IDEA OF RESTORING MANY OF THOSE PROGRAMS TO THE FULL AMOUNT THAT THEY WERE REQUESTING LAST YEAR.
WE'RE ALSO LOOKING AT THE IDEA OF PAYING DOWN SOME SOME DEBT TO FREE UP MONEY FOR IMMEDIATE NEEDS AND ONGOING NEEDS.
THIS IS THIS IS A CURSE AND A BLESSING, IF YOU WILL.
YES.
I'D RATHER HAVE MORE MONEY INSTEAD OF LESS.
BUT YOU ALSO DON'T WANT PEOPLE TO GET CARRIED AWAY WITH THE IDEA OF JUST BECAUSE IT'S IN YOUR POCKET YOU HAVE TO SPEND IT THIS IS MONEY THAT WON'T BE AVAILABLE NEXT YEAR OR THE YEAR AFTER IF WE DON'T USE WISELY WE WANT TO MAKE SURE THAT IT'S NOT HURLED AROUND A ONE TIME FASHION BUT IT'S INVESTED IN THE FUTURE OF INDIANA.
IF THAT MEANS IN THE SCHOOLS IN THE EDUCATION PROCESS, SO BE IT .
THAT'S THAT'S A GOOD IDEA.
THAT'S CERTAINLY A RELEVANT FACTOR.
BUT THERE IS SO MUCH MONEY COMING IN RIGHT NOW IN THE FROM THE FOR THE THREE STIMULUS PACKAGES, SOME SCHOOL SYSTEMS IN THE STATE OF INDIANA ARE RECEIVING AS MUCH MONEY FROM THE FEDERAL GOVERNMENT THIS YEAR OR OVER THESE THREE PACKAGES AS THEY WILL IN THE THE TUITION SUPPORT FROM THE STATE OF INDIANA AND WHAT THAT LEADS TO IN SOME CASES IT'S THE IDEA THAT WE'RE FLUSH WITH MONEY AND WE CAN JUST SPEND WILDLY AND THAT IS JUST NOT PRUDENT IF IT'S NOT IT'S NOT GOOD GOVERNMENT.
IT'S NOT GOOD ECONOMICS.
SO SO WE REALLY HAVE TO LOOK AT THIS IN TERMS OF WHAT IS THE MOST EFFECTIVE WAY TO INVEST THIS MONEY IN THE FUTURE OF THE STATE REPRESENTATIVE HAVERT WHAT DO YOU WHAT IS YOUR YOUR THOUGHT ON THE ANNOUNCEMENT FROM JUST A DAY OR SO AGO NOW?
WELL, I WAS VERY EXCITED AND FOUND THAT OUT AND I REALLY HAVE TO SAY I AGREE 100 PERCENT WITH THE SENATOR ELECT IS SAYING, YOU KNOW, IT'S TO TWO POINT FOUR BILLION HOWEVER YOU WANT TO LOOK AT IT, THERE'S A LOT OF DISCUSSION ABOUT BEING PRUDENT WITH THE SPENDING.
MY UNDERSTANDING IS THE MONEY NEEDS TO BE USED BY 2024 WHICH MEANS WE DON'T HAVE TO RUSH INTO THIS AND GET EVERYTHING RIGHT OUT THE DOOR.
WE LOOK AT THIS AND SPEND WISELY AND AS FAR AS LIKE ONE TIME SPENDING I THINK WHAT THE WORD I'VE BEEN HEARING FROM WAYS AND MEANS IS THAT WE DON'T WE WANT TO SPEND IT ON PROJECTS OR OR THINGS THAT NEEDS TO BE SPENT ON THAT DON'T HAVE TO BE SUSTAINABLE.
FOR INSTANCE, AS AN EXAMPLE, I'M NOT SAYING THIS WILL BE THE DECISION BUT TEACHERS FUNDING IF YOU WERE TO PAY ON THE TEACHERS RETIREMENT FUND THE SIX TEACHERS RETIREMENT FUND FOR INSTANCE, YOU COULD PAY THAT DOWN TO WHERE THAT SAVINGS WOULD BE PASSED ON YEAR AFTER YEAR EVEN THOUGH YOU HAVE A ONE TIME SPEND TO SPEND DOWN THE RETIREMENT PENSION FUND THAT THE SCHOOLS HAVE TO PAY INTO, THAT FREES UP MONEY FOR THEM TO SPEND SAVE FOR TEACHERS EDUCATION JUST AN EXAMPLE.
WE DON'T REALLY KNOW WHERE IT'S GOING TO GO.
I'VE GOT REQUESTS IN RIGHT NOW FOR THE STATE HISTORIC SITE SO WE HAVE ELEVEN HISTORIC SITES AROUND THE STATE.
WE'VE NEED A LOT OF MAINTENANCE.
IT'S LONG TIME OVERDUE METAMORA WHITEWATER CANAL FOR INSTANCE.
THAT'S A BEAUTIFUL SITE BUT IT'S IN DISREPAIR.
IT'S SHUT DOWN BECAUSE OF THAT RIGHT NOW AND THAT IS ALSO GENERATED A LOSS OF REVENUE NOT JUST AT THAT SITE BUT AT THE STATE MUSEUM IN INDIANAPOLIS WITH A LOSS OF SCHOOLCHILDREN AND THE TOURS AND THE EDUCATIONAL PROGRAMS AND ALL THE OTHER 11 SITES THERE.
I'M LOOKING FOR A SET I'M ASKING FOR A SIX MILLION DOLLAR INFLUX THERE ONE TIME TO GET US UP TO WHERE WHEN WE HAVE TOURISM IN INDIANA WE BRING PEOPLE IN THAT THEY'RE GOING TO SEE OUR BEST FOOT FORWARD.
THEY'RE GOING TO HAVE A MEMORY THAT THEY TAKE WITH THEM RATHER THAN BE DISHEARTENED WHEN THEY SEE A SITE THAT DOESN'T HAVE A WATER WELL THAT RUNS A BOAT THAT FLOATS OR GRISTMILL THAT ACTUALLY WORKS.
SO THESE ARE THINGS I THINK WOULD WORK GOOD LONG TERM FOR DEVELOPING OUR ECONOMY AND OUR TOURISM.
THAT'S JUST ONE EXAMPLE.
BUT I THINK I THINK A LOT OF TIME AND THOUGHT WE'VE GOT THAT I THINK THE ABILITY TO HOLD A LITTLE BIT BACK WE DON'T KNOW WHAT'S COMING.
WE CAN HAVE ANOTHER RESURGENCE.
SO I THINK THE THOUGHT WILL BE TO THAT BECAUSE WE HAVE TWO TO TWO POINT FOUR BILLION EVEN THOUGH WE HAVE A COUPLE OF YEARS TO WORK WITH IT, WE DON'T WANT TO JUST SPEND IT LIKE A DRUNKEN SAILOR.

THESE WERE VERY DIFFICULT ON SMALL BUSINESS.
I WAS A LANDLORD AND MY PROPERTY RIGHTS WERE TAKEN AWAY.
NOT ONLY WAS MY PROPERTY RIGHTS TAKEN AWAY BUT ALSO THE JUDICIAL PROCESS IN THE COURT SYSTEM FOR MONTHS.
SO I HAD PROPERTY WHERE I LOST TEN THOUSAND DOLLARS ON ONE PROPERTY.
BUT THERE'S COMPANIES LIKE MINE THAT ARE FALLING THROUGH THE CRACKS BECAUSE THE COMPANIES ARE ILSE'S.
IF EACH PROPERTY WAS AN LLC WE WOULD QUALIFY BUT IF THE WHOLE THE WHOLE LLC HAS MULTIPLE ASSETS YOU JUST WON'T QUALIFY TO MEET THE GUIDELINES THE STATE IS SET FORTH.
I WISH SOMEBODY ON THE ECONOMIC SIDE OF THIS THAT I KNOW THE GOVERNOR'S OFFICE IS SETTING STANDARDS FOR HOW THIS IS SUPPOSED TO FILTER BACK DOWN TO THE COMPANIES THAT HAD LOSSES WOULD DO A BETTER JOB AND UNDERSTANDING THE MECHANICS OF IT I QUALIFY FOR AN EMERGENCY INJURY DISASTER THROUGH SBA BUT NOT NOT FOR A GRANT FOR FOR A LOAN TO KEEP CASH FLOW GOING.
SO MY MY CONCERN IS I DON'T THINK ANY ONE BRANCH OF GOVERNMENT SHOULD BE ABLE TO JUST SIDELINE LEGISLATIVE AND JUDICIAL PROCESSES IN THE STATE FOR MONTHS ON END.
AND I'M HAPPY THAT YOU GUYS ARE HOPEFULLY TAKING ACTIONS THAT WILL KEEP THAT FROM HAPPENING AGAIN.

OUR ECONOMY IS BOOMING RIGHT NOW BELIEVE IT OR NOT.
IT'S REBOUNDED.
PEOPLE ARE GETTING BACK TO WORK BUT THERE THERE ARE SOME INDUSTRIES THERE SERVICE INDUSTRY LIKE I SAID AND OUR AS MIKE JUST MENTIONED SOME OF THESE SMALL SPECIALTIES LANDLORD THAT HAVE TAKEN A HIT.
I THINK THEY'RE GOING TO NEED SOME HELP AND I THINK WE NEED TO LOOK AT THAT.
I THINK TAKING A GOOD APPROACH AS A CENTER OF WORK AND I SAID, YOU KNOW, WE'VE ALSO GOT A COUPLE OF THE BILLS WE CAN TOUCH ON IF WE WANT THAT WE'RE DOING IN ADDITION TO THIS ONE THAT WOULD PROTECT OUR RIGHTS FOR OUR RIGHT TO WORSHIP THAT WE CAN WORSHIP IN THE FUTURE WITHOUT THE THREAT OF BEING CLOSED OR TREATED DIFFERENTLY THAN ANY OTHER ESSENTIAL BUSINESS.
I'D LIKE TO SEE THAT BILL GO A LITTLE FARTHER BUT WE WILL DO WHAT WE CAN DO AT THIS POINT IN TIME AND I THINK I'LL LEAVE I'LL LEAVE IT AT THAT.

SO THERE'S A THERE IS A CURRENT BILL THROUGH OGURA OFFICE OF COMMUNITY AND RURAL AFFAIRS THAT IS ALLOWING THE LIEUTENANT GOVERNOR TO TO MAKE SOME AWARDS OF TEN THOUSAND DOLLARS GRANT ACTUALLY THE GRANTS ARE TO COUNTIES AND CITIES COMMUNITIES AROUND THE STATE AND THEN THEY CAN BREAK IT DOWN AND GIVE IT TO SMALL BUSINESSES.
I THINK THEY TAKE THE FORM OF TEN THOUSAND DOLLAR GRANTS BUT TO ASSIST THEM ON SOME OF THESE THESE ISSUES NOW AGAIN I THINK MIKE IS CORRECT.
I BELIEVE THE LANDLORDS ARE A LITTLE WORSE POSITION AND BECAUSE THEY CAN'T BREAK IT DOWN QUITE LIKE A RESTAURANT COULD SAY HERE WHERE OUR RECEIPTS BEFORE COVID HERE ARE RECEIPTS NOW AND THE LIMITATIONS ARE CLEARLY SHOWN ON THE BALANCE SHEET FOR THE LANDLORDS.
THEY HAD PEOPLE IN THEIR BUILDINGS.
THEY HAD THEY HAVE ELECTRICAL BILLS.
THEY WENT UNPAID.
THEY HAD EVICTIONS THEY COULDN'T DO BECAUSE PEOPLE EITHER COULDN'T OR WOULDN'T PAY THEIR RENT.
MANY OF THEM HAVE NO INTENTION OF MAKING IT UP TO THE FORBEARANCE WAS THAT YOU DIDN'T HAVE TO PAY RENT OR YOU COULDN'T BE EVICTED IF YOU DIDN'T PAY RENT DURING THIS PERIOD.
BUT NOW THE YOU KNOW, IF YOU WILL, THE TIME HAS COME FOR THEM TO MAKE UP THE RENT THAT WAS UNPAID AND THESE LANDLORDS KNOW THEY'RE NOT GOING TO GET THE MONEY.
THE MONEY IS NOT FORTHCOMING.
THE RENTER IS GOING TO MOVE IN MANY CASES AND THE LANDLORD IS JUST SIMPLY LOST THEIR INVESTMENT BECAUSE MANY OF THEM HAVE PROPERTIES THAT THEY'RE PAYING A MORTGAGE ON AND THEY DIDN'T RECEIVE THE MONEY FROM THEIR TENANTS SO THEY COULDN'T MEET THEIR OWN MORTGAGE PAYMENTS.
SO THEY'RE LEFT IN A FINANCIAL SITUATION THAT IS NOT OF THEIR CHOOSING AND NOT OF THEIR MAKING AND HE'S HE'S VERY CORRECT THAT THAT IS NOT SOMETHING THAT'S BEEN ADDRESSED IN ANY OF THESE BILLS THAT WE HAVE SEEN AND I HAVE SEEN IT RECENTLY THAT NEEDS TO BE ADDRESSED.
WE CAN'T SOLVE ALL THE PROBLEMS BUT I THINK WE SHOULD ADDRESS SOME OF THE ISSUES WHERE GOVERNMENT DID MAKE THOSE RULES AND I THINK GOVERNMENT NEEDS TO TO GIVE SOME RELIEF TO THE PEOPLE THAT WERE IMPACTED BY THOSE RULES AND IF ONLY WE HAD A RULE TO FIND MORE MINUTES AND A HALF HOUR.
