>> WE LOOK AT THE COMPONENT OF MARIJUANA AND WE ARE LOOKING AT THE FACT THAT MUCH OF THE MARIJUANA PRODUCED TODAY HAS ABOUT 30% IF NOT MORE POTENCY OF THC .
WHEN WE ARE STARTING TO IDENTIFY SOME OF THE PSYCHIATRIC ISSUES THAT ARE COMING TO THE SURFACE AND EXACERBATED AS A RESULT OF CONTINUED MARIJUANA USE, IT MAKES A LOT OF SENSE WHEN YOU LOOK AT THE CHANGES IN THE POTENCY.
>> Reporter: CANNABIS HAS CHANGED OVER THE LAST DECADES.
IF YOU WERE USED TO DRIVING A 70s ERA OLDSMOBILE AND THAT ALL OF THE SUDDEN SET BEHIND THE WHEEL OF A TESLA, IT WOULD NOT BE THE SAME DRIVING EXPERIENCE.
THE SAME GOES FOR MARIJUANA GROWERS.
EXPERTS NOTICE A TREND WITH THE INCREASE IN THC CONTENT.
>> WHY IS IT BECOMING MORE POTENT?
IS IT THE COMMERCIALIZATION OF CANNABIS CREATING THE NEED IN THE MARKET TO MAKE IT MORE POTENT TO GET PEOPLE HIGHER FASTER FOR LONGER?
IS IT BECAUSE IT IS BECOMING A COMMERCIAL PRODUCT AND THERE IS COMPETITION FOR USERS?
>> I THINK THAT ABSOLUTELY PLAYS A ROLE IN IT.
WE ARE IN A SOCIETY WHERE MORE IS BETTER AND FASTER IS BETTER.
WHEN WE THINK ABOUT THE DOSAGE OF MARIJUANA AND THE WAY THAT ALL OF THAT IS DERIVED, WE ARE IN A POSITION WHERE I THINK OUR BODIES ARE NOT REALLY ABLE TO HANDLE WHAT IS BEING PUT INTO THEM SOMETIMES.
>> Reporter: A 500 PAGE REPORT RELEASED BY THE NATIONAL ACADEMY OF MEDICINE WAS ONE OF THE MOST COMPREHENSIVE STUDIES OF RECENT RESEARCH ON THE HEALTH EFFECTS OF RECREATIONAL AND THERAPEUTIC CANNABIS USE.
ONE OF THE CONCLUSIONS WAS THAT MORE RESEARCH WAS NEEDED TO UNDERSTAND THE EFFECT OF CANNABIS ACKNOWLEDGING THAT WOULD REQUIRE EVERY CATEGORIZATION OF MARIJUANA BY THE U.S.
DRUG ENFORCEMENT ADMINISTRATION THE REPORT WAS ABLE TO DRAW CONCLUSIONS ABOUT MARIJUANA USE.
ONE OF THE MOST CONCERNING?
THERE IS SUBSTANTIAL EVIDENCE OF ANY ASSOCIATION BETWEEN CANNABIS USE AND THE DEVELOPMENT OF SCHIZOPHRENIA WITH THE HIGHEST RISK AMONG THE MOST FREQUENT USERS.
>> WHEN WE LOOK AT SOME OF THE SIDE EFFECTS WHAT WE SEE IS MOOD IRREGULARITIES.
DIFFICULTY SITTING IN YOUR OWN SKIN.
A LOT OF HOPELESSNESS AND WORRY TO THE POINT WHERE THE HOPELESSNESS THAT WE SEE IS STARTING TO TURN INTO SUICIDAL IDEATION.
>> Reporter: IS THAT ONLY WHEN THEY ARE ON THE DRUG THAT THEY EXPERIENCE THAT OR IS THAT LONG- TERM CHANGE IN THEIR BRAIN AND THE WAY THAT THEY EXPERIENCE THINGS?
>> BOTH.
SO IT IS NOT ONLY HAVING AN EFFECT ON THEM WHILE THEY ARE UNDER THE INFLUENCE BUT ALSO THEREAFTER THERE WAS A STUDY THAT WAS DONE IN NEW ZEALAND NOT TOO LONG AGO THAT IDENTIFIED A DECREASE IN IQ BY SIX POINTS RELATED TO MARIJUANA.
WE ARE NOT JUST TALKING ABOUT WHAT IS OCCURRING WHILE PEOPLE ARE UNDER THE INFLUENCE BUT THE LONGER-LASTING SIDE EFFECTS FOR SOMETIMES MONTHS AND YEARS AFTERWARD.
>> Reporter: WHAT ABOUT THE EFFECT ON ADOLESCENTS MIX IN STATES WHERE IT IS LEGAL FOR RECREATIONAL USE LIKE COLORADO, THE LEGAL AGE IS 21 BUT YOUNG PEOPLE ARE STILL GETTING THEIR HANDS ON THIS FEDERALLY ILLEGAL NON-FDA APPROVED SUBSTANCE.
ACCORDING TO DATA COLLECTED BY THE NATIONAL INSTITUTE OF HEALTH, TEENAGERS ARE NOW MORE LIKELY TO USE MARIJUANA THAN CIGARETTES WITH NEARLY 6% OF 12th GRADERS USING THE SUBSTANCE EVERY DAY.
>> IT IS ONE OF THE MOST TYPICAL PRIMARY DRUGS OF CHOICE FOR THEM COMING INTO TREATMENT.
>> Reporter: A PEER REVIEWED MEDICAL JOURNALS ISSUED BY THE AMERICAN MEDICAL ASSOCIATION RESEARCHERS FOUND ADOLESCENT CANNABIS CONSUMPTION WAS ASSOCIATED WITH INCREASED RISK OF DEVELOPING DEPRESSION LATER IN LIFE.
>> A LOT OF THE WAYS THAT THE PREFRONTAL CORTEX HELPS US THROUGH THE BEGINNING OF ADULTHOOD.
WHEN WE START TO PUT CHEMICALS INTO PLACE THAT OUR MIND ALTERING, LIKE THE THC COMPONENT OF MARIJUANA, WE START TO BECOME HINDERED AND ALTERED WHEN ALL OF THOSE IMPORTANT MILESTONES ARE TO BE ACHIEVED.
>> AND FROM A MEDICAL STANDPOINT, IT IS CONCERNING.
THERE IS LACK OF RESEARCH.
IT MAKES IT IMPOSSIBLE TO RESEARCH LOOKING FORWARD, WHICH IS KIND OF HOW YOU PROVE HOW MEDICATIONS WORK.
>> Reporter: DOCTOR ANDREW IS AT THE LEHIGH VALLEY HEALTH NETWORK AND HE SEES PATIENTS CURRENTLY USING LEGAL, MEDICAL MARIJUANA.
>> THE BIG THING WE HAVE TO DO IS TO RESEARCH IT AND HAVE THESE RANDOMIZED TRIALS GOING FORWARD AND KIND OF SHOW THERE IS A LOT OF VARIABILITY IN MEDICAL CANNABIS.
THERE ARE TWO MAIN SUBSTANCES IN CANNABIS BEING THC AND WE DO NOT UNDERSTAND DOWN THE ROAD THE EFFECT THAT THEY MAY HAVE.
WE CAN SEE THAT LOOKING BACK IT CAN HELP WITH PAIN, INFLAMMATION, ANXIETY, PTSD, BUT THAT IS ONLY WITH CERTAIN FORMULATIONS.
>> Reporter: SHOULD STATES LIKE PENNSYLVANIA DO?
THE LIEUTENANT GOVERNOR IS TRYING TO UNDERSTAND IF WE COULD LEGALIZE MARIJUANA RECREATIONALLY.
WHAT IF HE WAS SITTING RIGHT HERE.
WHAT WOULD YOUR ADVICE BE TO HIM?
>> TO SLOW DOWN.
TO LISTEN TO THE PEOPLE.
LISTEN TO THE OPINIONS.
TAKE RESEARCH INTO CONSIDERATION.
LOOK AT WHAT THE RESEARCH IS SHOWING US THUS FAR AND TO SLOW DOWN AND MAKE IT REALLY INFORMED DECISION NOT BASED ON NECESSARILY WHAT PEOPLE WANT BUT WHAT IS IMPORTANT FOR PUBLIC HEALTH.
THAT WOULD BE MY SUGGESTION.
