In just a little more than a month health care exchanges established by the federal Affordable Care Act will be up and running. Even though the clock is ticking Texas has refused to set up its own health exchange. In addition individuals and small business owners still have questions about the program and there is concern that insurance rates are about to hit the ceiling.
