With the deadline nearing to avoid a government shutdown, the Legislature passes their version of the budget without a millionaire's tax. Will the governor sign, veto or conditionally veto it? What are the political ramifications? Without any action two of the state’s largest tax incentive programs will expire at the end of the month. There’s still no agreement on what will happen next.
