- It was apparent to me at least the northern cities that would include Detroit, were headed toward A great deal more poverty, a The answer to that I saw as - And when you say nothing comes up but IPS is part of who I am.

Not only have I been I went from kindergarten It's because of Unigov, because they left the of this whole scheme of things, our enrollment was - When you diluted the all those white suburban votes, it was in escapable to say that African-Americans as a result of the No doubt about that.

- I remember the fact Carolyn's mother, testified She said, "This is a For almost a year Caroline And even when we to see her grandchildren, - Unigov was brilliant and its political equation.

It just came at a cost.

And the cost, I would say, 50 years later.

- [Announcer] "Unigov, of Modern Indianapolis," by support from Marianne Tobias, Janie and Mickey and Dr. Gene and Joanne Sease, in partnership with and the Franklin College - [Narrator] Unigov, the and county government functions, helped shape the Indianapolis It now is like a part At one time, though, it in a way few other issues have.

- I don't think I had just that we will end that sort of thing.

- My mother-in-law said, "I'll That's what she said.

And she darn near didn't.

- If it would have it wouldn't have - [Narrator] Before Unigov, Indianapolis was a quieter, maybe even There was an oft repeated that had a flight attendant "We're now landing Please set your watches whichever you prefer."

- I remember Mayor and Carl Stokes in very much the fact that of population out There was a great a great deal more racial strife.

In other words, the but to be losing traction And I saw the potential in all the battles that I was trying to get the The influence of the So that was on my mind But the answer to that, I saw as what came to be known as Unigov.

That we would pull together whatever might be its status, of the other townships outside of Center Township - And this was a time of We're a much more but at the time the great cities were really subjects Everybody knew the names, Coleman Young's in Detroit and and these were big figures in And so to be watched and who was trying to turn around - [Narrator] Richard Lugar and his fellow did not invent the - It is our system which - [Narrator] President Lyndon of Democrats into in the 1964 election.

Following that huge win, controlled the governor's of the Indiana General Assembly, the Indianapolis mayor's They tried to pass They failed.

(crowd chanting) Rising unrest across against the Democrats.

Republicans in Indiana made in 1966 and 1968.

In 1967, Lugar won and Republicans gained In 1968, Republican Ed Whitcomb as Richard Nixon As 1969 dawned, the GOP of both Indiana state and - The Republican Party's in And they figure out, and figures out very well, that they've got to - [Narrator] The hidden who came to achieve legendary L. Keith Bulen had been of Representatives in 1960 Following the Goldwater he set out to take control and reshape the - This was a guy who or four best political Flamboyant, brilliant to tell you that he was as well, who really operated almost like in that he preferred to to be behind the scenes He's a guy who would the dotting of the last I.

- [Narrator] The stage was but the process that led - My recollection is there I think it was almost after we kind of resolved on the University of about his issues and chief executive for which he had no And he just laid that morphed over time into how do we How we address those how do we structure government to make those And Unigov was born.

- Dick began to of these articles about metropolitan of the United States.

Anybody who knew Dick Lugar that he had an And when are you it was almost as if you've and he began to give that was in his brain.

So we kind of agreed that we'd talk about it - [Narrator] That first of meetings behind closed doors at an old mansion on the A group gathered there about how Unigov might Those gathering were all men.

They also were all white.

- [Man] We are here this who have treated us for - [Narrator] The push to at a critical time for black The construction of the and the building destroyed historically and uprooted many - We're used to getting pounded, but this was out It was really something.

I will never forget my parents - Two things typified One was its large size relative And second was the lack in great number to Indianapolis.

So because of that, to find housing, education and I'm not saying they but they had greater freedoms in other communities.

The more adversarial a protest, the more confrontational a So I think that the fact matter of fact, blacks greater housing opportunities than any other black And they didn't wanna - We were actively The first lobbying against the Unigov bill.

I can recall going to standing outside, sending going to committee hearings.

- When you diluted by adding all those it was inescapable to say that African-Americans as a result of the No doubt about that.

What they gained with of the City-County Council in neighborhoods which would a few African-American faces I think if you would ask "Would you like two or three City-County Council or control you can guess what - Unigov was the single governmental structure And it was done without any 27% of the population was In other words, none of the Kitchen Cabinet - [Narrator] The fact that that devised Unigov did not became one of the most of both the plan and the There would be other - There was a And Keith Bulen, Lugar's by bragging about it being In that, what you were doing to the city that had And so the proof there of every mayoral the first election in 1967.

So in other words, 1971 of the new Indianapolis.

And it was a landslide for just as almost every mayoral - [Narrator] The partisan Even though Democrats under for their own version of Unigov, they opposed it when Republicans - Jim Beatty was of the Democratic Party.

He did testify against during the process But I'd have to tell Ned and I've met with and he said, "Well, you guys probably did do - We had an evening the full House, just of people who were interested, And during the course of the with Jim and I said, "Jim, you And he said, "I know, but we're gonna make - Beatty and Barton, they Beatty was not to get the support for his and Barton wasn't astute enough to realize the importance And a lot of that significant could have had But you know, history's It's not made with time, it's made up with individuals.

Individuals who and other people who Lugar succeeded, Barton failed.

- [Narrator] Not to Unigov came from Democrats.

There were Because Indianapolis did not have home rule, the to approve the plan.

Community leaders and lawmakers worried their influence Legislators from other wondered why they should care.

- When we finally had then all kinds of and that included schools, it included law enforcement, It included township Everybody came out to oppose it because it did affect their - [Narrator] Because the compromises had to be made.

Perhaps the biggest to include public The impact of that decision would have long-lasting Once again, race played a part.

- I find it inconceivable what the implications were.

Did they know that it would that the school has 30,000 people in it out Probably not.

You could have foreseen that?

But they did had to would keep blacks within the existing borders That was obvious because the school systems, If it wasn't for Hugh Dillon's there would have been no And for a long time in those schools.

- Dick Lugar thought And you may recall of the Indianapolis He had introduced what he in those days, and to make Shortridge what today we'd call And Dick even said at one "I've done the calculations.

And if we had a including schools this is the perfect because we could have one that would cover schools It's when the that we finally decided - [Narrator] Unigov's backers of the plan because it to secure the votes were combined with urban It was not the only to get Unigov - The chief criticism that Unigov took place That a event of this magnitude of the people struck in Indianapolis as wrong.

- If there had Unigov would have been So the question that well, I should say what that if there'd and if it would have if there'd been a referendum the way it did, it We had other examples of Nashville, Charlotte, A referendum is not - The group as a whole we should have a referendum.

- Most of us had no that we were a that our government system it's a representative democracy.

And the people make by selecting their And it's incumbent upon who allegedly have more to make a judgment to make on behalf of those And that was the philosophy So we had no we don't think a - I understand there back in those days that we couldn't have passed - [Narrator] Even with the opposition to the - The groups that John when we were getting close like Lawrence and and Meridian Hills that had either a full full-size or at least a quasi government, like somebody like And we had to address that.

And that's why we have the - I remember Dick Lugar and he took lawyers with him on the questions that And then at the Dick would make a what to add or take out.

- [Narrator] With all the right down to tensions the question arises, what - The answer to bad And we were trying that we thought was better for the residents.

And when enough people were for where it was headed, we That was not, that to impact in any way, what was going on here.

- There's a line that Dick about this, and he said, of my hands tied behind to governing in Marion - If we did that, we of population that was probably People would have We would also have one We would know with 25 that there would by the districts And we'd have all the The decisions there in a I thought it was a great it was gonna be very difficult.

- [Narrator] After much the Indiana General in the 1969 session.

What emerged from the was a crazy quilt system included some townships, and maintained at that and sheriff's departments.

This system began to and was fully The closest thing it in the 1971 mayor's race against a flawed and won a resounding triumph.

The question stopped being but instead became, - And it's really a product is causing people to downtown Indianapolis.

That was a work in progress.

But I think he often for reversing the flight away from the inner city - But after they supposedly they still had to They still had people They still had 11 And so they had that were still separate, Matter of fact, I think they - [Narrator] One thing of Unigov agree upon is economic growth for the and Marion County.

The sources of that remain to this day - Richard Nixon claimed that Indianapolis was He said that because and what they had The city-county white flight politically, not A lot of them would but not leave the So it was his favorite city.

It's tremendous.

You're harming the by giving these tax that don't pay taxes.

They pay a disproportionate and it's voted on people that don't live For years it was for years that a disproportionate - Unigov helped to make of Indianapolis once But he did so many other things, whether it was sports, to reverse that trend and in how he did so.

Now, you can get into about whether stadia are but in 1974, to do so and rather than at the and to put it downtown would be building an arena in Carmel or in Greenwood or really took some vision.

And so he had this and working in that when you when of Indianapolis today, I think along with some - [Narrator] What would if Unigov hadn't happened?

- I think we'd with dozens of literal - Oh, I think St. Louis Peoria, Illinois There are cities all that are examples of communities by their surrounding areas, in the middle and not of the residents - It was built on the as well as Center Township See, in the language of I hope I'm not wrong, It doesn't mention race.

It just had a racial impact.

That's the beauty of it.

That's what I'm saying, for what its purposes were, but how it came to be So what Unigov did between the haves and the - We never dreamed would embrace the community After this happened, the and Mr. Lilly, the one that he met with Dick Lugar And he said, "You know, all over the world."

And he said, "I'm gonna to concentrate on Indianapolis, the city where we made our - [Narrator] The fights that are now 50 years in the past.

Some of the wounds to bring it into Some have not.

And some fell in between, with his mother-in-law.

- We'd call her and she wouldn't have She wouldn't see your grandkids And then we'd invite her she wouldn't come.

Well, we got to Christmas to come for Christmas And so she came and John fixed her favorite and she had a couple of drinks and she loosened up and - That's true, when she she said, "Hello," and I said, "Well, Marcia, it's And she said, she didn't say And I said, "Marcia, we're Would you like one?"

And she looked at me and said, Well, after the the whole environment changed.

- [Narrator] The news is now Los Angeles, Nashville, and all other major - Otherwise not here in the state of that they can possibly do well.

And the reason that is because of all of you all across the state.

His first assignment on the newly sworn-in Richard Lugar.

He's read a piece by about how Lugar has taken of supporting a new state Harrison has agreed and catch him up on the (upbeat music) - How are you, old buddy?

(Howard laughs) Thanks for coming on So, good to see you, So, I hear you're the brilliant, irrepressible young journalist - Hey, no comment.

(Harrison and Howard laughing) - Oh, I can't wait about the new Beatle's album.

We got that even over in Nam.

Hey, have you found a girl of Sergeant Pepper's - Hey, look, I can't help it if ♪ I can't get no satisfaction ♪ - [Howard] Yeah, you love the Here we go again, huh!

(Harrison laughs) - So, your beat the new mayor?

- I'm one of many I'm sure (Harrison giggles) So, tell me what's been going on since I've been especially about this new mayor?

- Well, his campaign was He's all about, "Some And "Let's get - And what's this about and the mayor suppo-- - Just a few weeks we started to hear at the that'd been around a while.

(Harrison giggles) A new state university.

(Harrison laughs) And the mayor's excitement After you called, I pulled including some notes and photos at the press club.

Now, these are all the key to John Burkhart's house to discuss this new I don't know how much out of the public eye, but it should be - Wow, thanks a lot!

I suppose you've got because the IU news - In part, but after I wrote (giggles) everything went quiet.

- Oh oh!

(Howard and Harrison laughing) - Let me give you the - Oh, great, great, - For the backstory, we when IU President Herman Wells allowed a quiet whether homes and lots in the vicinity of between White River and on the West side.

They even had a guy.

His name was Charles Hardy who purchased many that were paid for by the state, for what they called, "Fair value purchases."

- [Howard] Really!

(Harrison chuckling) - The university a poverty stricken, depressed, Classic urban slums.

And soon, nearly 2,000 And by the way, Chicago and Milwaukee their classic urban slums But here in Indianapolis, people's homes and small and torn down so the land could be used for The Metropolitan called the area university It was about the size - [Howard] Interesting - [Harrison] So, this I mean, people are And to make matters worse, looming on the horizon is the state highway had began using what some called harsh methods of acquisition to make way for the convergence I-65, I-69, I-70, and I-74.

- [Howard] That's right.

- And much of the cuts through the that residents called home.

So, when the upset residents the university blames the state.

And Hardy, he says, "Our activities were tiny (Howard giggles) Hardy had a hard job I mean, strong advocacy to fight against the The university had funding new living quarters I mean, there were It was a real mess.

(Howard sighs) And that brings us up to now.

- Thanks for the update.

- Now, these are those key And I have it on good that they are meeting at on the West side.

These men are quietly this new university.

They're meeting to (Harrison laughing) - You think anything - (laughing) Are you kidding me?

They can't get anything done.

Indianapolis has the in the nation.

It would take a miracle.

- Maybe they'll Who's this?

- That's John Burkhart They are the hosts.

- [Howard] He's the one And I hear he has that are going very well.

- He's a very His wife, Ardath in bringing educational (chuckles) Look at that house.

The Nixon's stayed there on their most recent - Quite a house.

(Harrison laughs) - And this is Larry Borst.

- [Howard] I remember the name.

- [Harrison] He's a who will probably He is a big picture guy He and John Mutz solve They work as a good cop/bad And he's a vegate, veterinarian.

(Howard and Harrison laughing) - Ah, that's John Mutz.

He's a very savvy businessman - He's often called He's a busy guy and I've no idea what he's (Howard and Harrison laughing) Oh, and his mother-in-law I've heard some great stories at Thanksgiving dinner.

(Howard and Harrison laughing) This is Carl Dortch.

- [Howard] Oh, yeah, I for that Chamber of Book practically ran the - [Harrison] There was a rule that no building could rise in the Circle.

Dortch got behind the City County Building.

He created the He did these even Book, ruled the roost.

(Harrison giggles) At the time, the for federal funding I mean, can you believe that?

Carl Dortch actually (Harrison giggles) And they ended that crazy notion that no building could rise Maybe that's a sign that Indianapolis is (Harrison laughing) - Thomas Hasbrook.

What a story.

- [Harrison] Yeah, - Hasbrook was a who was blinded by a grenade I remember when I was a kid in one of the newspapers about how his wife Mary He got a big job at Lilly.

- He's known for his smarts.

And he'll enlarge any but is very pragmatic Next up is John W. Walls.

Now, this is a man from Lugar brought him over in his administration.

And most importantly, he of the Greater Indianapolis (Harrison giggles) Which has some Democrats to Although I hear Walls isn't (upbeat music continues) - Oh, I know who this is.

Doctor Ned Lamkin, he is a legislator, and his wife Martha - They're one of that everybody knows.

Now this, this is the very Very unusual and savvy.

Bulen joined the Army Air Corps straight out of After serving he got a and his law degree from He was a prosecutor before After the Johnson he rounds up the Republicans and becomes leader of the His fellow Republicans revered He turned the whole political starting in '66.

John Burkhart said, and I quote, "His political and as a giant far ahead of his time and able to see the and his city."

Borst is calling it (Howard and Harrison laughing) And here's your man.

- The mayor himself, He's so young.

You know, I've been in preparation for this piece.

Quite a story, a small then a Rhodes scholar to A stint in the navy He gets voted to and then despite disagreements he runs for mayor and wins.

(Harrison chuckling) - Okay.

And this brings us to the and in many ways my Now we probably disagree but he's got a personality And he thinks it's his job to take over every - I can't wait.

(Harrison giggles) - Mister Beurt SerVaas.

- The entrepreneur, yes.

- [Harrison] He'll talk more but he'll knows a hell of I really loved the couple of And his position as president puts him in a strong And those are our key players.

I hear they have a couple to write up legislative - I can't wait to see how If you have the time it'd - I'd love to help Let's keep in touch.

(group clapping) To get right to it, the good news is we have strong Republican at each level of the state - [Group] Very good!

- We have both a as well as a great opportunity.

And we've asked you here to discuss an While this year's election and the legislature doesn't we believe that we planning for any major John and I, and more recently, our new young mayor have been talking that we would like It is time to seriously for the City of Indianapolis.

As you know, the four state in Indianapolis, but none really count as A major university is Let's discuss.

- Now, I wonder how the will think of this.

I mean, they are already since we took away some of The four university presidents and decide how to But, now with the each president has to make - I'm sure that is something we will have to deal with, but I'm more concerned in the country has its We cannot become the without a university Now, I recently met with and opened a discussion reorganization of which would include a here in Indianapolis, perhaps with a similar to what UCLA has to Now we have not yet had a but an Indianapolis university in the central city, and create a variety Collaboration with an would provide support and expansion in the city.

Finally, a university for revitalizing that has had its share of - The University Quarter to locate such an urban campus.

Make no mistake about it.

The ground has by the Metropolitan I strongly believe that our by a separate board with trustees to be appointed just as those two schools are.

And it absolutely should include the medical, dental that are already there, period!

- We could have where regional and national for the benefit of and the greater region.

We should also and heritage of Indiana Avenue was the home and the Madam CJ Walker Theater is right in the Lockefield Gardens, the is nearby too.

- We can get local Democrats Surely they would welcome in the center of the city.

- Well, if this is would be willing to pursue, then we should talk As you know the alums will be strongly opposed.

We need to figure out how Do we take this to the Whom else do we talk - I think we can count on Deputy Mayor Walls, is still also operating and would shepherd In fact, the best place to to take to the legislature, would be through the Their input and endorsement, will give the university for the reform it represents.

- That is an excellent idea.

I think we proceed with that Now we still need to at developing a base of We need to reach out to the leadership of the and of the IU Ultimately, the need to be transferred John has a lawyer friend to help with the As you know, in addition to public we will need the legislature.

We have our work cut out for us, but let's move ahead.

- Ned, John and I will brief the other Marion County with county chairman, - I will speak with Ed Whitcomb, who will likely be I suspect that he in his gubernatorial But he will obviously to our passage in the assembly.

Well, it seems to When we meet back here next, we'll review our progress and find out what other bases - All right (indistinct chatter) - Wait a minute, the idea of an urban university raises another bigger We all should give thought The city I am is absolutely disjointed.

There are a number of entities with their own boards over which I have no authority I ask, should we the whole of city and county That's extraordinarily As examples, and Jacksonville, Florida, created new forms of I definitely think we at how the city is if there might be - Yes, that is worth looking at.

Even the young tuck all control of Marion County That would have brought It would have been essentially un-represented and given Democrats dominance So, if we decide to (Thomas chuckles) we will need to be careful they did.

And, more importantly, do it in a way that does we have made to the Republican Let's think about it, get to work and - Thank you all!

His state recognition his many campaign speeches and he's starting to He seems to legitimately for citizens, to make their lives He's certainly busy this new city university.

- Do you really a new university established (Harrison chuckles) I don't.

- You don't, why not?

- If there were a citizens' if IU and Purdue There's no way that they can get a university with the civil rights and How do you feel about the war?

Are the protests getting - Well, I might surprise I'm torn.

Like most men who I wanted to defend my country as corny as that sounds.

(Howard sighs) But I'm listening to why are we there?

What are we doing there?

I'm now wondering, too.

(Howard sighs) I don't know.

Hey, did you hear on a campaign swing?

- Yeah.

I asked the bartender to You know, I think Bobby's at the nomination, I really do.

- I don't know, I'd worry some nut case Just like his brother.

- Here's the news.

- [Man] And they know (crowd chattering loudly) - There he is.

That's a tough - [Man] I have some very and that is that, Martin Luther King was shot (crowd screams) - Did I hear that right?

- Dedicate ourselves to and make gentle the Let's dedicate and say a prayer for our thank you very much.

A stupid war, and then Martin, and then Bobby, within two months.

- It's a good idea.

But will they get anything done?
