Mr. Shaffer, who was found dead after falling from the balcony of his third-floor flat, was the proprietor of a popular children's dance academy.
Earlier today, police were called to an incident at the dance academy when Mr. Shaffer's vehicle was vandalized.
Mr. Shaffer was later arrested in connection with an inquiry into an historic child rape, however, he was released due to lack of evidence.
The police have refused to confirm reports that Mr. Shaffer had made an official complaint against one of their officers.
They are appealing for witnesses to Mr. Shaffer's death.
