New York wants to use revenue from congestion pricing for subway improvements.

Elected officials in New Jersey have been lobbying against a proposed surtax on New Jersey commuters who travel into Manhattan during rush hour. They say commuters cannot afford to pay any more under a so-called congestion pricing plan. New York Gov. Kathy Hochul says she is in favor of the plan, with the state wanting to use revenue from the tax to pay for subway improvements.
