Gov. Phil Murphy this week signed a bill preventing water and sewer utilities from turning off service to customers with overdue bills before Oct. 1. It applies to water companies that didn’t participate in New Jersey’s Low Income Household Water Assistance program, meant to help customers who got behind on payments during the pandemic.
